PLANMING BOARD-BUILDING I~SPECTOR:
A letter was received from the Planning Board relative to instructions given
to the building inspector that he sent a~copy ortho applications for building
permits and a plot plan to the Planning Board. The letter states that they
have received copies of applications and plot plans on occasions but they would
like to receive them on all applications. They asked that the Board and the
Building Znspector coopera~e in this mat~er.
The board discussed this matter and a copy of the letter sent to Mr. Lawlor
~nder date of November 21, 1950 was read by the %hai:man.
Mr. Thcmson said he believes that the Planning Boardwants to eliminate trouble
in the future and he can s as no hardship in giving a copy of the application
and the.plot plan..
The board voted ~o send a copy' of the letter of 11/21/50 to the Building Inspector
with a note of emcplanation.so that this ma~ter will be before him.
BOARD OF PUBLIC ~0RKS~ REPORT:
A report wins received from the Board of Public ~orks, informing the board that
items one and three have been taken care of and tha~ item two refers to a public
way and the "No Parking,, sign will be placed there by Chief McKee's department.
On item four, the "dirtRoad, is the property ofM. ?.&tsvens& Sons Ce.. according
to the records in the Assessors Department.
The above recommendations were made by the Necreatlonel Ccu~cil and referred to
the Board of Public Works by the Select~en, since they have charge of the bathing
beach. The board voted to accept the report as given.
CERTIFICATE OF INCORPORAT£ON:
Notice received that afl application for a certificateofincorporatinn'hes been
filed in the Office of the Secrmtar~byAlfred L. Daniels, 28 Holbrook Road and
Daniel p. Valpey, lO4Greeh Street, North Andover and others(not residents of
North Andover; The board voted to refer this matter to the Police chief for
investio~ation before sending in the required form. ~he application is for a
corporation to be known as the Greater Lawrence Junior chmmber of Commerce, Inc.
and the purpose shall be civic service through the organized efforts of the
young men in the community, 'to'~romots. the welfare of the-community and its
citizens thr~ough active constructive projects.. It shall further be .the purpose
of this organization to rpovide the young men constituting its :membership training.

Notice received that the Commissioners voted to approve as of July 10,1953
the work done by this board under the' provisions cf Section 3~, Chapter 90
of the Fensral Laws under.;cont~act No. 13394.
CON?RAOT-OHAPTER (90)
A"copy of contract No~ 11.;.81 covering the work to be done in this ~own this
year under Chapter 90 was received. The contract covers Sutton Street, 500 feet
and Greens Street, 3,000 feet.
.PLEASANT
Mr. ~illis. informed the board that Mr. McWXlliams from the Department of Public
~r~srin Beverly has called him and had s~atsd that Pleasant Street is not a
Chapter 90 road and in order to have the work already done on Pleasant Stree~
paid for under Chapter 90, the Selectman will have ~o send a letter asking'that
Pleasant Street b~ includ~dgin the Chapter 90 contract.
Mr. Ira Carry, Highway Surveyor, was present at this meeting and he informed
chairman'Willis that according to his records, Pleasant Streetwas a ChaptergO
road. There was some discussion about this and the board finally voted to send
a letter to P~ W. Coburn,. State Aid"Enginser and aak~that Pleasant Street be
included in .the contract for Chapter .90 work on Sutton and Greene Street.
ZAW~ENCE GAS COMPANY: -
A request for permission to. excavate to install gas service for Warren West,
6 Russell Street, 35 feet in street was received and the board voted unanimously
to grant this request~
A.request for permission to excavate to install gas services for the New High
School, Main Street, (39 feet on Main Stree~ near Park Street) and at the. Thatched
Roof, 35 feet and a~ 1964 Great Pc~d Road2? feet was received.
Another rsquest for permission to excavate to install approximately 2200, of gas
main on Sutton Street and 115' on Great Pond Road and 2810, on 0sgood Street'
(State Road) was received.
Mr. Willis questioned these two requests.and the board agreed that he should
contact the Gas 'Company for further information before approval is given.
Mr. Willis did contact the company and discussed the rsquesns with Mr. Thomson
and they approved them by majority vc~e.

