HomeMy WebLinkAbout1962-11-09 Board of Selectmen Minutes214 November 9, 1962 . ~ The regular meeting of the Board of Selectmen was held on Friday, November 9, 1962 at biO0 ~ p.m. because of.the November 12th holiday fa~ltng on their regular Monday night meeting date.~ All members were present, Chaiimmn Finneran presiding: REARING: A tree removal hearing, unopposed, was voted favorably by the Board. The tree will be removed at 30 Main Street, request of the R. George Caron Funeral home. CIVIL DEFENSE: Film Selectman Fred P. Oakes announced that there would be a showing of an important Civil Defense film on Tuesday, November 13, 1962 at 9:30 a.m. at the North Andover Nigh School. The super- intendent and principals of all schools together with Chief Da~ and Chief Lawlor, first and second in Civilian Defense command after Director Dewey A. Dyer were present. Mr. Dyer was unable to attend as he was out of toun. INVITATION: An invitation was received to participate in the traditional Santa Claus Parade on Sunday, November 18, 1962. The Selectmen will ride in an "Official" auto, heading the Andover Division. It w~a announced that through the efforts of Selectman Fred P. Oakes, the mail would be deliver- ed to the town building at the beginning of the Main Street Route which will alleviate late de- livery of in-coming mail as has been the Order in the past. A complaint from the U.S. Post Office regarding the poor condition of Abbott St~eet was received by the Selectmen. It stated that the road was so ~ of holes, U.S. trucks had~to .be pulled on two different occasions. APPOINTMENTS: PLANNING B~D C~ APPEALS: TWo more members were appointed to the above-named Board by the Selectmen, leaving only two m~re vacancies, and two associate members. The new members appointed are: Leonard B. Albis, 28 Holbrook Road and William J. De~mrmond, 55 May Street. Charles Black, upon recommendation of the ~ef of Police, was appointed Special Police Officer to enforce the ruling at the t~wn dump that nnly residents are allowed to dump refuse there. As a special police officer, Mr. Black will have the authority to secure identification of offenders and refer names to the police department. LAWRenCE GAS CONPANY: Petition to~ excavame on Main Street was granted the La~ence Gas Company by the Board. CONMISSION AGAINST D~SC~12~NATION:~ A letter from the above-named committee was received was received in reference' mc employment under Chapter· 727 and referred to all departments. TO~N COUNSEL: A letter or copy of a letter to Thomas F. D~ffy, Treasurer of Essex County Retirement~ Board from Town Counsel was received referring to their recent individual r~lings concerning persons employed over 70. It was a lulu.' BID: H~NLOCK STREET: Trepasso and Sons, Inc. of Winthrop was awarded the contrac~ for the Hemlock street stormdrain project being the lowest bidder for the proJect$ bid was $8,859425. The highest bid was $20,940. The project is for construction of storm drains and appurtenances on Hemlock, Grass- mere, Parker endWalnut Streets which will take wet'er from these streets and the end of the high school playing field to a state drain on Massachusetts Avenue. Articles 74a and 74b voted on town meeting in March will pay for this work. ~ PERSONNEL BOARD: Notice was received from this Board requesting that all petitions for amendments to thew age salary administration plan be submitted to the Board by November 23 and that a hearing on such petitions will be held for "interested parties" on November 28, 1962.
