Harvard:
James J. Maker, tow~ treasurer, was detailed to greet and inform the candidate for a
doctorate degree from Harvard 'e School of Education who will be studying local town
government in conjunction with school administration duties.
State Commission:
Chairman Finneran, James M. Barmen, and ~dward W. Phelan were named a committee of
three to study transportation in l~ssachusetts.
Contract : (Windows)
The painting contract awarded to Frank T. DeRosa, 174 Water Street, was held up p~nding
investigation as to his proper credentials.
Proclamations:
This week is designated as Civil Defense Week and next week will be designated National
Employ thePhysically Handicapped Week.
The meeting was adjourned at 8:30 p.m.

OCTOBER 2, 1961.
The regnlsr meeting of the Board of Selectmen was held on this date at 7:30 P.M. with
all members present and Chairman Finneran presiding.
Hearings:
1. John Conners, request for tree removal at 453 Waverly Rd., North Andover, was
unanimously approved and permission granted accordingly.
2. Merrimack-Essex Electric Company appeared for a hearing for removul of two trees
on Great Pond Road in connection with installing a high voltage line, the voltage
increasing from 400 to 13,000 voltage.
Lacey Complaint:
Attorney Watman appeered to present the case of Lacey vs. Sweeney end complained ex-
tensively of receiving no action on the.~JEatter although three letters had beensent out
the day after the Board received the complaint. One hour later, Charles Foster, our
Building Inspector, appeared at the meeting with a very complete report regarding the
Lacey complaints and the corrective measuros:;to be taken immediately. A registered
letter is to be sent to Mr. Sweeney, violator, and to the Laceys and Attorney Watmam.
Stanwood D. Evans Complaint:
The' Selectmen, Highway Dept. and County Engineers Car!in and Wilkins will meet at
1:00 P.M. ]lednesday, October 4, 1961 to discuss drainage problem of Mr. Evans.
T. Peters Complaint:
The same group will meet to discuss the matter of a retaining wall promised to be built
by the State one year ago to prevent the overflow of drainage w~ter onto his property.
Appointments:
2 Custodians were appointed by the Board: George Tasker, tobe .employed one day of the
week and William Lafond, to be employed the rest of the week as custodian of the Building
George Tasker will get $8.30 and Mr. Lafond approximately $19. O0 for his services. Mr.
Finck did not participate in the voting.
James i. Smith, 23 Perry Street, North Andover, was appointed associate member of the
Conservation Commission. The motion was made by Mr. S~tcliffe, seconded by,Mr. Finck
and made unanimous by Mr. Finneren, Chairman.
Jurors Drawn: (3) Superior (Criminal Court)
The following people ware drawn by Mr. Sutcliffe and ~. F inck and duly remanded to the
Chief of Police Lawlor to be notified:
1. Thomas McEvoy, 20Lincoln Street, North Andover.
2. Roland Russell, 14 Edmands Road, North Andover,
3. Charles ~htttaker, 69 Milk Street, North Andover.
Request:
Selectmen's Secretary, Alice M. Letarte, was given permission to attend the "Day in
Court" program of the Greater Lawrence National Association of Legal Secretaries.
Merrimack-Essex E~ctric Co:
The Board voted unanimously to accept lighting survey of Bradford Street and gave
permission for removal of Joint Poles on Dale Street, no public hearing was necessary.
Lawrence Gas Light Co.: ..
Permission was given!:for excavation of 14 feet on Rosedale Street.
Invitations:
Mr. Fimneran was delegated to represent the Board at the Route 495 Association Dinner
at Marlborough Country Club on October 4, 1961.
The North ~ndoverBooster Club invited a member of the Board to their annual banquet to
be held on October 7th at St. Michael's Hall, and Mr. Finneran was delegated to represent
the Selectmen
An invitation to attend the installation of new officers of the Veterans American Legion
Auxilliary on Monday, October 9th had to be regrettfully refused because of the weekly
Selectmen's meeting.
Frank DeRosa:
Mr. DeRosats bid to paint the Town Building windows had to be turned down due to
proper qualifications.. He was told $~'-le~ter when he had acquired the proper
tions to Neel free to bid on any future to~,n work.
Arnold Salisbury:
Town Counsel sent a letter rela~ivo to making Morris Street an accepted street.
letter was referred to Attorney Randazzo, appearing for the abbuters.
Narbleheard Street R.R. C~ossing:
The
~ public hearing through another petition to the Cottnty Commissioners was requested once
more in order for Marblehead Street R.R. Crossing become a public way. J.R. Carlin
County Engineer was contacted.
Harvard:
Mr. Frank Stewart of the Harvard Graduate School of Education was an interested spectator
at the Selectmen's meeting. He is in~'attendance every Friday to learn first hand of all
the Town's activities.
