HomeMy WebLinkAbout1953-04-17 Board of Selectmen MinutesAPRIL 17, 1953: The regular weekly meeting of the Board o~ Selectmen was held at 1:30 P.M. %o-day because of the holiday on April 20. Ail members were present. HEARING-LAWRENCE GAS & ELECTRIC COMPANY: A hearing was held on the petition of this company for permission to loca~e poles, wires and fixtures on the ~esterly side of Silsbee Road, at a point &pproximate%y 245 feet northerly from Lyman Road, 1 pole. A~uttors were notified and there was no opposition. The board voted unanimously %o grant this petition. INDUSTRIAL PLANNING BOARD: The board had previously appointed Arthur A. Thomson as an associate member of the Industrial Planning Board and since he was no% present at that time, the matter was brought up to-day and Mr. Thomson agreed %o accept the appointment. POPPY- DAYS: Edward Garvey requested permission to hold Poppy Days o~ May 22 and 23, L953 and this is a request of. the V. F. W; Mr. Thomson made a motion that the request be granted, seco~ded by Mr. Kirk and vote delcared unanimous by Mr. Willis. . LAWR~ICE CENTENNIAL; ~he board discussed the request of William McAloon, who last week, asked if .the town would contribute some money to pay for a band or a float in the parade in June for Lawrence Centennial celebration. Mr. ThomSon said he did not feel that the board had any legal right to expend money for this request .but he suggested that the chairman might write to Commissioner Henry F.Long and see if this could be done from some appropriation. Mr. Willis will dictate a letter. POLICE DEPAR~.~ENT: Mr. ~Lllis informed Mr. Thomson that at the las% meeting they discussed the mat%er of sending a letter to the police.department informing ~hem that all bills incurred for the repair of the cruiser would be signed by the officer or~ringh.the work to be done and the the chief instruct the garages that they must itemize the bills and put on the identification of the car. Mr. Kirk said he was thinking that if the chief's car is no longer available and if there is only the cruiser to be considered, there v~ould bono need. of ideptifying the car. The officer would have %o si~ the bill and he made a motion that we instruct the chief that in the future any repairs or purchases for cruiser would have to be signed for by the officer receiving same. There was further discussion about this matter and Mr. Thomson said, You are instructing dealers not to deal with %he police department unless an officer signs the slips. He also srm~ed that he felt that this should apply to all deparl~nen~s~ not only to the police department. Mr. Kirk then made a new motion, rescinding the first one. Motion was that all Department 'Heads be Lustructed that any person receiVin~ merchandis~ in behalf of' the town must sign for it. Mr. Thomson seconded this motion and vote was~clared to be unanimous; by Mr. Willis. A]_I department heads will be se JUROR DRAWN ? A Juror was drawn byMamber Arthur P. Kirk, to serve as a traverse Juror on May ~, 1953 at Salem Superior 'Court. Mr. Kirk drew the name of Anthony Perrone 185 ~assachusetts Avenue, Clerk. LETTER OF The Board received a letmer thanking them for appointing John M. Barrell as'a Fence Viewer of the Town of North Andover. HIGHWAY DEPARTMENT: Notification received that Charles McCubbin was the operator of a town truck involved in an accident with Mr. John Cunningham, 7 Goldsmith.St., Methuen at 9:00 A.M. on April 14, 1953. Due to the condition of the roads at this time, the two'vehicles skidded into each other, causing slight damage to the left fron~ fender and head light of Mr. Canninghams,s Kaiser Sedan but no damage to the truck. Mr. Ounningbam is insured with the Travelers I~surance Co. and Mr. Thomas Redmond of Methuen is the agent. Noaction was taken on this report. ACCIDENT REPORT: A report of an accident was received from William B. Duffy,'Dept. of Public Works,on _April 14, 1953. Robert. S. Dill was removing waste piece of wood' from saw table when his ring finger touched saw blade causing a laceration. Report. will be filed. 