all members present. Weekly bills and payrolls were approved.
STREET LIGHT REQUEST:
Joseph FLletti, Chickering Road, requested the installation of t~o. street lights
along his property. He said it is very dark there and with the recent lights
installed, he and other neighbors feel 'that these two 'lights as a continuation from
Dr. Belger.s property would be a great help.
Mr., Willis said he would check this location and make a report to the board next
week..._ .
Mr., George A. Curren, 47 MarbleheAd Street, requests the removal of one tree in '
front of his property which interferes with the sewers o~ his property. ;~he
beard'voted to refer this to the tree Warden for investigation and hearing.

The Beard received an a~lieaticn for part-time clerk in the office cf the town
accountant from Peris C. ~he. Niss ~ehn has had ccnsiderable clerical experience
and wo~ld appreciate being considered fcr this work.
Mr. ~homsen stated that he had no inclination as to what .was suggested and he
had no thcught of appointing ~nyene te that pcaitinn. He felt that the matter
should be left entirely to Miss Finn.
Mr. W~llie said he thought that Niss Finn had contacted the meIect~en fcr their
a~probaticn.
Mr. ~rk said he felt that the beard should reassure Niss Finn of cur confidence
in her and follow the policy of the b~ard the sane as in the past. Nr. Willie
instructed Mrs. Dearden tc contact ~ime Finn and infcrm her of the recline cf the

BOARD OF PUBLIC W0~S-REPORT:
The board received a repor~ from W~lliam B. Duffy, Supt. of P~blic Works
relative mo the complaint filed by George Hayes of 29 First Street. Mr. Duffy's
report explained the time the hydrant was broken off and when the ~a~er was
shut off. ~he report explained about the water in the excavation and in the
cellar and ~. Duffyfelt that whatever water did ge~ into the Hayes cellar would
appear to be ground wa~er the same as hundreds of other cellars in North Andover.
The board accepted the repor~ and voted to place it on file with the other reports
and the damage complaint.
OUTDOOR ADVERTISING AUTHORITY:
An applicatiou for the srection of a sign,I6, long by 5, high on Route #114
Cozner of Boston Street and Route #114 to be constructed of tempered masonite
and wood. Sign is designed mo direct the public %o Long Pasture Chinchilla
~armwhich is about one quarter mile from Route ~114. Application is listed
under number 37272 and.is dated ~-wchlg, 19%3.
The. Board voted ~o refer this application to the building inspector for his
investigation.
LAND COURT: '
No,ice of the petition of Alfio Coppcla et ux for the registration of land in
North Andover on Adams Avenue was received by the board. A copy of the Ca~e
No. 24077 ~eg; as advertised was also received. According to the Selectmen's
records Adams Avenue is a private way andno action will he'taken by the'board.
Copy will be given to James J. Maker, Treasurer for his file. ~
DU~LANDFI~LMETHOD:
A copy of material dealing with the land fill method dump was received from
Dewey A. Dyer for use by the Selectmen when they plan a dump site in North Andover.
Mr. Dyer came before theboard a week ago and discussed this method briefly'amd
informed them that they would be given a copy for their records. This will
be used later on by the committee appointed no. pick a dump site.
DEPA~NT OF LABOR AND INDUStrIES:
Mom' received showing a steady decline in Massachusetts P~tail Price Index,
also on clothing, shelter, duel amd light and sundries. O~mpamative~index
figures were shown, over a period of years.
PETITION TO COUNTY CO~NIS$IONERS- ESSEX S~EET:
Mr. WLllis presented a copy of petition to the County Commissioners requesting
that Essex Street be discontinued. A plan was attached sho~ing the North Parish
Church and vicinity, dated January 8, 1953 and drawn by Ralph B. Bra~sseur, C.E.
~hepe%itioners' specifically represent that so much of the area shown on. said plan
as lies to'the north of the line sho~n thereon and marked'~Suggested new street
notwithstanding the fact that certain pzrtions of said area were included, many
years ago, as part of the public highway, all as appears in the records ortho
County Commissioners, July 1§31, Page 29. The petitioners pray that after due
notice and hearing of the County C~mmissioners may widen, lay out, alter or
relocate said Great Pond Road, and counecting street, all as shown and suggested
on said plan, and~ that the area specifically described in the foregoing paragraph,
including the area designated on said plan as ',Essex Street" may be discontinued as
a public highway by. order of said County Commissioners, all as in their Judgmen~ may
be convenient amd.necessary.
Mr. ~homson said that this is a County Road and the selectmen has no Jurisdiction
as to closing it.
Mr..Willis stated that the County Commissioners want to have the petition signed
by the board as citizens, not as selectmen. He said there was only one case where
Selectmen signed as a board but the Court upheld this.
Mr. Thomson said he was not opposed' to signing this petition but he did notbelieve
that Grea~ Pond Road could be widened between the~church and the Grange.
He said he has no objection ~o closing Essex $~ree~ but he thought that Mr Carry
should know ~bout this and examine the plan. Mr. Willis agreed with this also.
The petition will be signed and Mr. Salisbury will pick it up at ~. Thomson's office.
DOG COMPLAINT:
Mr. Willis said he had a complaint from Mrs. John Griffin, Checkering. ~oad about
dogs running all over her property. She has a female dog and she said that at times
she has counted more than fifty dogs in the vioinity. She is mostly concerned about
unlicensed dogs. She felt that something should be done about this.
Mr. Thomson suggested that she call the dog officer, Mr. Dclan and catch the fifty
dogs. Mr. Willis will take this up. ~ith the dog officer.

