He said he would like to call for an eligible list of Reserve officers. He under- stood that Russell Donnelly is eligible by having' the highest mark, and that he is available and willing to take the work for six months. Mr. Coffin said that there is only one week left before the leave of absence starts and he felt that the appointment should be made at once. Mr. Coffin then made a motion that this board request an eligible list of reserve officers from Civil Service and make appointment a~ that time for a six months period. No second was made to this motion. Mr. Thomson informed the board that the board had written to Civil Service to get information ss ~o ~hat procedure should be foiled in appointing an officer for the six months and he said that he could see no reason why this action is not in order. He felt that there may be some other means of appointing officers for such a short period of time and give each one a chance of getting some work. He said he was willing to get such a list but he thinks the board should wait for a reply from Civil Service. He said he was not in a hurry to make this appointment until Mr. Greehan sends a reply to the letter. Mr.' Coffin said there is only one v.~eek left in which to make the appointment and he feels that it should be done now. Mr. Finneran said he felt that the bbard should wait for a reply from Civil before maZing this appointment. No further action was taken. I!<TERMITTENT POLICE VOUCHER: Mr. Coffin informed the board that he w&uld not approve the voucher for John Donovan and made a notation on the warrant~ to this effect. BIDS FOR TP.~CTOR AND GRADER: The bids for the above items were opened at eight o'clock P.M. and the .following bids were received: William Smith, 53 Chestnut St. $52.25 on tractor; Francis ~che, 1070 Salem Street, $26.15 on tractor; Fr'm~k L. ~Spence, r, Stevens Street, 0.40 for tractor and grader;. Muzichuk,s Garage, North Main St. Middleton, $137.50 for trac~or and $27.50 on grader. The Board awarded the ~ractor and gr£dar fo Muzichuk~c Garage on their high bide of ~135.50 and $27.50 · The wording of the item in the tribune was incorrect and stated that the bids should be mailed to the Selectmen's Office not later than eight o'clock P.M. on June 2, 1~52. As a result of this wording, a bid which came in on Tuesday morning in the amount' of $150.00 for the tractor was received from E. Dewey Dyer, 7 Prospec~ St. Tn~ postmark was 1;30 P.M. on June 2, and in accordance with the wording of the item, Mr. Dyer was eligible to have his bid considered. .The board was con- tacted and they rescinded their action of Monday evening, . and will reconsider the bids' at a later date. TOWN HISTORIAN: Mrs. Herbert McQuesten requested that the Selectmen send a letter'~o Mr. Lawrence E. Wicklander, Librarian, Forbes Library, Northampton, for permission to ~orrow the History Record Survey Material pertaining to the towns of Andover and North Andover. ~he Board voted to s end a letter requesting ~he loan of. these records. They will be kept in the Select.men,s Office and will be used onlyby ~rs. McQuesten or under her supervision. GREAT POND ROAD: An easement was received from Stanley Stefanowicz and Mary Stefanowicz, granting ~o the Town of North Andover for a good end sufficient consideration, a right to the adjoining land on the location of said Great Pond Road as laid out by said Commissioners, protected by having the sur£ace of the above described premises slope from the boundary of said location, dated May 27, 1~.952. Filed in Selectmen': file under Chapter 9~, Great Pond Road. DUMP SITUATION: Mr. Coffin brought up the matter of the Lawrence Dump on Marsten Street and in- formed the board that over the past week, the smok~e has been emanating from the dump. For many years people have been annoyed and distressed by this nuisance. Mr. Coffin said we have not been entirely guiltless ourselves but we are. trying to solve this problem, while the Lawrence problem appears ~o be unsolved. Many of the residents in the Sutton Street area have been most patient, awaiting the results of the incinerator. Mr. Coffin said that a letter should be sent to Mayor Buckley as we have ~o look to him for leadership in abating this nuisance and Mr. Coffin suggested that a copy of the letter be given to the press. He said he would like to make a motibn that this letter be sen~ ~o the m~yor. Peter Ritchie asked if he might talk at this time and he said he had been talking with Alderman Carney last week and he said that the dump must be left until it has burned itself out. Mr. Ritchie said that tonights laaper said that the incin- erator had been approved.