808 ~I~ 17, 1953-continued NEW ENGL~ID TEL. & TEL. CO: PETITION: ' A .petition for permission to lay and maintain underground conduits and manholes, with the wires and cables to be placed therein, under the surface of the following ways, was received by the board: Main Street, approximately 33' ofundergrsund conduit northwesterly from pole #54/3%0 present conduit. A bearing was set for May 4, 1953 at 7:30 P.M. LAWRENCE GAS & ELECTRIC CO: PETITION: A petition for permission %o locate poles, wires and fixtures on the easterly side of Chickering Road at the northwest corner of Bay S.tate Road, 1 pole. A hearing was set for May 4, 1953 at 7:30 P.M. Abutters will be notified, also the Lawrence G & E Co. CENTER SCHOOL: Mrs. Hazel H~rt, 28 Rosedale Ave. requested a blackboard from the old Center School. She is a teacher of Sunday School a% the North Parish Church and the blackboard would be .very helpful in her work. Mr. Thomson made a motion that the request be granted, seconded by Mr. Kirk and the vote was declared to be unanimous by Mr. Willis. SCHOOL OO~ETTEE: ~he board acted upon the reques~ of the School Committee to call a meeting of the Board of Public %~orks, the School Committee and the Board of Selectmen for May 4, 1953 at 8 o,clock P.M. to discuss the~Qare and maintenance of the school grounds in North Andover. LU~MBERMENS MUTUAL CASUALTY COMPANY: A copy of the financial statement of this company was received by the board. No action taken. FIRE ENGIneerS: Mr. Willis brought up.the matter of appointing the fire engineers for'the' ensuing year. Mr. Kirk nominated Calvin Snell as one engineer, which was seconded by Mr. Willis and voted unanimously. Mr. Willis nominated Edwin Koenig as Engineer and Mr. TAomeon nominated Arthur Broderick as an engineer. ,/ Mr. Kirk .seconded the nomination for Edwin Koenig and the vote was a-majority vote, Mr. Thomson not voting. , / The two engineers for the ensuing year are Edwin Koenig and Calvin Snell. FIRE ~LARM SYSTEg~: - ' CHIEF James Hargreave~ came before the board to inform the~ ~t the fire alarm system is in poor shape and it will cost approximately $500 t6 re~ir ~t.. It ~will take two men at least three weeks(weekends) .to comolete .the wor~ Ther~e are 25 miles of wire to be checked. 'He said they have no' experienced/~6n' ava~itable and they hire men from'the Lawrence Gas & Electric Co. :,~ ' ' ' - Mr..Thomson suggested that we consult trith the Advisory Board and ge~ permission to use the money from the appropri, a~ion and at the end of the year, get a transfer - from the p~s,erve Fund. Mr. Hargreaves d~d not think this would w6rk out well as they ~d .t~iS happen' before ~, and the Advisory Board would not give them the money a~ the end of the year. ~he board then voted ~o ask a member of the Advisory Board to meet with the Selectmen ~nd Mr. Hargreaves on April 27, 1953 at 7:45 P.M. Mr. Saltonstall will be invited. BOARD OF FIRE ENGINEERS: Mr. Willis inquired of Chief Hargreaves why the board doesn't hold regular meetings and approve their bills at that time. Mr. Hargreaves stated the board doesn't hold meet~gs' because one member is working nights and can't meet at that time and the other works days. The only day left is 'Saturday and ~,~. Hargreaves feels that he is entitled ~o t. hat-.day off even though he is on call 24 hours per day. ~~ ,, Mr. Willis asked if he didn't think it would be better to have new engineers who could meet with the chief at a regular time. Nr. Hargreaves didn't feel that he should make any statemenm as %o this ma%~er, {hat itw~s up to th~ board. \ Mr. Willis said it is ~oo bad to re~ the fire department in this way and he felt that the engineers are supposed to administer to the men in the department. He said he telked with one engineer and he said he doesn't understand 'the bills so he won% sign them. -~ ~. Thomson inquired if this engineer made 'any suggestion as to what the bills were.? He said if a man doesn't understand he should make inquiries of the other en~inears. He said there are three experienced men in the fire department and they have decided they can mee~ and approv~ the bills separately and meet as a full board when it becomes necessary. Mr. Willis said he still thinks that it is necessary for the en. gineers to.miner and they should decide on the time. ~ere should be some system. Mr. Hargreaves felt that his depar~men~ was being operated more efficiently than any other depar~men~ in the ~oan and he didn,tsee any need for any change to be made.
