The regular meeting of the Board of Selectman was held. on this date at 7:30 P.M. with all me~bers present and Chairman Finneran presiding. TREE P~NOTAL: Hearing Mr. Sutcliffe made a motion to permit the re~oval of a tree upon petition of Mr. ~ichard H~mel, 21 Perry Street, North Andover, Moss. Mr. Finck seconded the motion and the vote w~s =nonimons. NEARING: Three Joint polo locations Petitions were heard on three Joint pole locations on Abb~t,~'Bevorly Streets and Brightwnod Avenue. There w~re no obi ections. Mr. Sutcliffe made a motion to approve all three petitions, seconded by Mr. Finck end voted unonimously. A meeting, ond conference was held with a representative of the estate of the late Ralph Brasseur who presented his qualifications as to future reference and services to the Town of North Andover. STREET ,LIGHTING SURTE¥: A letter was received from Merrimack-Essex Electric Compeny regarding a street lighting survey in the vicinity of 73 Farnum Street, with the reconnendation to install a 1000 lumen i~cm~descent light on pole 4662. Mr. Sutcliffe voted it be installed, seconded by Mr..Finck and voted unenimously. STREET~ LTGHTING INSTALLATIONS: Merrimack-Essex Electric Compony set letters stating that lights had been installed at Pilgrim Road and Richardson Avenue, five lights at the Housing for the Elderly Project, Elmerest Road, Turnpike, Middlesex Streets, Furber Avenue, Hi,side Road and two on Davis Street. LAWRENCE GAS ¢C~PANY: T~o petitions from the Lawrence Gas Company for 'permission to excawate~on Marbleridge Road and Chickeri~g Road were grented upon motions of Mr. Sutcliffe, seconded by Mr. Finck and voted unanimously. POLE AND WIRE LOCATI~ PETITIONS: Dale Street, southwest of Winter Street. Petition.was received fur the above-mentionad street. Hearing was set for 7:30 P.N. on Monday, August 7, 1961, upon motion of Mr. Satcliffe, seconded by Mr. Finck and voted unanimously. Petition for pole relocation on Dale Street, east of Appleton Street with no hearing necessary was voted on unanimously upon motion of Mr. Sutcliffe, seconded~ by Mr. Finck. From State Dept. of Corporations and Taxation re: Payment, by ~he town, of $14,920. for land taking to widen Dale Street had been approved. The street was widened under Chapter 9.0 .provisions. P~om State Dept. of Labor end Industries re: Mass. Retail Price Index. Letter was place on file. Rcm State Dept. of Public Works, Div. of Civil Service re: Boards of Salect,men. Filed. and copy sent to school department. ~ S~te Dept. of Public Works re: Memorandum of Agreement for the msintenence of Roads, regarding paving of Main Street. Motion of approval by Mr. Sutcliffe, seconded by Mr. Finck, and voted unanimously; the Agreement was signed by the three selectmen. Notice from Lumbermens Ymtual Casualty Co. re: Inspection of school boilers ~ich was forwarded to school dept. Letters from Rou~e ~ Associatic~, Fact Finding Committee; "Jimmy Fund" and Essex Agricultural School re~ Field Day. am. 24, l 61 (Cont.) HEARINGS: August 7, 1961. ?:30 - Re: ?:4~ - Re: 8:00- Re: 8:30 - Re: Tree removal petition of Mrs. Dematrtos Pavledakus, 69 Highlsud Avenue, North Andover, Mass. Eastern Mass. Street Railway Co. providing and ax-~eusion of its bus route to include the Elderly Housing Development, suggestion of Mr. Sutcliffe. Mr. Finck suggested letter be sent to representative of Eastern Mass. Street Railway Co. to be present at the hearing. The motion was made by Mr. Suteliffe, secoaded by Hr. FLuck and voted uaen~mously. Tree removal opposite fire station and installation of traffic lights for traffic control during a fire. Letters relmesting Fire Chief Daw, Chief of Police, Joseph Lawlor, and Mr. Joseph D'urso, developer of Main Street Shopping Center to he preseat at this time were seat. Selectmen's Sutcliffe~s suggestion regarding traffic~hazard at inter- sections of Chickering Road ~,d Park, Pleasant and Main Streets. 'Letters were seat to Chief Police Lawlor, The Traffic Divistou, Dept. of Public Works, [O0;.Nashua Street, Boston, Mass., requesting their presence .at the above-stated time to discuss and resolve this matter at the suggestiom of Er. Finck with the approval of Mr. Finueran and Er. Satcliffe. STREET LIGHTING SORVEY: A letter was sent to Mr. C.E. Chapman, requesting the Morrimack~Essex Electric Company to conduct a lighting survey on the corner of Cempbell Road and Salem Streets. Mr. Finueran informed the Board of a dangerous hole .in the field off Beacon NiLI. Boulevard, which is now to~ property. The Board voted to contact the Highway Dept. to remedy the situation and a letter was seat to Mr. Ira :Catty, Highway Superintendent. The selectmen also voted to send a letter to the Lawrence Airport Commission, request- ing it to repair '~mmediately" a damaged guard rail and fence on Holt Road. NEW BA~NOUSE: Selectmon Ralph E. Finck suggested the selectmen should request the Dept. of Public Works to open the new bath house at Stevsus Pond immediately instead of waiting for a dedication;' theold bathhouse being unfit for use. A letter was sent to'Er. Dully, Superintendent of Public Works. APPOINTNENTS: The Board announced the appointment of a new secretary, Alice El.Letarte, widow of Normen P..Letarte, 15 Court Street. Mrs. Letsrte replaces Mrs. Robert Donahue who. was on a tempcrary basis since the departure .of Mrs. Randall Taylor. ~[rs. Letsrte was formerly employed by Dis~mict Attorney, John P. S. Burke, .Att~y Robert. V. 0~Selliven and Attorney Daniel J. I, eonard in the Ba~ State Building, Lawrence, Mass. Town Clerk, John J. Lyons, was appointed Custodian of the Town Buil~g, replacing Selectmen, Philip Shtcliffe, who was on a temporary basis. The meeting adjourned at 9:30 P.M.
