The regular meeting of the Board of Selectmen, the third on the summer schedule, was
held on this date at 7:30 P.M. with the following members present: Chairman William A.
Finneran presiding, Fred P. Oakes and Raymond Broadhead.
· HEARING: Pole Location
A hearing was held on the petition of the New England Telephone & Telegraph Co. and
Merrimack-Essex Electric Company for a pole location on Boxford Street, from approx.
1423 feet northeast of Forest Street, northeasterly, I pole. Mr. Broadhead made a '
motion to grant the petition, seconded by Mr. Oakes and voted unanimously.
STOP & SHOP TRUCKS:
Edgar K. Eberhart, 66 Waverly Road, appeared before the Board and spoke on behalf
of himself and his neighbors in regard to the noise made by trucks delivering at
the Stop & Shop Market at the shopping canter at all hours of the day and n~.g~,
incluSing late Sunday evenings. -~
Mr. Broadhead ssid he and the Police ~ief had spoken to the manager about the
excessive noise, but apparently nothing much has been done. The Board said they
will have to go to the source that sends out the trucks and.investigate re-rout%rig,
etc. and will contact the manager and the home office. The Board needs time Since
this cannot be done over-night. They need at least two weeks to investigate matters.
Mr. Oakes suggested that the manager be asked to appear before the Board at'tHe

COMPLAINT: Low-flying planes.
Robert Wilkinson, 107 Colgate Drive appeared before the Board to see if anything
could be done to stop the excessive noise and low-fly~ng planes over Col~ate Dri
and immediate vicinity. They are mostly local, small planes. The residents in
that-area had understood-that the ron-way was to be "phased out" but apparently is
still being used. Mr. Broadheed made a motion to write a letter to the Airport
Co,,u,.~ssion about the excessive noise and low-flying planes and to be advised 'a~
any immediate corrective action and future plans of the discontinued ~use of this
run-way. Mr. Oakes seconded the motion and the vote was unanimous.
LAWRENCE GAS COMPANY:
A petition from the Lawrence Gas Company to excavate an Sutton Street to inst,31 a
gas main on Wright Avenue had been.approved by the necessary departments and the
Board voted to approve the petition under motion of Mr~ Oakes, seconded by Mr.
Broadheed and voted unanimously.
PETITIONS FOR HEARINGS:
1. A hearing for pole locations on Dale Street will he held on August 20th at..
7:30 p.m.. Mr. Broedhead made the motion, seconded by Mr. Oakes and voted unanimously.
2. A hearing for pole & wire location on Osgood Street will be held on August 20th
at 7:35 p.m. Mr. 0akes made the motion, seconded by Mr. Broedhead and voted unani-

for street lights in front of the residence of James Thomson, 45 Sawyer Rd., in
front of tHe residence of Dr. George E. Frazer, 894 Great Pond Road and at. the
intersection of Andover and. Peters Streets. Mr. Oakes made the motion, seconded' by
Mr. Brcadhead and voted unanimously.
P~UKSTS FOR STREET LIGHTS:
ThTe Board voted to request the Merrimack-Essex Electric ~pany to make a survey
for possible street lighting near the residence of Edward Janusz, 158 ForestSSt.,
near the residence of ~arles Robinson, 141 Forest Street and near the residence
of Edward Smith, 56 Beverly Street. Mr. Oakes made the motion, seconded by Mr.
Broadhead and voted unanimously.
INVITATION:
The Board received an invitation from Governor Volpe to the Graduation Exercises
of the Local Police Officers Training School at Fremingham State College on Friday,
August 17th. The Police chief will attend since Officer'McMahon will be graduating.
If possible a member of the Board may also Attend.
HOUSE MOVING: Thomas Kamal
Letters, with recommendations, were received from the Merrimack-Essex Electric Co.,
New England Telephone &r. Telegraph Co. and the Tree lqardan, in regard to a house
being moved by Thomas Kamal from 65 Massachusetts Avenue to a lot on Harwood Street

corner of Mablin Avenue. The Board granted permission to Mr. Kamel provided he moves
the house according to the recommendations of the Electric Co. and Tree Warden. Mr.
Kamal was present and spoke to Mr.. Lafond over the telephone regarding the moving route.
STATE DEPT. OF PUBLIC WORKS:
A report w~s received with an estimate of work done by Civil Coonstruction Co., which
will be forwarded to the Highway Dept. and checked by the Town Treasurer.
A letter was received regarding the assignment of $1,000 for the maintenance of
G~apter 90 roads in North Andover, on the condition that at least $2,000 shall be
contributed by the Town. A copy will be forwarded to the Highway Department.
FEDERAL BUREAU OF PUBLIC ROADS:
A letter was received from Governor Volpe regarding a study made by the Federal Bureau
of Public Roads, which will be referred to the Police Chief for study.
STATE DEPT. OF' PUBLIC HEALTH:
A letter from the State Department of Public Health regarding the creation of a
Merrimack River Valley POllution abatement district will be referred to the Board
of Public Works.
BOARD 0FAPPEALS:
A copy of a letter sent by the Board of Appeals to E.V. DmlDuca Const.
filing of a bond was received for the Board's files.

SG~OOL CROSSING' GUARDS:
Four applications ~for SchoolI Crossing Guards were accepted by the Board. The
applicants are: Elizaoeth Dushame, 247 Osgood St., Mary Winward, 340 ~averly Road,
Winnifred V. Moutanaro, 37 Riverview St. and Theresa A. Towne, 8 Wood Ave. The
apPOintments of the guards will be made attthe next meeting on August 20th, in
order that the Board may have time to contact the Police Chief and the School Safety
Officer..
STOP SIGN R~UESTS:
The Board discussed the Police Report for stop sign requests at Dale & Appleton Streets,
Pleasant & Davis Streets and Map~e~.i~un~ and Second Street. The report will be for-
warded to the State Dept. of Public Works when the' proper plans ere received from
C~arles Cyr, ~hgineer.
SPEED ZONE REGULATIONS:
The Board discussed the speed limit recam~endattons and all agreed that the 35 MPH
limit recommended speed on Main Street from Chickering Road to Water Street was too
fast as the district is. heavily populated and contains schools. Also the 35 mile
limit on Sutton Street is too-fast~ since the tendency is to speed coming down a
hill, rather than slowing down. 25 NPH was recommanded as a safer speed limit. A
request for a re-survey will be made to the Traffic ~Divisiou of the State Dept. of
Public ~rks ·
4th OF JULY CELEBRATION COMMITTEE REPORT:
Chairman Arthur Drummond of the 4th of July Celebration Committee submitted his
report of e~penses to the Board. The amount turned back to the Treasury from
the appropriation was .$321.71 and the amount of profit turned in was $382.81.
OPEN CELLAR: Sutton Street
Selectmen Oakes stated that he spoke to Mr. Fary's attorney about an open cellar
near the sidewalk on his property on Sutton Street, which was a hazardous condition.
The attorney told Mr. Oakes that everything would be taken care of immediately to
correct the condition.
NOUSING AUTHORITY:
The Chairman read a copy of a letter that Thomas Foulds, Chairman of the Housing
Authority, sent to Mr. Drummond, Chairman of the 4th of J~ly Celebration Committee,
thanking the Committee for providing bus service for. the Elderly in order that they
may atten~ the various activities during the 4th of July celebration.
