~EVOLVER PER~IT APPLICATION:
An application for a licenee to carry a revolver was received from Elwood E.
Foereter, kl Chickering Road. The application was approved by the Chief of
Police and the board voted unanimously to grant the ltcanee.
TRANSFER OF LICENSE ~0 PEDI~E:
· The board approved the tranfer of a licenee to peddIe from Ge0=g§ Scott to
Fred Ballantyne 29 Baldwin Street. ~his was approved for character reference,
and citizenship.
RENT CONTROL BOARD:
Domsnic Bonanno and Philip SutclLffe came before t~e board ~o discuss several
matters relating to_the new board. They wanted to ask about an. appropriation or
trensfer from the Reserve Fund to carry them over until March, 1954. Mr. Bonanno
stated that they had planned 'to bua filing cabinet and a ~ypewriter as well as
stamps and other supplies. They had. discussed having a clerk, part time and her
salary would be about
Mr..Thomson stated that his understanding is that the Rent Control Board. works
separately from the Board of Selectmen and are exclusive in themselves. He' thought
they were rather early in asking for money until they know pretty wA1! what they
~ant.' He felt they had a perfect right to ask for money and. then it could be submitted
to the Advisory Board for their approval.
They discussedNthe amount of money they might require asd Mr. Bonanno suggested that
they ask for $1,O00.
Mr. John Coughlin, Advisory Board member, ~ms ~resant and he stated that they should
present their request in writing to the Selectm~n and they, in'turn, would send it to
the Advisory Board. He ' suggested that they ask for enough money to take care of this
year and then they would be allowed to use one twelfth of their appropriation for this
year or the largest spent in any one month until the annual'tovnNmeeting.'
Mr. Bonnano then inquired if the Rent' Control Board could' use the Judge's office for
their quarters. He mentioned the hours they had planned for the clerk and they felt
that the Judge's. office would be very suitable for them.
Mr..Thomson informed them that we use the office daring the day for welfare' interviews
and that we are required to have a place where the clients can be inter?lowed and he felt
that we should continue ~o use this office. He suggested that they use the Court
Room and they would ' have plenty of ro~m there.
Mr. Bonanno'~asked if 'they could have tWO.keys for the Court l~oom and Mr..Sutcliffe
said he thought that the Court Room door should be locked all the time. They would
want their records to be under lock and key. ~hey will discuss this matter with
their board oh Wednesday evening.
.They plan ~o go to Boston on~ednesday and get the Federal records for North Andover
and wt11 .then go to the Rent Control Co-ordinator for the necessary forms and ~r.
Gaddard informed,Mrs. Dearden that he wl]l have someone there .who will be able to
give them definite information on Rent Control and help them in any way possible.
DISPOSAL SITE COMMIT'A'F~:
Kirk asked 'the committee to meet to-night so .that .the new dump could get under
~hy.'. ~ He informed those present that the deeds had been recorded .to-day and-Mr. King
w~l~ s~nd the board a copy of the plan.
Mr. Carry had sent a letter to the board informing hhem that he would have to have
$1500 to take care of the b,,flding of the road, .digging the trenches and covering up
the Perry St.. dump. There was- considerable .discussion about' these figures .and the
committee finally agreed that they would need $~OO to complete the covering of the
debris at perry Street dump, $1,000 to build the road into the new dump and $1200 to
take care of digging the trenches.
The bids for digging the trenches were read off by Mr. Kirk amd the committee finally
voted, on motion of George Caron, seconded by Dr. Kay, that the committee accept the
lovest bid and the contract was awarded to Bourderlais Brothers on their low bid
of $117 to excavate a trench, twanty feet wide by one humdred feet long by 'eight feet
deep for a sanitar~ land fill dump; Ail fill excavated from trench to be case in
wind.row at .back side of trench.
Mr. Thomson made a motion that the Disposal Site Committee favor the .application
of Mr. Carry to the Advisory Board for a transfer of $2700 from the Reserve Fund to
his appropriation; $2200 for work to be done on the land purchased from Rogers and
$500 to be used for the correction of the Perry Street dump. George Caron seconded
the motion and the vo~e was declared to be unanimous.
Dewey Dyer discussed the trenches and the direction they should be du~, considering
the drainage prevailing winds, e~c. He also discussed the laying out of the dump.
Dr. Kay informed the committee that he would get in touch with the State engineer and
have him come out to look the situation over and give his op~-~on-and'Mr. Kirk suggested
that they ask Mr. Dyer to go along with the state engineer and then they could discuss
it"more thoroughly. Dr. Kay will contact Mr. Dyer at that time.
Mr. carry informed the committee that he hoped to have the new blade this week and s~art
~$e~gc~e^~ill over the Perry Street dump. He has taken 200 yards of fill from the
.... '~ ......~' location to date but he will need considerable more to complete the Job.
