Thomson made a motion that the Reard~ accept and make every effort to attend; This was a unanimous vote of the Board ~.ETTER FROM SCHOOL COMMITTEE: A letter was received from the School Committee in which .it was stated that a conference .was held between the ,Board of Public Works and the School Committee and they had arrived at a plan for the care and maintenance of school grounds by Mr. Duffy and the employees of the Board cf Public Works. Mr. Duffy will be nske~d to keep the Selectmen advised .relat~ive to this matterf #ith respect to ~nre legis- \ lation to amend the Act ,regulating ,tHe powers of- the ,North ~Andover Board of Publi6 Works. He,feels that the Reserve man shouldn't be .overlooked and-he :said tha~ he fs;:quite . sure.~.that Mr. Gelleazzi has only worked one night since last year. Mr. Thomson said :he would not deprive a disabled veteran one night.s work and there is no additional coat to the' town; .He did not feel that a man's status in the fire department should be considered. NOVEMBER 2, 1953- continued. PROVISIONAL E~PLOYMENT-INTERMI'ITENT POLICE. Mr. Kirk said he understood that we had established a policy at the last meeting · and that there would be no more intermittent police appointments made. He would like to talk to the chief about this. Mr. Thomson ssid the only difference is that we have a disabled veteran to consider. Mr. Kirk made a motion ~hat the matter be tabled for one week and motion was seconded by Mr. Willis ~ith Mr. Thomson not voting. Mr. Kirk will talk this .over with the Chief. CALL FIREMEN: Mr. Carl Williams met with the beard to dismuss, insurance for call firemen. He said it had been determined that call men who were not under Civil Service would not be eli&~ible. ~he interpretation he received was that unless they had Civil Service rating they were not eligible. Mr. WilLiams stated that when this interpretation .sneaked" in they did not submit the names of the men who were on provisional appointment. Mr. Thomson asked that the Selectman receive some information in writing from the Insurance company to the effect that these call men on provisional appointment receiving a fixed salary, will be covered so that there will be no confusion or reason for the company to raise a defense in the case of a loss and a claim is made to the company. Mr. Williams agreed to get this information andsend it to the board for their files. DUMP .~.OCATION ~ Mr. Willis brought up the matter of~ dumping in the n~W site from the old' Gleunie property. Mr~ Carry had been contacted by the contractor Zo see if this would be permitt~d. Mr.~ ~homson felt that two days dumping would make quite an indentation in our trenches. He said the contractor is being paid to do 'this work and it would be no favor tc the Western Electric. They should dig a trench themselves and then cover it up. Mr. Willis will take ~his matter up with Mr. Carry. · The board also discussed the presen~ trenches which have not been dug according to specifications. Mr. Catty has refused to pay the billand he is to meet with the contractor on Saturday morning and Mr. Willis will tory to be present. Mr. Kirk felt that with the winter fast approaching it would be well to advise Mr. Carter ~hat he should have another trench dug at once.. A letter wiLl-be sent to Mr. carry. SIDEWALK ASSESSMENTS: The board discussed assessment on hot top sidewalks particularly with %eference to Article 39 of the 1953 warrant under which it was voted ~o raise $§OO~ for hot top sidewalk, the work to be done under Chapter 83 of the *General laws. Mr. Willis will take this ma~ter up with ~he chairman of the Advisory Board and discuss it later with the board. Mr. 2homson said.the selectmen,would have to adopt am order, after the money has been. appropriated amd then proceed to make 'an assessment. This should have been done, some time ago but Mr. Thomson felt that the board should still take this action so that there would be no' difficulty later on. Mr..~?illis will discuss this later. NOVEMB~ 9, 1953 ' ~h'e regular 'we-'kly meeting of the Board 'of Selectmen was held 'at 7:30 P.M. members present..Weekly bills and payrolls were approved. ACCIDENT FORM: A, copy of an accident form was received from the Board of PubLlcWorks relative an accident which happened t0~Louis J. GO&in while changing a ~bber check valve and causing right eye trill-aromatics. No action required. GOLD STAR MOUiER'S INC. INSTALLATION: An invitation was received by the board inviting them to the Installation of.the American Gold StAff Mothers, Inc. to be held on November 20, 1953 at 8 O,clock P.M. at the Oliver School 'Hall~ The board voted to accept the invitation with thanks. ESSEX COUNTY SELECTMEN'S ASSOCIATION: Notice received of the fall meeting of this association to be~held in Nahant at the Thomson Club, Inc. on Nahant Road on November 14, 1953.' 1953 is the lOOth anniversary of the tow~ of Nahant. No action taken. WARRANT FOR SPECIAL TOWN MEETING: A copy of the warrant for this meeting to be held on November 16, in the C6urt was given to the board for their inspection. No action taken. JUROR DRAWN:' ~rthur P. Kirk drew the name of Catherine Trombly, 11 Minute Ave. Insurance Saleslady, ~o serve as a traverse Juror at Superior Court in Salem on the 7th day of December 1953.
