HomeMy WebLinkAbout1961-10-23 Board of Selectmen Minutes160 October 23, 1961. ~.~ The regular meeting of the Board of Selectmen was held on this date at 7:30 P.M. with~ alt members present and Chairman Finneran presiding. Hearings: ~'~ 7:30 P.M.- A motion made by Mr. Sutcliffe, seconded by Mr. Finck and made unanimous by Chairman Finnersn granted permission for a license to store 1,000 gals. diesel gas on 20 Clark Street ~o Massgan Oil Company. 8:00 P.M.- Petition of Richard F. Benson (Osgood Motors) for Second Class Automobile Dealers license on 1615 Osgood Street was granted unanimously by the Se- lectmen. No abutters appeared in protest. Presentation: A certificate of Heroism was presented to Mrs. Mary Armitage, Sutton Hill Rd., and Mr. Comporone, 659 Wavarly Road for saving the life of a child recently who would have drowned in a nearby pond. The presentation of the certificates was made by Chairman Finneran with Mr. Finck and Mr. Sutcltffe standing at attention during the salutation. Request for hearing: New England Tel. & Tel. Co. requested hearing for two pole locations on Great Oak St. from approximately 100 feet west of Linden Street, westerly. Hearing was granted for November36, 1961, 7:30 P.M. Merrimeck-Essex Electric Company: Letter received informing Board of installation of street light on Pleasant Street opposite Lincoln Street. County Commissioners Office: Re: Marblehead Street R.R. Crossing. ORDER GF NOTICE received on petition making M.S.R.R.Crossing a public way. Deputy Sheriff Silverman was notified to serve notice on Town Clerk of North Andover and Directors of the Boston and Maine Railroad Company not later than November 6, 1961. Arnold Salisbury: Re: '~o Parking"erea request. Letter received from Town Counsel advising Board they had the power to make suc! '~o Parking" designations under G.L.c. 40, Par. 22. The order should be publicized in Eagle-Tribune and '~o Parking" signs placed in area. Motion made by Mr. Sutcltff that the proper action be accomplished at once was seconded by Mr. FLnck and made un- animous by Chsirman Finneran. Re: Traffic Control lights at North Andover Shopping Plaza. Letter received from Town Counsel advising Board that proposed traffic light signal and siren to be installed on property exit of Mr. Durso and installed by him being controlled by the fire station opposite exit was in order end that Town would not be held liable for any probable accidents which may occur. The motion was made to the lights by Mr. Sutcliffe, seconded by Chai~manFinneranbut opposed by Mr. Finck who did not accept Town Counsel's decree. Pmrsonnel Board: Noti ce received from personnel board that all petitions for amendmen~ to the ~age and Salary Administration Plan for 1962 Annual Town Meeting action should be submitt- ed to the Personnel Board not later than November 1, 1961. Massachusetts Dept. of Public ~orks: Notice received by the Board re new Towing Laws. It was voted that a~ copy be submitted to Chief of Police and to Town Counsel for clerification. Massachusetts Dept. of Public Utilities: Notice received of hearing on ne~ rates onEastern Mass. St. R.R. Co. on Thursday, November 9th at 10:00 o'clock at 166 State House, Boston, Mass. The notice was taken under advisement and tabulated. Lawrence-Eagle-Tribune : Notice received of increase in advertising rates. Tabulated. October 23, 1961. (continued) ABC Commission: Notice received on sale of licquor on November 11, 1961. 16t Veteran's Day Committee: The Board of Selectmen voted unanimously to accept the invitation expended to them by t~he ~merican Legion to march in local parade in observance of Veteran's Day, Saturday, November 11, 1961. Complaints: Re: Re: Mr. Lindfor, Woodstock Rd., North ~ndover, Nass. Mr. Cyr, engineer, gave a lengthy and thorough picture of problems of M~. Lindfor and others on Woodstock Rd. Mr. ~yr said he was sd,~sed that the Town could install a at Mr. Lindfor's expense; that he and other residents should install some kind of wall drain. Concluding, ,Mr. Cyr consented to submit a plan of reconstruction for residents. Speeding and traffic .hazards of corner of Peters Street and Ghickering Rd. Mr. Joseph Eort, whose son ha6 been hit but not seriously injured by ~ car a month ago, protested the lack of traffic control and requested lights be installed to avoid future fatalities He was advised that the Board had some time ago sent a letter with request for a light and traffics control at that corner ~nd other points at dangerouse intersectionsOf Chi, ering Road. Mr. Sutcliffe made a motion that the Mass. Dept. of Public Works be again notified and also Chief of Police Lawlor. Re: Re-- Parking in vicinity of Joe's Diner on Barker Street. The Board voted to hold a hearing on the above-mentioned problem on October 30th at 7:30 P. M. Mr. Joseph Farrell of Joe's Diner, Osgood Street, Mr. Kenneth A. Terroux of 254 Barker St., Mr. Philip N. ~rigo, Jr, Barker Street and Charles Verd, 324 Bradford Street, North Andover, were invited to be present to give their ideas and views on the subject. Flag Pole on Common: Rope has been destroyed and Town Clerk was requested to arrange for necessary repairs. Re: Speeding on Great Pond Road in the vicinity of Dr. Alias residence. Matter was voted to be referred to the Chief of Police for investigation. Re: Lack of competent communication between High School playing field and fire station. Com- plaint brought by Mr. Finck of serious delay in treatment of injured football play~rs be- cause of lack of telephone near or on the field to inform fire department of need of an ambulance. The vote was cast to send a letter to the Superintendent of Schools, Mr. Chandler, requesting the situation be corrected i~ediately. R~q~ests: Merrimack-EssexElectri~ Company was requested by theBoard to conduct a street lighting survey for possible lighting in the vicinity of Chickering Road end East Water Street and on Davis Street F~ctension in its entirety~ Town Clerk, John Lyons, was requested to investigate the possibility of a need of a gas inspector and to submit his report at the next meeting, October 3~tho Elderly Housing Pro~ect: Mr. Ernest E. Finck, President of the Elderly Housing was sent a letter of thanks and appreciation for the gracious hospitality and excellent dinner given to the Selectman and their wives on S~turday, October 21, 1961.
