INSURANCE: ~ to the letter sent to Mr. Whipple relative ~o insurance coverage for the new high school, Mr. Coffin mentioned that Mr. Whipple had contacted him by phone; ~He suggested that Mr. Whipple confer with Mr. O'Brien about this matter. : No reply has been received as yet relative to our letter to the Metropolitan Casualty Ins. Co. regarding Joseph Bisson. MASSACHUSETTS S~.ECTMEN'S ASSOCIATION: ul' et n receive _ i-om e a eve association regarding hearings on certain bills on February lOth and llth and February 17th. On the 10th, H-508 entitled "An act further regulating the making of repairs on private ways by cities and towns" will be heard; also, H-940 which seeks to have Chapter 90 changed over to a straight distribution of money; H-955 to provide that the cosm of sanding may be considered par~ of snow removal and H-954, the so-called Dean Bill. On the llth, there will be three bills including H-919 to repeal the law permitting the counting of ballots in ~owns before the polls are closed and on the 17th, bills on the examination of Welfare Records will be heard (H-465, H-1234 and H-20~5). RESERVE POLICE: Communication received from Robert L. Sanborn informing the board that he requested 'a.leave of absence due to the fact that he was recalled to ~c~ive duty with the armed forces. He has now received his discharge and-from this date on, will be available for police duty a~ any tine. Civil Service will be notified. Weekly bills and payrolls were approved. AMERICAN LEGION AUXILIARY: . . ~he Board received an invitation to'attend an open meeting a~ the Legion Home on February23, 1953 at 8:00 P.M. on Americanism. The board 'voted to accep~ the~invi~ation with thanks and will make an effort toattend. METHOPOLITAN CASUALTY~S.CO: A second letter was sent ~o this company to inquire as ~o the status of the claim ~resented for the late jeseph L. Bisson. Policy # is 3549. DEPT. OF CONSERVATION:DIVISION OF ~EINEFISHERIES: The Selectmen received an itemized sbatement of the cost of the operation of the Newburyport Purification Plant for 1952 as the m,ounts are as follows: Cost of operation for 1952 $47,432.48 Receipts for 19~2 26,247.75 Net cos~ for 1952 21,184.73 The proportion established by the Apportionment Commissioners and accepted by the Supreme Judicial Court, and as required by the Statuv~, the proportion of such expense for North Andover is 1.1 per cen~ 'and the amoun~ is $233.03. Tni~ bill should be paid from the Contingen~ Fund but because it is a large amount and no provision had been made for it, the board voted ~o inform the Advisory Board of this bill and ask them to consider it and perhaps increase the Contingent Fund appropriation .a~ the Town Meet- ing. DEPARtmENT OF PUBLICWORKS: ~e~ Board-received a letter informing them that the sewage going into the State Highwaydrain on Turnpike Street has been properly cared for. The open trap a~ ~hompson's Restaurant has been taken care of. The letter further s~a~es that there exists amisunderstanding as to the sewage complained of. This matter was called to the atten~ibn:~o£ the board on January 15, 1952 with reference to the contaminated sink and cesspool overflow, from houses located on Tolland Road, Highland Terrace and other ~own sUreets near Wilson's Corner, which flows through town systems which have been connected wtth State HighM~ay surface drainage system on Turnpike Streeb, without permission ~om the State Department and which is contrary to their practice. ~his condition has created a serious health hazard, and has not been cleared up according to the District Engineer as of February 2, 1953.
