The regular meeting of the Board of Selectmen wes held at 7:30 p.m. on this date
with all members present and Chairman Finnerunp~e~tding.
APPLETON STREET: .
Messrs. James Carlin and Harold Estes, County Engineers, met with the Board and with
the abbtters interested in the layout of the proposed Chapter 90 work to be done on
the street this year. Domenic Giarruso, Jr. objected to the proposed removal of a
large tree for the purpose of rounding off the corner and said he did not object to
some of his land being taken to widen the corner if the tree could be left~ William
Broughton and his attorney, Edward Cregg, were present also, objecting to the 30-ft.
radius of the corner near his house which had been reduced from 40 feet. They re-
quested the redins be reduced to 20 feet. Mrs. George McClellan objected to the
widening of the street and questioned as te whether the rebuilding project would
create a speed problem. Other abutters present were Mr. McClellan, Francis Enaire,
Mrs. William Anthony. and Paul Dyer. Engineers stated that the road would be about
24 feet in width, and there will be gravel shoulders o~ either side.with the area
beyond to be seeded. There seemed ~o be actually only two points of controversy.
affecting Messrs. Giarruso and Broughton. Objections will be given at the ~ontinued
hearing in Salem on May 2nd.
LINDEN AVENUE:
Atty. John Willis was in attendance, as well as Mr. Francis Gillick, ~o discuss the
condition of Mr. Gilttck's.property due ~o the grade of Great Oak Street and which
Mr. Anthony Merino, contractor, had promised to restore. Mr. Finck sai~ he had
investigated the cost and had discussed it with Ralph Brasseur, C.E., who said it
would cost about $53.00. Mr. Finck motioned that this information be relayed to
Mr. Merino and request the work be taken care of this week, seconded by Mr. Sutcliffe,
and voted unanimously.
COMPLAINT: Johnson Street
Mr. Charles Perocchi of 428 Johnson Street complained to the Board about the condi-
· tion of Johnson Street inasmuch as there was a very large hole near his home which
'~% needed repairing as the home had been there for over a year. Mr. Finck motioned
-that the Highway Department submit a report on. same after investigation and ask
~ that it be remedied in the very near future. Mr~ Sutcliffe seconded the motion and
it was voted unanimously.
LICENSE FOR PEDDL~ AND HAWKER:
Upon motion of Mr~ Finck, secondsd by Mr. Sutcliffe, it was voted unanimously to ap-
prove th~ application for Special License as a Hawker and Peddler for Preston O.
Ludwig, 133'Dale Street. License applied to automotive parts and accessories.
ZONING VIOLATION: Forest Street
Mr; Finck said that he had been informed of a'.zoning violation in the vicinity of
~lliam..Glennie of Forest Street, whereby~f~ is being removed from nearby property
a '6on~ractor. Ne motioned that the~'~iiding inspector be requested to make an
investigation and report back to the Board as to why the zoning by-law is being
violated and also requested to take definite action to abate the matter .immediately.
Messrs. D. Ferguson and J. Casey, representatives of the Wayne Manufacturing Co.,
a firm which is a manufacturer of power sweepers, were present to explain to the
Board the rental cost of a sweeper for the Town. Whatever would be paid on rental
of such a machine could be applied towards the purchase price. If a machine worth
$9,500.00 were purchased, the payments would be $285.00 per month for a 3-year
period. Pamphlets and information will be placed on file fo~ perusal.
TREE P~NOVAL:
Removal of three trees by William Somerville, 91 Chadwick Street, was set up for a
hearing on May 8, 1961, after trees had been duly posted.
LAWRENCE GAS COMPANY:
Permission was given to the Lawrence Gas Company on their petition to excavate 275
feet along Heath Road end 1225 feet along Sutton Hill Road to install a gas service.
Motion was made,by Mr. Sutcllffe, seconded by Mr. Finck, and voted unanimously.
