December 21, 1962.
Due to the fact that the regular date for the Selectmen's Meeting fell on Christmas Eve th
meeting was held on this date, at 3:00 P.M., Chairman Finnersn presiding with all members
the Board present.
TREE HEARING:
M~. Harry Williams, 22 Commonwealth Avenue, North Andover, Mass., petitioned for the removal of
a tree at the above-named address. A hearing was set for Friday, December 28, 1962, at 4:00 p.m.
in the Selectments Office.
TO~ WARRANT:
The Board voted to open the Town Warraut, January 7, 1963, at 7:30 p.m. and close it at 9:00
p.m., on January 28, 1963.
COTU1T STREET:
An article to be inserted in the Town Warrant was received by the Board of Selectmen in reference
to the raising of appropriate funds for drainage w~rk. Selectmen Oakes stated temporary relief
the problem had been accomplished by installation of a 24" pipe in culvert on Cotuit Street.
CG~PLAINT: Court Street
Mrs. Thomas B. Hayes entered a complaint about the condition of Court Street; she stated there
were holes from one end of the street to the other and water draining on read at upper end of
Court Street caused.dangarens ice patches to be formed all winter long. Selectmen Oakes stated
that the matter had been straightened out.
PEDESTRIAN CONTROL LAW:
At Chief Lawlorts reco~endatian, the Board voted to have Town Counsel draw up a '~edestrian
Control" Law for the intereections at Massachusetts Avenue and Waverley Road and Main Street and
Chickering Road in preparation for traffic "Stop and Go" lights to be installed in the near
LAWR~CE GAS CG~PANY:
Petitions to excavate on Great Oak Street and Pleasant Street were granted by the Board.
MASSACHUSETTS League OF CITIES AND TG~NS:
Fiuancia2 data received by the League was referred to the Advisory Board and au announcement re
a Meritorious Award to a selected Nu~cipal Employee was tabled for further study.
SELECTMEN ~S NEETING:
The next meeting ~ be held on Friday, December 28, 1962, at 4:00 P.M. due to the fact
the regular meeting date falls on New Year's Eve.
The meeting adjourned at 4:00 P.M.

The first annual community "C~rol" sing was held on this date fr~f6:30 to 7:30 p.~. ' ~he event,
sponsored by the Board of Selectmen upon suggestion and direction~electmen Fred p. Oakes, featur-
ed selections from St. Michael:s Church Nones Choir, St. Psul~s Church Junior Chon.r, ~trombonists
and trumpeters from the North Andover High School band and Christmas messages from clergy repre~
senting the townts five church denominations. The event was also broadcast over a local radio
station. An organ was hired (Lawry Company from Salem, ~New Hampshire) to furnish background
December 28, 1962.
The Selectmen:s meeting was held on the above-named date at 4:00 p.m. because of the New Year~
holiday. All three members were present, Chairman Finneran presiding.
TREE HEARING:
Petition for removal of a tree of Mr. Harry Williams, 22 Commonwealth Avenue, North Andover, was
approved by the Board.
APPO~NTHENT: Personnel Board of Appeals
William C. Lafond was appointed a member cf the Personnel Board of Appeals by unanimous vote.
GFFICE OF COUNTY E~GINEER: MARBI~EAD ST. R.R. CROSSING.
Notice from office of County Engineer re above-named matter stated entry should he'made and
ed for the Marblehead Street R.R. Crossing. It was so voted by the Board of Selectmen.
SECRETARY ~F THE CCMMC~EALTH:
