HEARING-LAWRENCE ELECTRIC COMPANY:
A hearing was held on the petition of this company for permission %o,~locate
poles, wires and fixtures on the easterly and westerly sides of Winter Street
from a point approximately 1655 feet southerly from Dele Street, southerly, 10
poles. Abutters were notified and there was no opposition.
The Board voted unanimously to grant this petition.
REQU/~TS FOR SAFETY SIGNS: .~
Mrs. J. Edmond E~liott requested two signs ~o be placed a~ the Community Center
Playground, one on $itlk Street and one on johnson Street so that motorists will
know that there is a playground there. She said the children are apt to ~run out
in the street and there is nothing to show that there is a playgro~md. The Board
voted to refer this ~o the Police Chief for investigation and report.
KIMBALL DISTRICT ASSOCIATES- STOP OR SLOW SIGNS:
The board received a request for "Slow or Stop" signs on Salem Street at the
intersections of Forest, Foster and Summer Streets and Marbleridge. Road. The
letter states that there is a serious traffic problem at these locations and
the recommendations and cooperation of this board will be 4pppreciated. The
Board voted unanimously to refer this to the Police ~,hief for investigation
and report.
CF2{~ER SCHOOL:
The.board received a' letter from 'Mrs. J. Edmond Ellio~ relative to .the Center
School being Zorn down during the summer months. She felt that this should no~
be done during the summer months since there will ~e large numbers of children
and adults at the playground over the coming holiday, there is a ball' game every
night, the grounds look-very beautiful right now and most important, the noise
dirt and dangerous~ attraction for the children will make it almost impossible
have any playground program.
The Board appreciated this' letter and will take action when the bids-'are opened
on, Ju~.e 29 ·
SImP SIGN REQUESTs
Mr. Willis stated that he had been requested to have a "Stop Sign, placed at
the corner of Mass. Ave. and Osgood Street which is a dangerous intersection.
The board voted unanimous to refer this to the Police Chief for investigation
and report.
OLD CIVIL DEFENCE TRUCK SOLD:
Mr. Forbes. Rockwell reported that hehad sold the old Civil Defense Truck for
$25;00 which was, the highest bid he received. The moneywas turned over to the
town treasurer.
SPECIAL PGE/CE OFFICER:
The board continued for one wrack, the request to~ appoint Thomas MCEvoy, 20
Lincol~ St.. a special police officer. Mr. Kirk~ will contact Mr. Thombly ~o
disc~s t~is matter before an appo~7, tmen~ is made.
S2~EET LIGHT REQUEST- BRUSH TO BE CUT:
William Somerville came before the board and s~id he had asked John Counors to
trim th~ trees-along Prospect Street and~M0ody Street. ~he land belongs to the
town and the trees need trimming very bad. The Boar& voted unanimouslyte refer
this matter to the tree warde~ for investigation.
Mr. Somerville also request a street.light %o be installed on Moo~y Street at
Chadwick Street. The .board voted to view this location before taking any action.
BOARD OF PUE&IC W0R~S:
The Board of Public ~orks came before the board to discuss three articles which 'were
in the last warrant.
Mr. Dully discussed article 80 and said they would like to know if a bond has been
filed with the Selectmen as ,required in the article. Mr.'Willis informed him that
we have the bond and that a letter %o that effect '~Llt be given to the Board of
Public Works.
Mr. Daffy then discussed the requirement of the article with respect ,~o the excavation
of a cellar hole as being sufficient to say that construction has been'started.
In order ~o clarify 'this, the board of Public Works requested an opinion from Atty.
Arnold H. Salisbury .and Mr. Duffy read the last part of the opinion which stated
that Mr. Salisbury would have no hesitancy' in advising the Board of Public Works
te proceed with the work.
Mr. Thomson said he felt that the conditions have been met and the Board of Public
Works should go ahead with the work. The Selectmen have the bond and the Board
of Public ~'[orks is doing as the town voted.
Mr. Dully ~said that the cellars arestarted on Putnam Road and the Selectmen can
say, on the Board of Public Works information, that the requirements of the articles
are being met.
JUNE 15, 1953-continuad
Mr. Willis brought up the matter of~drainage and there was a discussion on
the various articles which pertain to drainage. ~he chairman mentioned the
article which was thrown out on Mr. Duffy.s rec6mmendation.
Mr. Duffy said he had tslked with Charles Fritz and he informed him that the
drain could go into the Green Street drain. He also said that the State plans
~o rebuild Green Street in the near fature and ali drainage will be taken care of.
Mr. Duffy suggested that we get the State to make a study of this situation and
the Board of 'Public ~orks will come in at som6future date to discuss thedrainage
problem.
