CONSERVATION COM~SSION:
No appointments were necessary at this time for the Conservation Commission since
it has been determined that terms run from appointments made after the special town
meeting when the commission was established.
LICENSE TO PEDDLE:
Mr. Fimck motioned that a transfer of a License to Peddle bakery goods be granted
to Douglas Patterson, 14 Herrick Road, from George Lord, seconded by Mr. Sutcliffe,
and voted unanimously.
Upon motion of Mr. Finck, seconded by Mr. Sutcliffe, it was ~ted unanimously

The regular meeting of the Board of Selectmen was held on this date at 7:30 P.~.
with all members present and Chairman Fiuneran presiding. .~.

M~LL ROAD COMPLAINT:
Mrs. Charles Thornton appeared before the Board regarding the alleged business
being conducted on Mill Road, about which she appeared ~in October, 1960, and on other
occasions dating back to April, 1958. Town Counsel semt a letter ~o the Board ,stat-
ing~hat the Building Inspector is the only officer charged with the duty of en-
forcing zoning requirements and that this Board has no overall jurisdiction to
process such a complaint as that to which you refer." Mr. Fimck.motioned that the
Building Inspector and Police Chief be notified to investigate this report, and
to report back to this Board by April 24th, seconded by Mr. Sutcliffe, and voted
unanimously.
COONTY, CONM~SSIONERS:
A notice has been posted for the hearing to be held on April 25th at 10:45 a.m.
at the Court House in Salem, regarding the alteration, location, etc. of Appleton
Street from Dale Street to Salem Street. Mr. Finck motioned that Chairman Finneran
attend said hearing, seconded by Mr. Sutcliffe, and voted unanimously.
M~V~CE-E~EX E~ECTRIC 00MPANY:
A letter was received from Merrimack-Essex Electric Company stating that a 3500'
lumen mercury vapor light replaced a 1000 lumen light on Sannders Street--change
was made on Narch 7th. Also. lighting has been installed in the vicinity of the
North Andover Library. Letters were placed on file.
LAWRENCE GAS COMPANY:
T~o gas excavation petitions were received from the Lawrence Gas Company--one to
excavate 1750 feet on Sutton Hill Road to install a gas service and the other to
excavate 1900 feet along Chestnut Street. The Board discussed the problem of the
poor condition of some streets, especially Davis Street, because of such excava-
tions. Mr. Sutcliffe motioned that these be approved but that the gas co.mpany be
notified that unless the streets are put hack in good condition, the Board may
require concrete bases to be put in such as are required by Other municipalities.
Mr. Ftnck seconded the motion, and it was voted unanimously. It was also motioned
by Mr. Sutcliffe, seconded by Mr. Fimck, end voted unanimously to notify the
developer of Elmcrest Estates, Inc. to investigate the condition of Davis Street.
PLA~ROUNDS:
Mrs. James'E. Elliot wrote to the Board regarding a book entitle~ "Playgrounds':
Their Administration and Operation,, and said she would be willing to make a gift
ot it to the Town provided she could be assured it would be put to goo~ use. Mr.
Finck motioned the gift be accepted with thanks an~ then turned over to the
Recreational Council, seconded by Mr. Sutcliffe, and voted unanimously.

N~MO: DEPT. OF AGRICULTURE
A memo was received from the Dept. of Agriculture reg~rding surplus foods. Motion
was made by Mr. Finck, seconded by Mr. Sutcliffe, and voted unanimously to turn the
letter over to ~he Welfare Department.
QUESTIONNAZRE: Women Voters League--Framingham
A questionnaire regarding various forms of government was received. It was voted to
have the chairman fill in ~he questionnaire and return to said League.
APPOINTMENT: Town Buildimg Janitor
Mr. Finck motioned that Joseph Noone be appointed Town Building Janitor, seconded by
Mr. Sutcliffe, and voted unanimously.
STREET LIGHTING SURVEY REQUEST:
Onfihe request of Charles Leavitt of 469 Boston Street, it was motioned by Mr. Finck
to request a street lighting survey of that vicinity. Mr. Sutcliffe seconded the
motion and it was voted unanimously.
DOG OFFICER:
Stanley Buturlia, newly-appointed Dog Officer, appeared before the Board with a
communication regarding dogs to be sent to the Harvard Research Laboratory. He
wondered if he could continue to destroy the unclaimed dogs or if he would be
compelled to send the dogs to the laboratory for experimental purposes. The Board
agreed that the matter should be referred to Town Counsel.
APPOINTMENTS: Fourth of July Committee
Mr. Arthur Drummond appeared to discuss the Fourth of J~ly Committee and submitted
a list of people he believed would be suitable and who would be willing to accept
the appointment. Mr. Finck motioned he be appointed chairman of said committee,
seconded by Mr. Sutcliffe, and voted unanimously. Mr. Finck motioned that the fol-
lowing people be appointed to the committee, on Mr. Drummond !s recommendation,
subject 'to their acceptance, seconded by Mr. Sutcliffe, and voted unanimously:

The first meeting of the Fourth of July Committee will be held April 17, 1961, at
7:30 p.m.~in the Town Clerk's Office.
APPOINTMENT: Special'P01ice..'Officer
Mr.. ~rthub Thomsom~ "Jr. was appointed Special Police Officer upon motion of Mr.
Sutcliffe; seconded by Mr. Finck, and voted unanimously.
Upon motion of. Mr. Finck, seconded by Mr. Sutcliffe, it was voted unanimously to
adjourn at 8:45 p.m.

The Board of Selectmen met on this date with all members present and Chairman Finneran
presiding. Meeting was called to order at 7:30 p.m.
JUROR. DRAWING:
The neme of Gertrude M. Gillespie of 196 Middlesex Street was drawn by Mr. Sutcliffe
for duty at the Superior Criminal Court to be held at Newburyport on May 15, 1961.
coMPLAINT: Marbleridge Road
Mr. Harold Lynch of Merbleridge Road appeared before the Board stating that Mr.
Harry Bourquin is still removing loan end fill from his lot on Marbleridge Road
and has begun excavation in a new spot. Mr. Finck said it could be classified as
a public nuisance and asked if Mr. Lynch would be willing to attend next Monday's