RECREATIONA~ COUNCIL. Mr. Kirk made a motion that William McEvoy be appointed as
a member of this council. Mr. Thomas seconded this motion and the vote was declared

Mr. Willis'questioned whether the board should reject,all bids 'or,,wait. for others

Mr. Thomson said he'could see no reason to,reject the bids and,since the deadline
was eight ,o'clock, there, would be no further bids. He ,made a motion that the

,.TREE :REMOVAL HEARING: "
A hearing was held .at 7:25 p.M. on the petition of ~:ouis McAloon for the removal
of t~vo large ~rees on Sutton at the property now owned by Swift and Company.
The ~rees had been properly posted and there was no opposition. On motion of
Mr., Thomson, seconded by Mr. Kirk, the boar~ voted ~o instruct the tree warden to
remove the two trees. Yote was declared ~o be unanimous by Mr. Willis.

INDUSTRL~L DEVELOPMENT MEETINGs 8515 P.M.
The Board met in the Court Room with various groups of citizens to discuss
industrial development in North~Andover.
Mr. Willis received a letter from A. T. Schmidt, Executive manager of the Greater
~aw~ence Chamber of Commerce, informing him that he would he unable to attend this
meeting as he was selected to go to Washington to meet with President Eisenhower
but he said be'would appreciate receiving invitations to attend any o. ther meetings
to be held to discuss this subject.
Mr. Willis opened the meeting and extended thanks .to all those ~resen~ for.finding
the time to discuss this problem. Mr. Willis said that Mr.~ Thomson actually
started,th~.s meeting and Mr. Willis noticed that he noticed that some of the
individuals who were invited were not present~ and they knew more .about' industrial
development. He explained that~ Mr. Schmidt was unable to attend. He feels that
there should be a chairman who'.would be:.the lias0n: 'o~fi6er'to'~dellect material.
Mr. Willis stated 'that thi~ gr~at magnitude offers!much'discussion. There is
a great deal of interest and'he has ,had many calls from people engaged in all
walks of life. :He would like to get a good solution which would be profitable
· o the town. .
Henry Lund said that this originally started with the Board 'of Trade and he
was chairman of that committee and they had in mind, areas not housed at the
moment and ,with no particular significance. 'His committee thought the Rogers
property would' be a good location and Mr. Beck offered hie property on Turnpike
Street. They felt highways should be considered since shipping is done mostly by
trucks. He felt that the first consideration should be an sducative process
to remove ,fsIse ideas about industria~ Buildings., He. said that factories, ,ar~
now single s tories and are attractive as residential areas. He ,felt, that, ther~
a .large .amou.~t of ground work.to do. ~ ~,-,.~ .~ ~ .- ·
Mr.,~Whipple'then informed those,present .that'.the..Planaing Board,had given much
thanght to this ma~er but in no ~ffiiikl manner. '.There are masy,things-ts de~ermine,
as to whether' the owner would want.to sell, 'the income to .the town, etc. ,He thought
the~services of. an engineer~should be 'ob.tainedI and have' him .pick. Out ,the-areas,
:~ plan them~out 'and bring 'the matter before .ia town 'meeting, ,He' said.there ~is~ a ~consider~
able amount of work involved. Tf .areas couldbe ,found'which would not interfere with
residential, areas, that would ,be a help. 'He ~iaid the general problem ,of .further
· industrial .outlets in',the town ,was their~possible c0nf~icts with the ,restricted

rates but is not being used for -that purpose, Mr. Bhelan stated that this is. a luxury
which should~ be examined closely ....
Dewey~Dyer spoke briefly ,and 'said ,he felt there was no:point in making changes
unless ,they ~ere for the ~etter and this project should be built onsolid ,foundation.
He believes that.there are many men ,with talent in..the town wh~could, effectively
ma~e a survey of this problem. He mentioned a study of what the potential, maximum
growth of the town could be and what would be an ideal balance in North:Andover.
Re talked of a distinct and d~finite industrial zone with. a minimum of red tape.
· He said .the .average home owner ~s ~ntitled to protection and he hoped that the
residential ~eas w~,],] remsin as such.
A~thu~.A. Thomson said he thought the problem was one of location and that the
~reater Lawrence Industrial Committee had delved into the problem ~o some great
· extent. ~ndustry has made inquiry as to locations in the ~o~n. He didn't think
we should operate in opposition to this committee. He urged that the nucleus
of the industrial expansion committee be the present Planning Board and that they
be known as the Industrial Planning Board whose membership would be expanded
to include representatives and interested citizens.