The Board agreed that the three articles mentioned by Mr. Duffy, ~75,76 and 80
were ~]1 o.k. and there would be no further dispute. No specific motion was made.
DAMAGE C~AIM:
~he Board voted unanimously to refer the damage claim fromT~omas 'Regan,-of
R. I. to Mr.. Carry for investigation and report before any action is taken by the
Selectmen.
CENTENNIAL PARADE:
The Board received letters expressing thanks to the Selectmen for'~h~r 'kindness,
generosity'and cooperativeness on the' recent part they played, in the Lawrence
'Centennial, from William A. 'McAloou, Chairman and his committee .and' from ~ward
D;'Sirois, Chairman'from ~.awrence;
Mr. Willis suggested that~the Board of Selectmen publicly thank Mr. McAloon
and hi~ committee for their work and he said he would accept a motion to that
effect ~:
Mr. Kirk made a motion that the Select~en go on record as thanking Mr..~illiamA~
McAloon' and his committee for the excellent work they did as the ce~tenhial

The' Board received a letter from this compan~ and a page to be inserted
contract for the new fire truck with respect to the 750 gallon pump which was
requested by'the board on'May 2~.

DEPARtmENT OF PUBLIC WOP~
~he Board.received a copy of Contract No. 14230 covering work to be done in this
town under'the provisions of Section 34, chapter 90 of'the G;L. Ter.~ Ed.
contract has been signed by.the Commissioners and by this board. ~is contract
is for grading, surfane with Class I. bituminous ·concrete and otherwise improve
about 1,450 feet of road in North Andover~ known as Groat Pond Road, the work
to begin at about station 2§~O0, and ex~end in a northeasterly direction to about
station 42~50.

Road and' Highland Terrace. ' The Board of Health advised that the request has
not been carried out and they have asked the Selectmen to ta~.e this matter
up with Mr. Carry so that he may realize the importance of the situati6n and
comply with cur request.
Mr. Willis brought this ma~ter up while Dr..Kay, George Caren and Mr. Carry
were present at the meeting. Mr. Carty said he didn,t want to shut off these
drains Pand have "his head knocked off". Mr. Willis said it.wan his Job to
cap up these catch basins if so requested and tha~ this is the ~only way the
situation can be cleared up.
Mr. 'Carty said hZ had talked with Mr. Manahan and he said if the Board of
Health will show him where t~e sewage is coming in, h~ wLll Clear it up.
Dr. Kay said the. orly way to clear it. up is for Ira to cap up the drains and
then the trouble will show up.
After further discussion on this matter, Mr. Carry agreed to cap' up these
catch basins as requested by the Board of Health. '
PROPOSED REGULATION OF SPEE~ OF MOTOR VEHICLES:
Notice received from the Department of Public ~forks that' a public hearing will
be held on June 10, '1953 at 2:30 P.M. relative to special .regulations governing
the. speed of mo~or behicles on .Route 114, State Highway in North Andover and on
Ro~ute '125 and unnumbered State highway'.tn North' Andover and also proposed revision
o~- special speed regulation No. '14 in North' Andove~. ' '
No action.was t'aken as the hearing had already been held' on June 10.
CIVI~ DEFENSE AGENCY-NE~'~ QUARTERS
A no'tics was r~cei~ed that the CivLl Defense Agency' h~s msved ,to new ~uarters at
143 Speen Street~ Natick, Mass. The board referred this change to the. Civil Defense
Director. ·
TAG DAY REQUEST:
A request for permission to ~old a tag day in North Andover wns received from
William H.~' }&urphy, Treasurer of the United American Veterans Camp Fund.~ The board
took n~ action except to file the request.
.ACCIDENT REPORT:'~
A copy of an accident ~eport was received from the Highway Department. Harold
Windle~ was injured on ~June 4, 1953 when the tailgate handle of a the mShute on
.the Sa~n~dspreader struck him in the ches~.~ No action taken. '
DE~EY DYER: '
Mr. Dewey Dyer sent a notation to th~ boaaJd relative to the Infirmar~ site for
disposal purposes. He stated that this land is on the waters~ed.and~c0uld not
be ~used for a disposal site.
DEPT. OF LABOR & INDUSTRIES:
AnlindeX iof~retail prices on specific~ goods ~and ~services in Massachusetts cities
was re6~ived ~y the board.
DEPAR T~NT OF INDUS TRIAL ' ACCIDENT~:
A questibnnaire was received in regard to~ compensation, medical and~other statumory~
payments on industrial accident cases. ~his questionnaire is to cover payments
made by.'~the town directly from our treasury. The report ~i11' be~filIed out and
sent to~this ~departmant.
