The regular meeting of the Board of Selectmen was held on this date at 7:30 P.M.
with members Finck and Sutcliffe present. Chairman Fiuneran is on vacation.
Mr. Finck presided.
N~PJ~NACK-ESSE~ ELECTRIC COMPANY:
A discussion was held with Mr. Chapman and Mr. McKinnon, representatives of the
Merrimack-Essex Electric Company, regarding the lighting survey of Massachusetts
Avenue.' The Company had assumed that the Board desired s survey of that whole
section of Mass. Ave. and were not aware that the request was for a specific
section of the-street. Mr. Sutcliffe made a motion, seconded by Mr. Finck and
v~t~d unanimously~,to approve the installation of two, 21,000 lumen mercury.vapor
lamps at the intersection of. Massachusetts Ave. and Chickering Road and an
installation near the Dupout residence, 678 Massachusetts Ave.
TREE REMOVAL: Main Street
A meeting was held with Fire Chief Daw and Deputy Chief Calvi~R. Snell.
Chief: ~aw stated that he did not care where the driveway was located~as long as
it~,waS ..'equipped with a traffic light and siren which ~uld be operated from the
fir~station when the engines or the ambulance were going out. The fire dept.
wants to be, able to control the flow of traffic in case of fire ~r,'emergency.
The Board agreed that this precaution should be installed. Zf',poesible, all
parties will meet ~iday in order .that an agreement may ~B: made in writing withh
Er'. Durso. Er. Sutcliffe made a motion n$t to remove the tree until an agreement
is~made..Mr. Finck seconded the motion and it was v~ted unanimously.
A report was received from Town Counsel Arnold Salisbury regarding the removal
of 'the diner at Osgood St. and Great Pond Road. Counsel has directed the ~uilding
Inspector to order the o~ners to remove the diner by the end of the month. If ~he
diner is not removed by that time, a Bill in equi, ty ~11 be filed.
STREET LT~TING SURTEI: Elmcrest P~.
A letter regarding a street lighting survey was received from Merrimack-Essex
Electric Company relative to 77 Elmcrest P~. with a recommendation 'that a 3~00
lumen mercury vapor light be installed. Er. Sutcliffe motioned that installation
Be, approved, seconded b~ Mr. Finck, and it was wted unanimously.
A letter was received from Mex~lmack-Ensex Electric. CO. regarding the relocation
of a 3~00 lumen mercury vapor light on Pilgrim Road to Richardson Avenue. This
change was-made Junel7, 1961.
STREET I,Tfl~'.'~G SD~v~I: Elderly Housing l~Ject. '
A letter was received from Merrimack-Essex Electric Co. regarding a.street light-
ing :stu-wey at the North Andover ~ousimg for the Elderly Project. They recommended
the ,instaLlation 'of five 350 lumen mercury vapor lights. Mr. Sutcliffe motioned
that installation be approved, seconded ~ Er. Finck, and vated unanimously.
LA~R~NCE GAS C~PANY:' Moody Street and Osgood Street.
,Permission-to excavate at 105 Moody Street and 1018 Osgood Street to install gas
.service ~s ,given to;,the La~rence Gas Company upon motion of Mr. Sutcliffe,
seconded by Mr. Finck and v~ted unanimously.
~OE OF CO~T~ E~GINEER:
A letter was received from the Office of County Engineer relative to the County
:Commissioners having issued a decree in relation to Appleton ~treet, North
Andover/ Letter was placed on file.
An '"Order" was received from F.C.C. regarding radio station WCAP for Cons~ructiou
Permit. Letter was placed on fil~¢
MASS. SELECTM~N~S ASSOC.
A Memo. was received regarding the submission of articles for 1961 Annual State-
Wide To~n Meeting Warr~. Letter was placed on file.
RALPH -B~.. BRASSEUR:
A "Thank you for expression of sympathy" card was received from the family of the
late Ralph B. Brasseur.

DEpARTMenT HEADS MEETING: Surveyor
F~r. Sutoliffe motioned that a meeting be held with all department heede cOncerned
to discuss the appointment of · new Surveyor. Mr. ~inck seconded the motion and
it was voted unanimously. The meeting will be held on Monday evening, July 10,
1961 at 8:00 P.M. with the following department heads: School Building Committee,
School Committee, Board of Public Wc~ks, Highway Dept., Board of Assessors, Board
of Health, Tree Department, Housing Authority, Planning Board and Board of Appeals.
HOLIDAY CLOSING:
Mr'. Sutcliffe made a motiOn, seconded by Mr. ~inck, that the Board cf Selectmen
and Public Welfare offices will be closed from July 1 to July,5, 1961. Other
departments be requested to participate. The v~te was unanimous. A notice of
the foregoing with be posted.

Mr. Sutcliffe motioned, secOnded by Mr. ~inck and voted unanimously, that the
following dates will be the summer schedule of the Selectmen,s meetings.
Friday, June 30, 1961 - 7:30 P.M.
Monday. July 10, 1961 - 7:30 P.M.
" " 24, " - 7:30 P.M.
" Aug. 7, " - 7:30 P.M.
" " 21, " - 7:30 P.M.
Friday, Sept. 1, " - 7:30 P.M.
The meeting adjourned at 8:30 P.M.

The Board of Selectman held their meeting on this date at 7:30P.M. due to .the
holiday eve (July 3rd) being on a Monday. Members Finck and Sutcliffe were
present. Chairman Finneran is on vacation. Mr. Finck presided.
TREE PJ~DVAL: Hearing
Mr. Sutcliffe made a motion to permit the removal of a tree upon petition of
Mr. Joseph Palazzolo, 34 Chadwick Road, Methuen, Mass. Mr. Finck seconded the
motion and the vote was unanimous.
REARING: 4 Pole and~ire Locations
A hearing was held on four petitions for pole and wire locations On Osgo0d
Street. There were no objections. Mr. Sutcliffe made a motion to approve all
four petitious, seconded by Mr. Finck and voted unanimously.
Atty. C~arles Tromblyappearedbefore theBoard, along withMr. &Mrs. Kandrat
and Mr. Norman Porter, requesting permission to move a building located at
1OSMain Street to Lot 44 & 4% May Street. The building is 30 feet wide, 50
feet long end 40 feet high when loaded on wheels. The route shall be First
Street, WaverlyRoad, Patriot Street to May Street. Adequate police protection
will be arranged and they will comply withany special conditions that/are '
necessary. Mr. Norman Porter will be the mover. They already have a permit
to build the foundation on May Street from the Building Inspector.
Mr. Sutcliffe made a motion to approve the permission and Mr. Finck seconded the
motion subject to certain conditions of which Mr. Trombly will be notified. The
vote was unanimous.
POLE ANDW!RELOCATION PETITIONS: Richardson Ave. & Sutton Rill Road
Petitions were received for the above-mentioned streets. Hearing was set for
July 10, 1961, at 7:30 P.M. upon motion ~fMr. Sutcliffe, seconded by Mr.
Finck and voted unanimously.
STREET LIGHTING SURTEY:
A letter was received from Merrimack-Essex Electric Company regarding a street
lighting survey in the vicinity of 122 Stevens Street, with the recommendation
to install a 3500 lumen mercury vapor light on pole 626 to replace a 1000 lumen
~nit. Mr. Sutcliffe motioned ~Z be installed, seconded by Mr. Finck and voted
unanimously.
