all members present. ¥~eekly bills and payrolls were approved.
L.O~CE GAS& ~ECTRIC CO~PANY:
The Board voted unanimously to grant permission to t his company to excavate to install
gas service on Beaconhill ~ulevard, (13 feet on street.
To excavate ~o install gas service for Antonio DeLuca, ~4 Russell Street.
To excavate to install gas main at 38 Russell Street (130 feet in street).
Mm. Carty was notified of these excavations.
I~ITATION:
The board received an invitation to a%tenu the banquet in honor of ~onslgnor
Shea a% Merrimack College on September l~, 1952 at 7:00 P.M. The board voted
to attend the banquet and acknowledge letter from Father~slsh.
REVOLVER PERMIT APPLICATIONS:
Applications for permits ~o carry revolvers were received from John E. Leafy,
40 Harold St. North Andover and fromEdward F. Leland, 3rd. Great Pond Road, North
~dover. ~e board voted unanimously to g~ant the two. licenses.
STATE HOUSING BOARD:
Notification received with reference to the death of lit. Hammond and the recommenda-
tion of the board ~o have Edwin C. Murphy aPPointed to replace ~r. Hammond. ~he
State Housing ~ard will consider this recommendation and notify the board at a
later of the decision.
RF~IGNATION:
A letter was received from Lyman H. Kilton, Jr.. tendering his resignation as
member of the Planning Board and the Veterans Housing Authority, to become effective
immediately. ;~r. L. Kilton stated in his letter tha~ due to the serious charges
brought against him and the ur~favorable publicity, he felt it his duty ~o resign.
The letter further, stated that ~e was innocent of these charges .and hopes that he
will aga~ be a~le to serve the people of North fmdo~er after he has proven his
innocence. The ~ard voted unanimously to accept this resignation to become
effective immediately.
NORTH A~DOVER HOUSING AUTHORITY:
The board has been informed by letter ~hat the Housing Authority has ~ent a check
~in the amount of $519~90 as a paymen~ mo the town of ~orth Andover in lieu of taxes
for the-~ar1951. Tais m~es the to~al paid, siace October 1950, to.~94.24.
CO~5~uINT:
Philip %¥atson, 33 PerleyRoad complained about the street ligh:s in his vicinity
and stated'that over a period'of time, they have gone out eleven times and that
they had no service in the house. He'asked that the board con~ac~ the Lawrence
Gas andElecti~ic Companyand see if something could be done abou~ it. 'Mm. ~atson
had been advised tb~t perhaps the transformarwas ~oo small for the amoun~ of service
required in that section, cue~o new houses, oil burners, etc.
~e Board voted tc refer ~his to the Lawrence Gas & ~lectric Company and ask them
to check on it and see if the condition can be corrected.
TREE P~OVAL REQUESTS:
Norman Fleming requested t~e removal of a %ree in front'of his proper~y on Sutton
street which is almost directly in the driveway. Mm. Connors fe~ls that this tree
should be removed.
Davis &Furber Company requested the removal of.a tree on Second Street ar~i Mr.
Connors feels t?mt thls~ee should come down. It is in frontof the ~ooney. residence.
A hearing w~_ll ~ held on these requests on September 8,-1952 at 7:30 P.M.

'DEPAR~.~tT OF PU~IC WOPKS:

ortgins~l having been forwarded ~o the Contractor. The amoun~ listed was $9,003.00
for work ~rformed under contract to August 6, 1952, the amount %o be paid ~o the
con,raceD= is $1779.0~ under contract # 13394.

DEPART~ENT OF PUBLIC ~ORKS:
Received memorandum of agreemen~ (in duplicate) for the maintenance of certain
roads in North Andover under the provisions of Section 34, Chapter 90 of the
General Laws, Ter. Ed., for consideration. The agreement was acceptable and both
copies were signed by the board and returned to the Department of Public Works,
~o be approved by the commissioners and one copy will be returned ~o this office.
PRECINC.T OFFICERS:
The Bosrd of Selectmen vo~ed unanimously to appoint William ~Tard, 11 taunders St.
as Ballot Clerk in Precinct, to fill the vacancy caused by the remmval from town
of Edward Costello. ~he Board voted unanimously ~o appoint all other precinct
officers in Precinct 1, 2, 3 and 4. In Precinct 3, the~e is still a vacancy of
~'~srden which will be filled a~ a later date.
List of all officers is on file in Selectmen,s file under Precinct Officers.
SPECIAL POLICE OFFZCER:
The Board "voted unanimously co appoint Carl Pearson, 660 Great Pond Read as
a special officer.

2REE P, EM~DVAL HEARING:
A hearing~s held at 7:30 P.M. on the petition ef~ Davis &~Furbor ¢o~any~for the
removal of a tree on Second Street. Tree ~ardan John J. Conners was ~present and·
s~ated that there were two trees very close together and this one should be re-
moved, On motion of Mr. Finmeran, seconded by Mr. Coffin, the board .ve~ed unan-
imously to requestthe tree warden ~o remove this ~ree.
A petit~0n.filed by Norman Fleming 'for the removal efa tree on Sutton Street,
front"of his property, was withdrawn when it was ~decided to arch his driveway.
IA'~P~NCE ~AS & E~EC~RIC COMPANY:
2he Board voted unanimously to grant permission to excavate to install gas service
for Intonio Abate, Beacon Hill EZvd. (36 feet in street). Mr. Carry will
of 'this action.
A letter was received ~elative to the complaint of PhiItp Watson, 33 Parley Road
with respect to the service in 'that locality and the possibility that the trans-
former may be too small, and Mr. Frost informed the' board that they would do all
they could =o correct this condition. The letter also stated that they are very
glad to get this information and also any.information on s~reet lights that are
· out in various sections of the town~
P~LICE DEPARTM~T-CIVIE' SERVICE:
Chief McKee asked the~Board of Selectmen to request approval for an additional
si~ months appointment for the twnporary patrolmen whose appointments 'expire
on September 22, 1952. The following names willie .submitted to Director ~of
Civi~ Sexvice, Thema~ J. Greehan for his approval: Johm Donovan, Ve~eran,~M~ron
B.Lewis~ Jr.~ Vetera~ and Ralph J. Bolderso~, ~Augustine ~.~alsh, Alexander Nes~ and
Frank Howard, non veterans. Tree board vo~ed unanimously on me,ion of Mr. Coffin
s~conded by Mr. Finneran to request ~this permission~
RESIGNATIC~-POLICE DEPARTMENT:
The board received a letter of resignation from David R.Roche, 90 Second Street,
as' amember of the Police Department to be come effective on September 10,19~2.
Mr. Roche has been on leave of absance for three months. The Board vo~ed toaccept
the resignation and'to send aletter of' thanks to Mr. Roche for the service.he
gave~ to the department during his 'tmrm as an officer.
P~VOLVER PERMIT RE~E~AIS:
The Board approved the renewals for revolver ~ermits for themanths of September
and October.
DOG OFFICER:
The warran~ of the dog officer for the past year was presented to the board
on this day, signed by the dog officer, John Dolan and notarized by Town Clerk
John J. Zyens.