DAVIS STREET:
A letter was received from the Board of P~blic Works regarding the condition of
Davis Street stating that the condition of the road was ~he responsibility of the
contractor. Motion was made to notify the contractor of said responsibility by
Mr. Finck, seconded by Mr. Sutcliffe, and voted unanimously.

M~NORIAL DAY CONMITTEE:
A letter was received from the Memorial Day Committee headed by Robert Driscoll,
Commander of the V.F.W. and James McCabe, Commander of the American Legion. Mr.
Finck motioned the invitation to participate in the parade on May 30th be accepted
with thanks, seconded by Mr. Sutcltffe. and voted unanimously.
L~NBERMENSMUTUAL CASUALTY CO.:
A notice of inspection was received from Lumbermens Mutual CasualtyGo. regarding
boiler isspections and said notice was referred to the Board of Public Works for
action on the recommendations contained therein. Mr. Finckmade the motion,
seconded by Mr. S~tcliffe, and voted unanimously.
NAFFN~'s SERVICE STATIONS, INC.:
A letter was received from Haffner,s Service Stations, Inc. informing the Board
that the macaroni trucks had been removed and that it had only been a temporary
situation.
NO. ANDOVER GRANGE:
A letter was received from the North ~ndover Grange thanking the Board members for
attending its Anniversary Celebration.
MASS. LEAGUE ~FCITtESANDTO~NS:
A letter was received from the Mass. League of Cities and Towns regarding the~
Annual Conference to be held in Worcester on May 27th. Matter was tabled for one
week upon motion of Mr. Finck, seconded byMr. S~tcliffe, and voted unanimously.
CIVIL WAR CENTENNEAL COMMITTEE:
Mr. Finck motioned that the School Committee be urged to have the local high school
band participate in the parade whtchwill open the Mass. Civil War Centennial
on June ltth. Mr. Sutcliffe seconded the motion, and it was voted unanimously.
CARL THOMAS:
Mr. Sutcliffe read a resolution adding to the tributes which have been given to the
late Carl A. Thomas who passed away~last week. Mr. Sutcliffe motioned that it be
incorporated in the records as follows, seconded by Mr. Finck, and voted
unanimously: 'T think that I would be remiss in myduties as a Selectman if I
did not mention a word .of praise about a fine citizen of our Town, the l~te Carl
A. Thomas. The Town has sustained the loss of a valued and honored citizen. I
have known our late friend for many, many years, worked on several appointed com-
mittees on town affairs with him, and he was a most loyal North Andover salesman,
He served well on our recreational council for many yeers, devoted himself un-
sparingly to the wnrk and interest of theTown, and he gave many hours of.selfless
sacrifice to all people and activities with no other reward than that of great
loyalty to the Town. He was a gentlemen of intelligence, integrity and total
selfless dedication to all causes. His great acts of kindness, charity,~.honesty,
and sincerity will long be remembered by the children and the townspeople alike
who were as privileged as I to have had the many contacts as I did with him. His
North Andover Good Citizenship Award on September 18, 1958, by the Governor
Commonwealth was Justlydeserved. Such activity and perseverance, combined with
valued official services and civic activities and a belief of a love of family life
and faith in all humanity, were typical of the character of this man, which gives
to me a grea~ sense of very simcere gratification to presentthis tribute from
our Board of Selectman to be spread upon the official Town Records." The Waverly
Playground has now been named the Carl Thomas Playground in memoriam. Mr. Finck
motioned Mrs. Thomas be sent the sympathy of the Board, seconded by Mr. Sutcliffe,
and voted unanimously.
GIFT: Mrs. James E. Elliot
Mrs. James E. ElliOt donated a book regarding playgrounds to the Board. The Board
voted unanimouslyto express its thanks and to turn the book over to the Recreational
Council in order that it may be put to good use.
The meeting adjourned at 8:50 p.m. upon motion of Mr. Finck, seconded by Mr.
S~t~l~ffe and voted unanimously.
