~REE REMOVAL HEARINGs
A hearing was held at 7:30 P.M. on the petition of Peter Kurgim, 281 Sutton Street,
for the removal of a large elm tree. Mr. & Mrs. Kurgin and Harold Tyning were present
as well as Tree ~arden ~John Conners and William Duffy.
Mr. Willis informed those presen~ that his board is familiar with this situation
which had been called to their attention by Mr. Kurgin. ~is discussion is to
determin~ the advantage or disadvantage as to taking trees down and whether or
no~ it removes the trouble in the service pipes. Mr. Willis asked if it wouldn't
be better to have a new service.
Mr. Conners stated that part of the tree is on Miss Taylors property and she objects
.to having it removed. He said that if the roo~s are in the~ipe there must be an
opening along the way. The roots couldn't get into the pipes unless they were cracked.
Mrs. Kurgin stated that Miss Taylor objected to the removal of this tree as a shade
tree but if it' is interfering with the sidewalk or service pipes she-would have no
objection but she would not pay anything towards the expense of removing the rmee.
Mr. Willis stated that the-purpose of this meeting is to determine if the trees are
clogging up the sewer pipes or if it is a faulty service. He said we want ~o know~
if removing the trees eliminates the problem.
Mr. Duffy stated that there is no question that the trouble is removed once the ~ree
has been taken do~n%. He mentioned the number of times that Mr. Kurgin has had trouble
with the roots from this tree and if the tree.is taken down, the problem is solved.
He explained that years ago the pipes were laid with nothing in the J~oints and they
could have broken away but when a new service is installed they have a copper ring
and his department uses puroseal but when tree have been removed there havebeem no
further complaints..
Mr. Kirk asked if putting in a new service would also solve the problem and Mr. Duffy.
replied that it~ would solve the problem but that it ~would probably cost about $200.
The~e was further discussion as ~o whether or not this tree 'borders on· both properties
and also on to~n propersy. Mr. Conners feels that the ~ree is on private prope~y.
Mr. ~illis stated tha~ the problem is between the ~wo m~ners and the Selectmen can't
order it to be taken down. He inquired of Mr. Duffy if it is cheaper to remove trees
or put in a new service. Mr. Dully said it was a difficult Job to~ de,ermine the cost
but a rough estimate in this case would be $200. He felt that each case would present
an individual problem.
Mr. Kurgin will have the tree removed and he is also willing to pay ~for ~a' ~ew service
'if one is required.
Tae board held. a hearing on the request of Pearl Currier for removal of a tree at
111' Prescott Street. ~r. Conners felt that this tree should be removed since they are
bunched-closely together and the board' voted unanimously to request the tree warden
to remove -this tree.
The Board then discussed the request of Leonard Windle for removal of'a ~re~ on 116
High Street. Mr. Conners stated that this tree is definitely on private prope~y.
Er.~ ?homson made a motion that we notify Mr. Windle that the tree in question
is on private property according to the tree warden's decision and tham he must take
steps to correct the situation.
Mr. Conners informed the board that they try treating the pipes with copper sulphite
crystals and sometimes it works pretty good. Mr. Dully also uses this copper sulphite
treatment.
Er. Kirk felt that each case would be treated differently as it csme before the board
and the board agreed ~o this.
Mr. Conners mentioned that he had checked ~ith different cities and to~ns and they do
not remove the trees ~o take care of s ewer trouble.
