their names be submitted. The three persons listed are Marie J. Ranfone, 47
Riverview Street, Robert J. Andrus, 8 Water Street and Robert G. Stewart, h5 Second
Street. The board felt that these men should be interviewed to deter~aine their
qualifications for police work and it was voted to request them to meet with the
board on Septembeh 21, 19%3 at 7:4% P.M.
REVOLVER PE~TREI~ffALS:
The Board approved the revolver permit renewals for the persons who have applied
in September and October. Ail names were approved except Donald Hilton who is
residing in town.
ACCIDENT REPORT:
Notice received that Robert Lewis, 455 ~tevens Street received a laceration of
sole of left foot. No action required.
LAWRENCE GAS COMPANY:
Permission ~as granted to this company to excavate to install gas' main on 'flood
Lane(excavate 18 feet on V~averley Road, 32 feet on Green~Street and 200 feet
on Hood Lane.
To excavate to install gas service for the following: Vincent Boylan, Ohestnut
Street corner Long~ood Ave. (16 feet in Chestnut St.) Paul Desrosiers, ~?ood
Lane, ( 13 feet in street.)

RENT CONTROL BOARE~
A letter was received infSr~tng the board that payrolls will be approved by the
chairman, Domenic Bonanno and that weekly bills will be approved by a majority
of the board.
TRANSFER FROM RESERVE FUND APPROVAL~
Approval of $2700 trar':'ferred from the Reserve Fund to the following separate
accounts:
1. Expense of closing old'Perry Street dump ~500
2. R4ad'constructian at no~ dump smte 1000
3~ Excavating trenches a~ new dump site 1200
$700 to Treasurer,s ac6ount for interest on High School Bond Issue,due 12/1/53.
$150 for Advisory Board expenses, clerical work, postage, etc.'
$450 to Pmn~ Control Board for expenses for the balance of year. The Advisory
Board felt that this amount was sufficient rather than the $750 requested in
the application.

VACANCY -PLANNING BOARD:
Three members of the Planning Board, Richard ~'~nipple, Nicholas Nicetta and
Driscoll met with the Selectmen and the following nominations were made:
Mr. ~;iliis nominated Dewey Dwyer, Richard ~ipple nominated David Brown, Arthur
Kirk nominated Benedict Perrome and Mr. Thomson nominated Frank Lee. A ballot
vote was then taken and Frank Lee received three votes and t:%e other nominees
received one vote each. }Ar. Lee will serve until the ~arch election in~19%4 when
the ~own will vo~e on a member to serve the unexpired term of Edwin Reinhold until
Narch 1957.
VACANCY-BOARD OF APPEALS:
Mr. Willis suggested the name of Nicholas Nicetta as a member of the Board of Appeals.
He is at present a member of the Plsmning Board. Mr. T~omson seconded this nominatian
and the board voted unanimously to appoint Mr. Nicetta as a member 'of the Board of
Appeals until January 1958.
RENT CON~OL BOARD RESIGNATION:
~be Board received a letter of resignation from Edwin C. Murphy as a member of
the ~nt Control Board. The Board voted %o accept the resignation w~th regrets.
No appointment will be made until September 28, 19%3, thus giving the board time
to consider a replacement.
DUMP:
Mr. Thomson informed the other members that he had been assured by Mr. Carry that
this.would be the last week of dumping at the Perry Street dump. He said that he
will work Saturday and Sunday, if necessary ~o get the new location in cond£Zion-
Mr. Willis said he had talked with tree warden, John Connors who has a problem
with the trees he cuts down. Nost of these trees have to be burned and there will
be no place available for bur~ing~
~Ar. Kirk suggested that Mr. Connors tak~ the lumber to the tov~ infirmar~ and find
a suitable place there to burn the trees.
BOARD OF PUBLIC ¥~RKS:
The Board received a letter from William B. DuffyAdvising them that they' h~ve
secured a pai~ of goggles and guards have been ordered for the grinder, mentioned
by the Lumbermens Mmtual Casualty Company. Engineer.
UNITED STATES COMNITTEE:
A letter was received thanking the board for the a~pointmenta made with reference
a chairman for United Nations Da~. The Board had previously appointed. Frank 01ms
and Edward Garvey as co-chairmen for North Andover.
COMPLAINT:
Mr. ~iltis said he had received several complaints about the'boys who hang around
Meagan's Drug Store and he felt that our town by-law Article 3, section 5, would
take care of this. The Board voted to call this by-law to the attention of the
Police Chief and have it enforced.
SPEEDIN G,.CO!~LAINT~
Ehere have been numerous co.mplaints about speeding on MainsStreet and comPlsints
about the large trucks in the early morning. Mr. Thomson sugdested that an officer
patrolling this area during the early evening hours would help consmderably and the
cruiser could take over after midnight. Mr? ~homson aaid he had talked with the chief
ab~at this and he said he would try ~o do this. ~
~. l?illis~ said he thought it was avms~e of money as the cars go. by ~and there is little
or no effect. He said he did it for two years and the schedules al~vays apply to early
night shifts. He felt that the Chief has a particuler averszon to two, man rmding mn~
the cruiser. /
Hr. Thomson said he had seen this in effect in Newburyport and ~h~ ~
presence of an
officer has had quite an effect on motorists. He said it is more effective than
chasing a speeding car. He felt thatit would be dangerous to have an officer, on
the street at dark without some luminous marks. He said that he Underst~0d.the chief
has some luminous marks at this time. He also mentioned that the people i~. this
area are about to put in a petition.
Mr. Willis suggested that the chief station a day man up there after school, in
the cruiser. It was agreed that the chief should continue the three nights w~ekly
walking for officers on Main ,Street to Chickering Road to the best of his abLlity
and if he feels he can't do it effectively, then he should come before the board
and see what can be done.
With respect t~ the large trucks, Mr. Kirk said that eventually we may get the
B & N right of way and even if the town had mo build a road, it would serve the pu~.pose.
