Town Counsel Salisbury notified the Selectmen that he had received complete estimates of the
value of the property which was voted to be taken by eminent domain for school purposes last
year at Town Meeting. The Selectmen voted to authorize him to start negotiations with the
property owners. An appropriation of $19,000 was made to cover the expenses of acquiring the
laud for the town.
LACEY VB. SWEENEY COMPLAINT:
Attorney Thomas Watmau, representing Mr. U Mrs. ~omas F. Lacey, 37 North Main Street, said his
clients were not getting enough action on their~ complaints, against Benjamin C. Sweoney of 204
Middlesex Street. Building Inspector ~arles H. Foster found Sweeney was violating four
zoning regulations including those against dumping inflamables, dead storage of autos and other
materials nott associated with Sweeney's business. The nuisauce, according to Mr. Watman, had
not been rectified in the six weeks since Sweeney was notified. The SeleCtmen voted to
Town Counsel to confer with the Building Inspector a~d carry out the necessary action, which
could include court action, to correct the situation! that is, if au agreeable solution-cannot
be reached.
EARO~D A CGINOR PETITT~:
The petition of Harold A. Connor of Third Stree to store bottled gas on Belmont Street was
disapproved by Fire Chief James P. Daw and a permit was denied by the Selectmen. Chief Daw
cited that gas soaked land in the area of storage would be a hazard
LETTER FRC~ NORTH ANDOVER S~OGL COM~TTEE REGARDING FOOTBALL INJ~ES:
Letter fzom Mr. Chandler stated that a ~system of communication between the schooi and Fire
Department' would assure speedy removal of injured players for medical treatment'if neeessary.

REPORT:
The' Board voted to ask for bids for ~he printing of the Town Report and set the 'deadline at
at 5 p.m. on December 22, 1961.
~ST~T~ DEPOT GF PUBLIC WORKS:
The Board signed a re,most that the ~tate Department of Publico works encumber $10,000 for
work on Salem Street.
MERRINACK-ESSEX ELECi~IC LIGHT CC~PANY:
~e~ ~ar~. voted to accept the lighting survey recommendations of the ~ectric light company
gave permission to have a 3500 lumen light at 80 Boston Street and eight 3%00 lumen lights
on South Bradford Street installed (from the Osgood Street intersection. )
BUTCHER BOY NEAT NARKET:
Butcher Boy Meat Market requested a light survey in fron~of its premises, 1077 Osgood Street,
and explained that motorists could not see the. curgs in front of the store. A SUrvey had been
asked earlier all along the widened portion of Osgood Street. A report from the light company
is expected. Soon, the Selectmen said.
AIRPORT COMMISSION:
The Selectmen voted to send a letter to the Airport Commission asking it to reconstruct Holt
Road as soon as possible. The matter was discussed at the las~ Commission meeting and there
was a general agreement thatthe road needed z~psi~~
