FOREST FIRE WARDEN:
~he Board voted unanimously, on motion of Andrew Coffin, to nominate James
Hargreaves as forest fire warden for the coming year. The card will be submitted
to the Department of Conversation, Division of Forestry. ~-
ESSEX COUN'iT TUBERCULOSIS HOSPITAL:
~he amount assessed upon the To~n. of North Andover as its portion of the cost
of the care, maintenance and. repair of the. Essex County Tuberculosis Hospital
for the year1952 is $12,556.86. 65 per cent on basis of valuation $7,547.01
and 35 per cent on basis of patient.days used by this town in proportion to
total patient days of aL1 patients, $5,009.85.
TOWN TREASURER,s I~EPORT:
James J. M~er submitted his report for the fiscal year ending December 31,1952.
The Board voted to accept the report and file it. The report shows that
the balance on hand is $333,041.17.
DUMP SITE:
A bid on land owned by ~.lbert A. Steinberg, 1159 Osgood St. for use by the
~own as a dumping a~ea~.~as received by the board. Mr. Steinberg states that
.he will sell 15 acres for $3,000 and 'forty to fifty acres for $5,000~' If the
town prefers to rent the land, he would.ask $565. yearly for a five. or'ten year
period with an option to buy. The matter would have to be discussed and agreed
on by all parties concerned. The board voted to file this bid.
INSURANCE,
~he Police Relief. Association requestedinfor~ation on 'various itams~relative to
sick leave, sick and accident benefits, etc. During the conversation,~~. Mr. Coffin
mentioned .that he understood that the Insurance~ CompanyLhad help Up the ~claim of
Mrs. Bisson, whose husband, Joseph L. Bisson, died of a heart .condition, ~'brought on
while working at a fire. Mr. Coffin. believes that~the Selectmen should do all they
~ can to find out what is being done or take some legal mteps to find out. He said
he vms'~.not conversant v~ith the law but he felt it was ithe 'duty of the .:board to help
out in. this case as much as possible~ '
Mr.' Hargreaves :]1 be invztedto meet with the, board on next Monday to discuss this
-matter 'as far as he can. ~ . .
Mr. Thomson agreed that some action should be' taken by ~the board. Mr~ Coffin then
made 'a motion, seconded by Mr. Finneran that the Board of Selectmen inquire of
the Metropolitan Casualty Insurance Company of .New York, concerning the status of
the claim for death of Joseph ~,ouis Bisson..and the vote was unanimous. A letter
will be sent to the insurance company.

.~11 members present. Weekly bills and payrolls were approved.
DRAYS:
Mr. Finnsran dre~ the name of Winifred J. Sullivan, 26 Clarendon Street, Saleslady,
to serve.at Superior Court,-Salem, on March 2, 1953.
~ INSURANCE:
James Hargreaves came in before the board to talk~about the insura~ce~ policy under'
which Joseph L. Bisson was insured. He said, he~ had talked with Roger Dehullu and he
~had informed him that the Boston office .would not.handle the case and that it had
been sent to the office in New Jersey. Mr.. Hargreavea said that the doctor (Dr. McGinty)
had definitely stated tha~ in his .opinion Mr. Bisson's death was caused from over
exhaus.t~an brought on by his fighting a fire.
Mr. Hargreaves talked about the Legislation for firemen dying from ~he~rt conditions
while on duty and it is considered accidental death, but this is not so with insurance
companies. .
The board talked about getting a copy of the.report of the autopsy and also a state-
ment from Dr. McGinty but decided .to wait until they get a reply from the insurance
company.

A petition was received requesting, transfer of locations of existing poles,each
~aving certains locations in certain streets of the town, and who represent that
certain poles for whic Joint locations have heretofore been granted to the above
·comp. anies a~.ong and. across the $ollo~rlng public .ways: 16 locations were given in
varmous parts of the townand are shown on the plan filed in the Lawrence Gas &
Electric Company folder. No hearing was required and on ~otion of ~r. Finneran
seconded by Mr. Coffin, the vcts was unanimous in granting' the petition.
DIVISION OF CIVIL SERVICE-POnCE DEPARTMENT:
Communication received Stating that since the board voted to grant a_two months
~eave cf absence to Officer John J. Willis, effective January 21, ?P~3, a termination
notice will be required to be mailed to the Division of Civil Serve. This notice
was mailed on 1/29/1953, signed by Chairman Arthur A. Thomson.
