members ~Tiltis and Kirk present. Mr. Toomson ~as unable to be present.
POLICE R~I~F ASSOCIATION:
Officer Edward Woodhouse came before the board as a representative of the North
Andover Police Association to see if a certain sum of money could be be appro-
priated in March of next year ~o pay expenses for a delegate t6 go to the annual
convention which ~nerally lasts two days. Mr. ~oodhouse felt that $50.00 would
be the approximate cost, depending on where the convention was held. He said he
had talked to the chief abou~ this and he was in favor of putting ~his amount
of money in the budget to cover this expense.
Mr. Willis decided that the matter should be held 'over until the full board is
present and suggested that the board 'accept the request and take it. up a: the
next meeting.
INT~-~NITTENT POLICE:
Robert. Stewart, 45 Second Street, came before the board at their request and
Mr. Willis explained that the board is required to check with the Veterans ,s Agent
and the Division of Employment Security to see if there are veterans available
and quslified for this work. He inquired if Mr. Stewart had an~ experience in
police work and he said he had never had any experience. He said he was~'.con~emr~.o
plating leaving town a s he might have an opportunity to go to Texas.
Mr. W'mllis informed him that they should have qualified men for this type of work
and if Mr. Stewart was planning to leave town,, it would be better to wait until
later and see what he decides ~o do. He agreed that he probably would not be
available.
Robert J. Andrus, 8 Water Street, also came before the board and informed them
that he was interested in intermittent police work and is. also interested in
becoming a regular officer at some future date. He is married and is 21 yrs.
old and. has resided in North Andover since 19~9. He is employed in Lawrence and'
wor'~s'from 2 P.M. to 10 P.M. and would be available mo~nings up to 1.30 P.M.
He said he had military police patrol while in the service.
Mr. Willis explained about the various shifts in the police department and also
about our Reserve Police in which there are three vacancies. He explained that
the men appointed as intermittent officers should have some experience and
suggested that the application be taken under advisement until the matter can
be discussed with the full board.
Mr. ~illis then stated that he had been reached bya couple of veterahs who are
interested and he felt' that' they should 'be given preference. H e mentioned the
name of Thomas McEvoy but would like to waive his opinion until the full board
is present.
Mr. Kirk made a motion thal~ the matter of appointment of intermittent officers
be ~abled until next week.
Mario j. Ranfone, 47 R~ver~iew Street ~as unable ~o appear before the board due
to illness.
TREE DgPARTNENT- DISPOSAL OF BRUSH AND ~ES:
John' J. Counors came before .the board and asked if it were true that they could
no~ burn brush in the new disposal area. Mr. W~zllis replied that this was so.
He said that the ~question is where to burn the brush. Mr.~ Kirk had mentioned ?
using some of the Town Infirmary land and the tree warden c~uld s end his men up
'there to burn the brush.~
Mr. Connors felt that this ~vas a bad place for bur~ing as there is the town
forest which is very valuable and 'on the other side there is a large Torest area
at Laland's property. He felt that there, was no better pla'ce than a~ the new site.
Mr. Kirk inquired how much danger there would be at the infirmary property and
Mr. Connors said t~ere was great danger. He said they could char the bark off
and then bury the rest of it but this is a long procedure and if equipmen~ was
to be purchased to ~hip the ~rees~ it would run into a great deal of money. He
thought they could clear the grass off the land at the new site and open up
a place where he could dump his brush and then on certain days(generally cloudy
or rainydays) his men could go up and burn it.
Mr. Willis said that the board had made committmen~s that they would nora allow
burning at' the new area and if we go andset off the brush, the people will
strenuously. Mr. Kirk asked about compacting the brush and Mr. Oonnors stated
that this could be done with the small ~branches but not the large ones.
Mr. Connors mentioned that the Dodge ~enple are 'working in the town now for the
electric company and they have to dispose of the brush they cu~ and they cannot
take it out of ~own. H ementioned that the~ use old tires to start their fires
and the board members did no~ like this idea at all because of the sme~e caused
from burning tires.
Mr. Kirk sa~d it was not his pleasure to burn at .the new site. He .had given h~ts
promi.se to the people that there would be no burnmng u~o there and ne would no~
like ~o break his word.