The board received a letter from Neary H. Gilligan asked the board to immediately
comtact Governor urging the re-appointment of John F. Stokes as State Civil
"Defense Director. T~e Board voted to receive this letter and take no action..

ihe Board received ~wo applications for appointment to the Rent Control Board
.and Mr. Willis had an oral application from WilliamB~ord..Philip Su~cliffe
and Domenic Bonnano applied for appointment ~o this board.
"~; Willis suggested that if agreeabIe .to the other, members to appoint the above
mentioned three, that the balance of the board could be mede up from ~he .Housing
Authority.'""The ~'~dard .agreed 'that this was a good suggestion and. Irving Hcwes
and ' Edwin. ¢.' Murphy were appointed to complete the Board of five'members.
Zhe Board felt'that Mr. Bonnano represented the landlords, ~lliamBamford, .the
tenants and the three other members were good representatives .of public intq~rest.

Rosario ~_~m~ino, 466 Mass. Ave. had five rabbits des~royad by dogs and he values them
at $3.00 each. Mr. '~'fillis appraised the rabbits. .2he owner has a dog licensed under
#343 as of August 8, 1953. Prior to. August 8, Mr; Mammino 'lost 17 ~abbits killed by
the same dogs but the owner, l~ichard A. McKallaga.%, reimbursed .him for.this loss.
ARTTCLE 68:
Mr.. Carry, Elwys King and the Board of Selectmen discussed this article 'and Mr. Carry
said 'he'wanted a letter from the Selectmen giving him authority ko go ahead on this
article or not to d.o any work at all.
· Mr. W~llis asked Mr. King what he thought about this article. He stated that if it is
an impossibility to do the ~ork for the' amonht':6f money appropriated then you Just can't
do it but if it is at a11 possible he believes that Mr. Carry should go as far as he
can with the money.
Hr. Willis felt that it should not be done if we can't' comply with the complete vote
of the people and he 'felt it would be wise to wait until next year and do the Job right.
Mr. Thomson said.he thought Mr. Carty had a right ko ask town counsel for an opinion
and abide by*his decision. ' .... -
Mr. King said he had worked'with'and for Mr; DeRosa and he would prefer that the
opinion be requested from some other legal counsel, even though he is not now co,mael
for this man.
'M~. W~I~s 'said we would run into this again and he felt' that the expenditure of
this: money on this road would be. foolish. It would cost much more in the final
anal]mis.. He thought that. there had, been an oversight on the part: of the
Meeting not to include the water and sewer notation.
'2here was further discussion about this article and Mr. Willis stated that t~is
, board could go on record as opposing the expenditure of money on this article.
., Mr. Ntrksaid he felt that .the work shouldn't be done at this time.
2he Board voted unanimously, to instruc~ the.Highway Surveyor that in the'.op~nAon
of this. board, they feel .it is unwise to expend.= ~his _money as alloted under
Nrticle 68 of the town warrant. A letter will be sent to Mr. Carry.
DISPOSAL SITE
A .meeting was held at the request of Mr. WiLlis and he informed those present that
· ' he called this meeting so we co~ld iron out the dump situation, and get started
as"so0n as possible .to put' the dump in operation. Mr. Brasseur drew up a plan but
it is Hot· an 'actual survey. He said that Mr. King could teLl us how far we have gone.
Mr. King said he had the signature of Anothony Rogers and he hopes tO get Mrs';' Rogers
to sign by nect Sunday. She is in New Jersey at this time.
Mr. ~,llis said the most pressing thing is Mr. Carty,s request to c-~ for.,bids for
a new blade. He inquired of Edward Murphy, representative of the Cletrac "~ompany
how long it would take to have this blade adjusted and he felt that itwould be done
in a weeks
Mr. Brasseur 'stated that"about 900 feet of road will have to be put in Condition and
it will cost 'about $1,OOO..A question was raised as to'whether Mr. Carry could cs11 for
bids for' the blade. since the land is not actually purchased yet.
Mr..Thomson. said 'that calling for bids is not purchasing. He could call for bids and
not. accept any~until the sale is complete.
2here was discussion about using a bull dozer ko build two trenches and also the cos~
of hiring a bull dozer. Df.kay said he.felt that the present tractor should be used
for the' major'part-of the.work but a bna1 dozer would be hired to take care of the
trenches. They finally'decided that it would cost about $50Q. for four days.
Dr. Kay, in. answers to a question from Mr. Willis stated that the new dump would be
open. only for town dumping and that'his board has alreadystarted work on various open
dumps in town and they will be required to cover them. He said the trench would be
1100 feet long, 20 feet wide and 8 feet deep. Mr. Carry will contact various companies
to get a figure as to the cos% of having the trench dug out by a bull dozer and he
will submit the estimate %0 Mr. John Gaudet, 21 Walnut Ave. to see if the Advisory Board
will approve a transfer of this money from the Reserve Fund.
