The regular meeting of the Board of Selectmen, the fourth on the summer schedule, was held on this date at 7:30 p.m. with all members present, Chairman Finneran presiding. JURORS: For Civil Court, September sitting at Salem, Mass:, James J. Dillon, Jr., 290 Osgood Street, wss drawn and for tbs September sitting at Superion Criminal Court in Lawrence, Stephen LoveJoy, 10 Annis Street, North Andover, was drawn. HEARINGS: Merrimack-EssexElectrtc Co. and New England Tel. & Tel. Co. petitioned relocations of 15 poles on Dale Street while moving 19 and installation of a pole for a street light on the corner of Great Pond Road and 0sgood Street. Permission was granted. ~2titionsmlso were granted to same companies to replace 2 poles on Johnson Street, near ~rnpike Street and install one pole on Great Oak Street near LindenS. Street. Hearings were set up for another relocation for September 10, 1962, at 7:30 p.m. Notice of installation of a street light at Forest Street, Maple Avenue and sent 'surveys of ~g opposite 422 Boston Street and 21 7,000 lumen lights on Salem Street from the center to Appleton Street were received. The Board voted to have the street light installed at 422 Boston Street but tabled the Salem Street recommendations for further study. LAWRENCE GAS CONPANY~ Permission was granted for an excavate petition for installation of a gas service at 20 Beech Avenue, home of Charles Turner. LAWLOR: The Selectmen referred a caution sign request "Go-Slow-Children" from James A. Deyo, 64 Woodstock Street, to the Chief of Police. Also a request from Secretary of State, Kevin ~ite,for a statement of facts on Gaetano Morgano, 145 Boston ~treet, North Andover, was referr- -ed to the Chief. MASSACHUSETTS DEPT. OF PUBLIC WORES: Revised sp~ed regulations approve~ by the Board for Main and Sutton Streets are as follows: These are lega~ and court-enforceable speeds: Main Street: 30 miles per hour from Chickering Road to Merrimack Street. 20 miles " " from Merrimack to School Street. 25 miles " " from School to Sutton Street. Sutton Street 35 miles per hour from Old Clark Road to the former Sutton Nill Buildings, then 30 miles per hour to the Lawrence, Mass., line. COMPLAINT: STOP & SHO~ Mr. Rod Shank appeared before the Board at their request to discuss the problem of excessive noise made by trucks delivering merchandise at Stop & Shop at all hours. He stated that the number of deliveries had been reduced from four to two which included perishable items such as milk and bakery goods. The milk takes about 15 minutes to unload and arrives at midnight. A resident nearby stated that most of the noise was caused by the carelessness of the truck who allowed wire crates to drop off the hydraulic lift. Building Inspector, CharSes Foster curbing and fencing matter would be taken up with the builder. SG{00L CROSSING GUARDS: The following crossing guards wer~ appointed by unanimous vote: Regulars; Mrs. Winifred V. Nontanaro, 37 Rtverview Street and Mrs. Mary G. Wimward, 250 Sutton Street. Reserves; Mrs. Elizabeth Dush~e, 247 Osgood Street, and Mrs. ~eresa Towns, 8 Wood Avenue, North Andover~ "GOD AND COUNTRt"' PARADE: September 23, 1962. The Board announced the committee in charge of the' North Andover participation in the above- named parade. They are: John J.Lyons, Secretary; Rev. Joseph A. Mechan; St. Michael's Church; Rev. Donald A. Williams, pastor of First Methodist Church; james P. McCabe, American Legion; Robert W. Finn, V.F.W.; Douglas A. Chandler, principal of schools; ma~ Arthur P. Drummond. The three Selectmen indicated they would assist the committee in any way possible and would participate in the parade. RESIGNATION: Harold Morley, ~r. Attorney Morley sent a letter of resignation to the Board from the Advisory and Fire Station that recent him to town ess August 20, 1962 (continued) Mr. Morley's resignation was accepted with regret and the Board requested a letter of thanks and appreciation for all past services rendered the town of North Andover be sant to him. MEMORIAL: Sargent Street. Town Clerk, John J. Lyons, was requested by the Board to searched for town recognition of the monument that was once supposed to be on a grass circle on Sargent Street and submit an offici~ report of same to the Board at their next meeting, August 31, 1962. PLANNING BOARD: FAP~AS SPECIAL PERMIT. The ~lanning Board informed the Selectmen by letter that they take exception to the granting a special permit to sell cars at the Osgood Street Service Station granted last Monday by the Board of Appeals. It concerns the matter of an auto dealer's license for George Farkas, 1615 Osgood Street, North Andover which, according to the Planning Board, is illegal because ~t i~ in an industrial zone. The matter was referred to Town Counsel. GREAT POND ROAD: RE WHITE L~IES. Because of increased speed and resultant accidents due to the smooth resurfacing of Great Pond Road, the need for the painting of white, dividing lines was discussed by the Selectmen. Sele~ tman Broa~head requested the Chief of Police be asked for his recommendations regarding sane. Chairman Finneren suggested that such a project will probably be undertaken if the department has the money ~o finance it. Mr. Oakes requested the Highway Depta be notified of the problem BOARD OF PUBLIC WORKS: Notice was received by the Beard that ~hairman Joseph D. Sullivan had been appointed to the Merrimack River Valley Pollution Commission. The meeting was ad~rned at 8:25 p.m. Alice M. Letarte, Secretary. August 31, 1962 The regular meeting of the Board of Selectmen was held on Friday~ August .31, 1962 instead of on Monday, September 3rd, which fell on Labor Day. Selectmen Fred P. Company for September 17, 1962 at 7;30 p.m. NERRINACK-ESSEX ELECTRIC CC~PANY: Notice of-installation, of street lights at the corner of Winter and Bradford Streets. Another removed from pole 80, Beverly Street per request. STREET S%GNS: Request for street signs on Holt R cad and Brewster Streets were received by the Board and it was voted to have temporary wooden signs made by Mr. Pinaud until next y~ar~s quota of signs was voted upon. ~IEF LAWLOR: GO-BLG~ - ~ILDR~N SIGN ON WOODSTOCK AVENUE. Chief Lawlor reported to the Board that the above-named sign was installed per request. RESIGNATION: Board of Public Works Chairman, Joseph D. Sullivan/ A letter of resignation, effective that date, was rec~tvod by the Board from the above-named M~. Sullivan, a long-time public official of North Andover. It was received with regret and accepted with a vote to have a letter of high commendation sent to Nr. Sullivan thanking him for the unstinting and long, unselfish ~ervldee ~%o the problems of North Andover. Poor Health was given as the reason for resigning. An application for the position was received by the ~ectmenmfrom Joseph G. Morin, 22 Sannders Street. The Selectmen ~rlll meet at 8:00 p.m. on the following Nonday, September 10th to appoint a successor ~tth the remaining members of the Board of Public Works. ~: Nary T. Finn Notice from Essex County Retirement System received notifying the Board of the retirement age of town accountant, Mary T. Finn which w~ll be official the last day of October, 1962. She ~ be 7© y~ars young on October 27th. ST~TEDEPT. OF PUBLIC WORKS: RE DRAINAGE PERMIT ON MASSACHUSETTSAV~NUE: Notice of permission for the town to connect to State drainage piping on Mass. A~e. from Kings Highway, Hemlock St., ~pruce St. Walnut St., and Beech Street. STOP signs request is being referred to District Highly Engineer in Danvers for investigation and report.