SEPTEMBER 21, 1953- continued
Mr. KirX asked Hr. Conners to check and find ou~ how deep the brush would have
to be buried and~ait and see what can be done.
AMERICAN LEGION AUXILIARY INVITATION:
~he Board received an invitation to attend the installation of officers a% the
American Legion Home on September 28,1953 s~ 8:00 P.M. ~he Board vo~edtto accept
with pleasure and will make an effort toattend the installation.
LA~RENCE GAS COMPANY:
A request for permission toexcava~e to install gas service on Niffltn Drive (45 feet
in street) and the board voted unanimously to gran~ permission.
Another request was received for permission to excavate to install gasmain on
~embroke Road and MifflinDrive (50 feet on Pembroke Road and 80 Feet on Mifflin
Drive)and permission was granted byunanimous vote.
DEPARTM]NT OF PU~IC WOR~S:
A letter was received from Charles A. Fritz informing the board that Nr. McElhiney
had made a Joint inspection of the condition with Hr. ~illis and has reported that
correction has now been made ~o the satisfaction of thts Department. The board vo~ed
to inform the Board of Health of this report.
SUT2)N HILL CO. INC:-
A letter was received from Roland Sherman relative to. thebank book posted with
the board to assure the ~o~n that the road affected bythe installation of waSer
would be so re-constructed and repaired as ~o meet such requirements as th~ High-
way Surveyor ,may prescribe precedent toI his certification of such waysunder the
Selectmen's "~egulations for the .laying Ou~ of Streets., Mr. Sherman wished to
be advised as to the most practical and convenient way of handling this~stt~atiOn~
~he Board agreed tJa~ he should ask the Highway Surveyor Just what he wan~s and they
will attempt ~o satisfy his requirements and'he willthen give theSelectmen a letter
to that effect.
TJRTEYS DESTROYED:
Dog Officer Stanley Buturlia reported to the board tha~ Robert Te~l had informed
Him that 25 turkeys had been killed by unlicensed dogs belonging ~o some neighbors.
They have agreed ~o pay the damages ~o Mr. TeeI but Mr. Buterlia want~d the board
to know that he had taken care of the maimer.
U.N. DAY:
Rev. Ernest R. Drown Jr. came before th~ board and asked the ~elecmmen if they would
issue a Proclamation for U.N. Day on October 23rd, to commemorate United Nations
Day. Mr. Willis informed him that the Selectmen had recently appointed co-chairmen
to make plans for this day and Nr. Brown contacted Edward Gar~ey at this time and
they will all work together on this program..
PLEASANT S~EET: ' ' ~
Mr. Kirk brought up the matter of~speeding on Pleasant Street and ho'has suggested
that it be made a one way street from Clarendon ~o Elm Street.~ He ~aid that there
ere fifty pre-high school children in this vicinity amd with cars parking on both ~
sides of the street, and the street being one c~ the narrowest in the town, he said
a dangerous condition exists.
~. Willis suggested that this b~ taken up at a meeting of the full board but in
the interim, it would be wise to refer it to the Police Chief for investigation
amd see what 'direction he Would suggas~ if it is to be a one way street. After
we receive the report, a hearing would be held so that all residents would have
an opportunity to voice their opinion. ~his was the unanimous thought of the
board members.
STREET LIGHT REQUEST:
Louis 'Kmiec has requested a street light on Turnpike Street,.beyond Chestnut
Street but no actionwill be taken until he gives Hr. Kirk further information
as to the exac~ location he would want.
SEPTE~BER 28, 1953:
~ meeting of'the Board of Selectmen was held at 7:30 P.M. with
members presort%. Weekly bills and payrolls were approved.
RESERVE PATROL~EN: ~
Mr. Willis called attention of the board to the salary rate for Reserve Patrolmen
which he felt should be the same hourly rate as the regular officers which ~s now
~l.59 per hour. ~It was originally $1.00 and he felt that these officers were entitled
to the regular hourly ra~e of $1.59 per hour. He brought the matter up a~ this time
as the notification of employment for three reserve officers is to be signed by him
as chairman and Hrs. Dearden had inquired as ~o the salary rate to be inserted.
The Board agreed that the rate of $1.59 per hour should be given to reserve officers,
amd certification of employments forms will be sent ~o ~ivil Service for approval.
