members present and Chairman Finneran presiding.
HEARING: Merrimack- Essex Electric Company.
Through a motion by Mr. Sutcliffe, seconded by Mr. Finck, two pole locations on Forest
were granted. Notice was received on the installation of a pole light on the corner of
Pilgrim Road end Richardson Avenue. A survey suggested a light be installed on pole #2630
on Gray Street.
NEW ENGLAND TEL. & TEL. C0~PANY:
Joint pole locations were granted through unanimous vote on Great Pond..Road, Chadwick Street,
Johnson Street eend Rea Street. A hearing will be held at ?:30 P.M., September 11, 1961, for
a pole location on Belmont Street.
LAWRENCE GAS LIGHT CC~PANY:
Petitions for excavations on Chestnut St., Earbleridge Road and Sutton Hill Road were
granted by motion of Philip Sutcliffe, seconded by Ralph Finck, the vote made unanimous by
William. Finneran, Chairman. -.
TG~ND~:
A letter was received from Attorney Salisbury, Town Counsel authorizing closing use. of town
·mmp to all but-town residents and the placing of signs to that effect.
MAREI~EAD STREET R.R. CROSSING:
Petition received from Office of County Engineer to be executed by Board of Selectmen and
se~t ~to~cunty Commissioners with check for $%.00 payable to Philip A. Hennessey, Clark.
Letter was sen% by Board requesting that relocated Marblehead Street Crossing be made a
public .way at this time.

It 'was voted unanimously to award contract to E. V. Del Duca Construction Co. for low
estimate on work to be done on Dale and Appleton Streets. Mr. Sutcliffe made the 'motion
and Mr. Pinck seconded it, Mr. Fihneran making it unanimous.

INDUBTRIAL DEVELOPMENT CC~MITTEE:
A letter received from Swartz Mfg. Company, Inc., Dorchester, Mass. interested in relocating
company in Essex County was voted bo be sent to the Industrial Development Committee with
recommendation the company be referred to Lawrence Industrial Committee if a location could
not be .fonn~ in North Andover.
NORTHEAST ~ AIRLINES:
An invitation was extended and accepted unanimously by the Board of Selectmen~.to participate
in a scenic flight from the Lawrence Municipal Airport on Sunday, September 10th to
inaugurate a new scheduled service between Lawrence and New York City by DC 6B four engine
aircraft.
DEPARTMENT OF CORRECTION:
Letter receiwd thanking officials of various towns, etc., for orders for highway signs end
markers from their department.
DEPARTMENT OF PUBLIC UTILITIES:
Notice of Public Hearing was received to be held on Thursday, September 14, 1961 at 10 P.M.
at Room 166, State House re rates and charges of Mass. Northeastern Transportation Co.
DEPARTMENT OF WATER RESOURCES:
Notice of Public Hearing on stream pollution control. Letter referred to Department of
Public Works.'

EASTERN MASSAG~USETTS STREET RY. COMPANY: RE: TRANSPORTATION FOR ELDERLY HOUSING PROJECT.~-
An application for a license to operate motor vehicles for carriage of passengers was
received by the Eastern Massachusetts Street Ry. Company for the Elderly Housing Project.
The route will be as follows:
On Main Street between Elm Street and Davis Street;
on Davis Street between Main Street end East Water Street;
on East Water Street between Davis Street end Clarendon Street;
on Clarendon Street between East Water Street and Water Street.
Motion was mad e by Mr. Sutcliffe end seconded by Mr. Finck to grant license in duplicate
with Mr. ~nneran, Chairman, making it an unanimous vote.
UNITED NATIONS CC~ITTEE:
It was motioned and seconded by Mr. Sutcliffe and Mr. Finck to award a distingnishe~' service
certificate to Rev. Brown, UN Day Chairman, at appropriate ceremonies. Mr. Finneran;mede the
Vote ~nenimous.
COMPLAINTS:
A letter was received from Mrs. George Hayms, 29 First Street complaining of' dust Problem
and cluttered debris created by new Shopping Center workers and possible traffic hazard.
it was voted to notify the Chief of Police, Board of Health and Board of Public Works to
investigate the matter. A letter was also sent to Mr. D'urso with a request to correct the
the situation and advise the Board accordingly.
The Selectmen voted to notify the State Engineers of a Bad depression on Massachusetts Ave.
at Herrick Road at the recommendation of Mr. Sutcliffe.
RESIGNATION:
A letter of resignation was received from the Building Inspector, Martin J. Lawlor, Sr.
~rJ Finck said, "this is a great loss to the town and Mr. Lawlor should be thanked for
his many years of loyal service." Ne moved a comendation should be spread on the ret
of the town with a sincere vote of thanks to Mr. Lawlor. The motion was passed unanimous-
ly.
APPOINTNENT:
Chairman Finneren then stated the Board should issue a call for candidates since Mr. Lawlor,
in his letter, offered to serve until a successor was appointed. However,' Selectman Finck
suggested a well-qu,l~eied man should be appointed immediately because of.the present influx
of building. Mr. Finck made a motion to appoint Mr. Foster and cited his experience as a
member of the Board of Appeals. and as a building contractor. Mr. Su~olfefe seconded the
motion and Mr. Foster was appointed unanimously with ~hairman Fianeran's vote.
Proprietor, W. Ralph Samson, of the Busy Bee Donut mop, Main Street, requested permission
to hang a sign outside his shop reading, '~usy Bee Donut Shop"~ with 2 spot flood lights and
1 rotating flood light. It was voted to no~tfy the Building Inspector to investigate end
submit a report at the next Selectmen's meeting, September 11, 1961.
The meeting was adjourned at 8:~5 P.M. upon the motion of Philip Sutcliffe, seconded by
