Selectmen. . Fred P. Oakes, Raymond Broadhead and Chairman William A. F~nneram presiding.
JURORS
Lewis Kmiec, 1001 Turnpike Street, was chosen to serve in Superior Civil Court, Salem, Mass.
on March 4, 1963. He is a machinist.
Leslie F. Cooney, 104 Ealn Street, was chosen to serve in Superior Civil Court, Lawrence, Mass.
on March 4, 1963. He is a filling carrier at Western Electric Company.
TG~N O09NSEL: Re Board of Registras'enployment.
Town Counsel sent a letter to the Selectmen enclosing photocopy of letter from the Department
of Banking and Insurance to the Chairman of the Essex County Retirement Board advising him that
the two Registrars in question were not "subject to the Jurisdiction of the Retirement Board"
and that they could remain in the employment of the Town.
He also enclosed a carbon copy of letter sent to the above-named party requesting ~r. Dully to
instruct Town Treasurer James Maker that Fred McCormack ~nd Louis P. Sannders were eligible to
remain an the Board of Registras.
MASSACHUSETTS ELECTRIC CC~PAN¥:
Notice was received of installation of street light on Wood Lame (new).
A~so an estimation of next year's street lighting installation costs were received in the
amottnt of $34,409.00.
T0~N RE~RT PRII~TING B~DS:
The Selectmen announced they were calling for second bids on the printing of the tc~n
· Due to the lack ~ estimates on the printing of 30 additional copies each of the School
ee report and the School Building Committee report, the present bids were inadequate. The
Selectmen will open another set of bids on Friday, February 8, 1963, at 4:00 p.m.
TO~N. BUILDING JAb-ITCh:
Mr. Framci~ StOtt, upon notification of his doctor, that he was able to do part-time Janatcrial
work, was appointed Janitor for the To~n Building to replace Harold ~apcott who resigned from
the Job.
PERSC~NEL BOARD:
The Board and the Chairman of the Personnel Board met at 8:00 p.m. to discuss the duties and
authority of the Personnel Board of Appeals; on what grounds an employee may appeal to said
Board;'.:. whether their decision can overrule the Personnel Board, etc. It was decided that the
matter should have further study and the advice of Town Counsel sought.
STAN~0OD D. EUANS :
A meeting was arranged to discuss the Eva; '. drainage problem on Wednesday, February 6, 1963, at
10:00 a.m. Present will be Harold F.' Mac~illiams, District Highway Engineer, Er. Wikins,
E~gineer, James Carlin, Ass 't County Engineer, Earl Page, County Engineer, Ira Carry and
Stamp of the Highway, Mr. Evans and the Board of Selectmen. Selectman Broadhead will be
to attend-because of the tragic death of Fireman Donald H. Foss on Saturday, February 2, 1963.
who was killed en route to response of a fire alarm.
BU~DEG ESPECTOR:
Charles Foster, Building Tnspecter, appeared before the Board to explain why his department
needed more money in budget. ~e numerous increase in building amd increase in paper work
was cited as the reason among other items.
The meeting adjourned at 9:30 p.m.