E~WYN KING:
A'report was to have been made by Mr. King relative to their let~~ Sf May~ 25,
1953 but he did not come in ~d he will be contacted before the Jun~ ~29,1953
meeting.
Mr. Willis brought up the matter of the two trailers on the McMurray'property
on Dufton Court. He said it would be impossible to allow these trailors 'and
still comply with the zoning laws. The board 'viewed the location in the company
of the building inspector some time ago. -
Mr. Thomson inquired if Mr. Willis felt that from his own conclusions that no
trailers can be left there and he said that he did as the result of the visit
he m~de t5 this location. Mr. Taomeon then inquired if it would be 'in order for
the board to notify Mrs. McMurray that in 'order to maintain these trailers she
must come before the board and show them how they can keep the trailers and
still comply with the zoning laws. Mr. Willis will dictate this latter and a.
copy of same wtll be sent to Mr. Shapcott.

DISPOS'AL SITE CO~ITTE~:
This group me: with the Selectmen and Er. Dyer again informed the board that
the Infirmary land is on the water shed and cannot be used for thispurpose.
He said that Mr. Rogers had made another agreement with the members who talked
with him.
Mr. CarOn said that Mr. Rogers will not let the town have 1~. acres for $5,000
and he will let them have between 14 or 15 acres of the' wooded area at $100
per acres with an option of buying in two years. Mr. Caron thought this location
would be ideal.
There was further discussion about the Rea site and Mr. Caron said it would cost
between $4,000 and $4500 to build a road and then they would have to try and
get e~sements.
Mr..Dyer said he thought that if a san£tary fill method was to be set up, it
should be done properly, regardless of the cost and it will be a credit to the
~own.~'He said there should be proper equipment, fences, a shed,~ etc.
He said he didn't think Ira's tractor would last more than two years and ~hen
he would be left with a blade which probably wouldn't be of any use. He thought
there should be a special town meeting and ask for a new tractor;
Mr. Thomson said that ~his was discussed prior to the town meeting and it was
agreed that Ira's tractor could do the work before the article ',?as presented to
th~ town meeting when they voted $2700 for a new blade. ·
Mr. Willis felt that if we were to be involved ina matter of this sort, there
should be s Special Town Meeting and bring the whole thing before the people.
Mrl John Gaudette made a motion that we negotiate with Mr. Rogers and use
the present equipment.
.Mr. -Willis wanted to say something before action was taken on this motion with
respect to Chapter 40, Section 14 and he p~;oceeded to read this section to the
group. There is mentioned in this section that no land shall be purchased for
any municipal purpose by any city subject to this section for a price more
than 25% in access of its average assessed value during the previous 'three years.
Mr. Willis said ~he would like :o contact Herm~ Dine, Director of~Accoun:s, and
get his interpretation of this s ection before any further action was taken.
Mr. Willis said he believed that the Legislature intended that towns' would be
restricted as 'well as cities and was the reason he wanted an opinion from Mr.
Dine i
Mr. ~homson did not agree with this as he did not think that the question and
obscure language of the Statute was controlling.
There was further discussion about Mr. Carty's tractor and it was suggested
that he ~ry out ~the tractor before the next meeting. Er. Carty also agreed
t6 contact the Cletrac man and get a blade from him and try it out this week.
The article was voted ~n s~Ach a manner that Er. Carry can buy the blade only
if the town purchases a piece of land.
Mr. Willis then suggested that i~ order to give this project a try, we should
lease t%e land and if it works out successfully, .then at a x~ature tc~n meeting
we could ask far the proper equipment. 'He said he woul~be willing to go higher
on a ~lease to try this project out.
Motion~Of Mr. Gaudet was then seconded by Dr. Julius Kay and Mr. Willis asked
for a show of hands on those voting in favor of negotiating with Mr: .Rogers
for .the land. Mr. Carty, George Caron, .Dr. Kay and John Gaudet were in favor
with Mr. Willis and Mr. Kirk opposed. Mr..Kirk said he was opposed to voting
on something that they couldn't finish. Mr. ~homson was recorded ~as not voting
and he said if it r. ere necessary, he would be glad to give his reason.
The committe~ will meet on june.29, 1953 in the Selectman,s Office.
JUNE 22,' 1953':
The Board msmbere came in to sign the weekly payrolls and approve the bills.
No regular meeting was held on this day.
LAWRENCE GA~ COMPANY:
1he Bo~d granted permission to the Lawrence Gas Company to excavate :o install
33 feet of gas service on Waverley Road and to excavate to install 820 feet of
gas main on ~averley Road.
