The regular meeting of the Board of Selectmen was held on this date at 7:30 p~m.
with all members presentand Chairman Finneranpresiding.
APPOIN~E~T OF TO~N COUNSES:
Before the regular meeting convened, all members designated under Article 16, 1959
were present on this date at ?:00 P.M. for th% purpose of appointing ~Town Counsel
for the current year: with the exception of Joseph Sullivan, ~hairman of the
Board of Public Works, and James Dewhirst, Tax Collector; the committee voted
unanimously to accept their absentee ballots. Voting was by secret ballot-and
it was a unanimous vote for present Town Counsel, Arnold Salisbury. The committee
further voted: That Town CoUnsel's salary be understood to cov~r only~ the fore-
seeable services to be expected of him, and that the matter of additional compen-
sation to him for other services be referred to the Selectmes for action ~s
questions relating thereto may arise.
BOARD OF TRADE:
Mr. Leonard Albis attended the meeting at the request of theTBoard in order~to, dis-
cuss the planning of Christmas decorations for Main Street. Mr. Satcliffe Stated
that he thought that since money was appropriated at Town Neetlng for this purpose
to equal the amount spent by the Board of Trade, the Selectmen should be on.the
committee. The Board agreed to co-operate with the Board of Trade in planning sm, e.
COMPLAINT:
Mm. and Mrs. James Crane of Waverly Road appeared before the Board to complain about
a nuisance being created by y~ung people at the Seafood N' Sandwich ~nopp~ which is
next door to them, such as leaving beer cans in the street, using bad language, .and
creating a general nuisance, so to speak. The Board voted unanimously upon motion
of Mr. Fimck, seconded by Mr. Sutcltffe, to request Bobar~ Preston, Owner, to ap-
pear at next Monday's meeting in order to discuss the problem.
BIDS: Police Cruisers
Bids were opened for the t~o police cruisers, as follows: Woedworth Motors, Inc.,
83,876.86; Lannan Chevrolet of Woburn, ~4,296.~; and Shawsheen Motor Nart, Inc.,
$3,710.00. The amount appropriated at the Town Meeting was $3,800.00. Mr. Finck
motioned that the bid be awarded to Shawaheen Motor Mart, Inc. on the basis of
being the lowest bidder, seconded by Mr. Sutcliffe, and voted unanimously.
DEPT. OF PUBLIC WORKS:
A letter was received from Chief Engineer E.J. McCarthy of the Board of Public
Works regarding the relocation of the Marblehead Street grade crossing with the
Boston & Maine Railroad in connection with Interstate Route 495. He requested
we write to the D.P.U. asking for approval of the plans submitted by the D.P.W.
and the setting up of a hearing. Mr. Finck made a motion to that effect, :
seconded by Mr. Sutcliffe, and it was voted unanimously.
BOARD OF APPEALS:
A no,ce, of pub_l.ic hea~ng .on the appeal of Esquire Homes, In?~.ilregarding ~the
cons~ruc~on ox ~wo garoen-mype apartment buildings, was recez~ed by the Board
and placed on file. Said hearing is to be held on Ap. ril 10th.
LAWRENCE GAS COMPly:
A petition for permission to excavate on Elmwnod Road to install gas servlce~fcr
the Standard Construction Company was received from the Lawrence Gas Company.
Mr. Finck motioned it be approved, seconded by Mr. Satcliffe, and vote~ unanimously.
WCAP:
A communication was received from the F.C.C., Washington, D.C. to the effect that
the request for increased service by W.C.A.P. was denied.

D.A.V. INSTALLATION:
The Board received .an-invitation to attend the installation of the D.A..V. officers
to be held on Sunday, April 16th. Mr. Finck motioned that the Board make every ef-
fort to attend, seconded by Mr. Sutcliffe, and voted unanimously.
C~R OIL COMP~NY:
A notice was received frOm Cyr Oil Company stating that as of March 29th the price
of fuel oil has decreased .005 per gallon.
NASS. CIVIL DEFENSE AGENCY:.
~ bulletin was received from the Mass. Civil Defense Agency regarding the State-Wide
Test of Public Atta~ck Warning Signals at noon on April 28th.

SPECIAL POLICE OFFICERS: Mr. Sutcliffe motioned that the recommendations of the
Chief of Police as follows be approved, seconded by Mr. Finck, and voted unanimously.
These are for the term of one year.

Mr. Sutcltffe motioned the Dana Fisher and Calvin Seell be appointed to the Board

DOG O~'~'ICER APPOINTNENT:
A letter of resignation was received from present Dog Officer Thomas Giaquinta.
Mr; F~nck motioned a letter of commendation be sent to him, seconded by Mr.
Sutcltffe, and voted unanimously. A letter was received by the Board from Stanley
Ruturlia, former Dog Officer in Town, requesting aPPointment to the position.
Mr. Finck motioned he be appointed, seconded by Mr. Sutcliffe, and voted unanimously.
JULY 4TH COMMITTEE:
The Board voted to ask Mr. Arthur Drummond to attend next week's meeting in order
to discuss the July 4th celebration before appointing the committee.
