Members Present:
Joseph V. Mahoney, Chairman, Alison Lescarbeau, Clerk, Alberto
Angles, Associate Member.
Others in attendance: Bill Scott, Director of Community
Development & Services, Kathleen Bradley Colwell, Town Planner,
John Thomson, 792 Waverly Road, No. Andover.
The meeting opened at 7:05 p.m.
The Planning Board met to discuss the proposal to construct 248
units off of Waverly Road in Lawrence.
The North Andover DPW has determined that sewer will not be
provided to the site unless approximately $1 million worth of
improvements are made to the system to handle proposed increase.
Water will also not be provided to the site.
Traffic issues are of most concern to the abutters and to the
Town of North Andover. It is already almost impossible to turn
right at the light to get onto Rt. 125 to get onto Rt. 495. The
cars currently queue up from Rt. 495 to the light at this
intersection.
A curb cut permit is required from the DPW. There was a
discussion about the proximity of the Boston Market curb cuts.
There was a discussion of the Fail Safe Provisions in 310 CMR
11.03 (6) - ten residents of the Town can request review by MEPA
of the traffic issues. Bill Scott will prepare a document for
the neighbors and the Planning Board to sign.
There was also a discussion of where the children would go to
school. This site will have a North Andover address however the
buildings are all located in Lawrence. The children should not
be allowed to go to the North Andover schools.
The Planning Board will send a letter to the Lawrence Planning
Board outlining their concerns about traffic and the lack of
notice given to the Town of North k ndover and the citizens of
North /Lndover.
