The red-ilar weekly meeting of the Board of Selectmen was held at 7:30 P.M. with
Members Willis and Kirk present. Mr. Thomson was unable to attend the meeting.
The weekly bills end payrolls were approved.
TREE REMOVAL HEARING:
A hearing wu= held at 7:35 P.M. on the petition of Leonard Windle for'the removal
of a tree in front of his property at 116 High Street. The tree has been posted
and Mr. Conners informed .the board that this is an undesireable tree and is a public
shade =res and should be removed. ~he board voted unanimously to gran= permission
for the rremoval of this =res and so instructed the tree warden.
TREE WARDEN:
The. board discussed the tree warden,s appropriations for 1954. He informed them
that he had increased his appropriation for his four climbers to $1.25 pe~ hour
and that he had put in $400 for himself. He also informed them that he was putting
in three articles, one for a n~w truck to replace the 1945 truck they now. have which
is in nee~ of repairs and it is time for a new one$ one for a brush cut~er and one for
a power saw. Mr. Conners said they need this equipment to do their work properly.
The board agreed that the tree climbers should be segregated from the laborers and
were in favor of an increase for him.
APPROVAL FROM ADVISORY BOARD ON TRANSFERS FROM RESERVE FUND:
Approval was received, on $350 for the Fire'Department expenses to take care of
expenses for the remainder of the year..
Approval was received on the request of the Selectmen for $50.00 t~ cover expenses
of telephone and clerical expense for the remainder of the year.
~TLL HELD UP~ HIGH~VAY DEPARTMENT:
Mm. Willis h~ld up a boucher #6052 payable to Bourdelats Bros. for excavating trenches
at the new dump site. Mr. Willis explained that he had expected $450 but had finally
submitted a bill for $400. Mr. Brasseur had informed the board that the work don e
would only amount to about $289 and Mr. Willis would like to discuss this with Mr.
Bourdelais before, payment of this ,bill. He felt there should be some~:s~ortU~of an'
understanding wit. h him so that there will be no .danger of getting another bill for
--$150 ~at a later date. ,Mr. Willis will send a letter to Mr. BourdelaisJ.'

PLA~ING BOARD:
The Board received a letter from the Planning Board informing them that the Planning
Board voted .to reco~end the following: With respect to the old ~enter School Building.
1. ~hat the present building is not '~daptable without excessive expense for the use
. mentioned. ( As. an Auxiliary Fire Station)
2. ~he .Board believes that it would be more economical, in the' event-that.:it was decided
to provide a proposed Anxiliary Fire Station, to build a new b,,~ding for such use.
3.It is also..the.~belief of the Board that for thebest interest ofltbe',~ewn) the
building should be razed.
On motion of Mr. Kirk, the letter was accepted and placed on file&
REFU~E DISPOSAL BY INCINERATION:
~he Board received a letter relating to Ness. State Law, Chapter 655, an act providing
for the eradication of certain animal diseases, provides, amongst other things as ~ollows:
On and after January first, 1954, all garbage, regardless of prebious processing, shall,
bein~ ~ed to dwine, be,thoroughly heated teat least 212 deg=ees F. for .at least thirty
minutes, unless 'treated in some other manner which shall be approved in writing by the
director as being equally effective, iEnclosed with .the letter was an imprint from the
American Magazine entitled '~et's thinkg straign~ about refuse disposal". No action
was taken by the board.

LAWF~NCE GAS CONPANY:
A letter.received by the board at their last meeting with respect 'to a bond to be
executed by this company was again discuased. Mr. Vtillis had not had time to talk
· with Mr. Culver about the bond. At the last meeting Mr. Thomson wanted to know if
the Company will be satisfied with 'the determination of this board on complaints
received or if they would prefer to s it in with them and discuss it at that time.
As soon as Mr. Willis talks with l~r. Culver abou~ this particular item, he will
again discuss it with the board.
PETITION"LAWRENCE GAS COMPANY~
A petition for permission to excavate to install gas service for ~atthem Janusy, 12
.~nute Ave.(13 feet in stree~ was received by the board.
A petition for permission to excavate to install gas main on Minute Ave. (25 feet on
Hewitt Avenue) - 125 feet on Ninute Xvenue) was also received.
Mr. Kirk felt that the board should grant these petitions so that the work would not
be held up on conditions that were previously rotated by the Board of Selectmen in
their letter of December 3, 1953. }~. Wil,tiscseconded this motion and the vote mas-
declared to be unanimous.
COMPL;f[NT-RESOILBEING REMOVED:
Mr. Willis.informed the board that Mr. Lawlor had talked with 'him about the recent
complaint of Mt. John Matthews, rear 288 Sutton Street.relative to loam betng remOved
and Nr. Lawlor stated that the loam isdd~initely removed and that he ~ll check
further and then report to this board.
V.F.W. APPROPRIATION:
The board received a letter from Edward C. Garvey, Commander of the North Andover
Post2104 relative to the appropriation for 1954. The Commander suggested that the
Board of Selectmen increase the appropriation for 1954 ~o $600 to cover expenses for
rental e~c. The Post 2104 Building Corporation Inc. has charge~of this and this
amoun~ would be psidquarterly in amounts of $150 the same as the Legion Rentals.
The Board voted that this should be complied with and that the heading should read
Club 21Oh, V.~. ~. Ren~. Mr. Kirk made the motion that we go along with the request~
of this letter and thevote was unanimous.
DECEMBER 28, 1953:

Members ~a!lis and Kirk present. Mr. Thomson mas still ou~ of town. ~ekly bills
and payrolls were ~nproved.
COL-~LATNT-RE: Tr~cks on Prescott Street.
~ilbur Harvey of Prescott Street came before the board to again complainabout
the trucks using Presco~ Street.. Edwin McCabe, traffic manager of M. T. Stevens
Company also me~ with the board, to see if something could be done to alleviate
this condition.
Mr. Harvey said,he objects to the noise of, these t~ucks, especially at night and
he is not able to get any sleep. Ne said the~drivers gun the motors and he felt
that the trucks were not properly muffled.
Mr. McCabe said they could not overcome the noise of the deiseL engines and that
they may go a whole week without one ~ruck coming in at night and then the following
week.they may have them coming in every night. He said these trucks have slee~mr
cabs and one driver sleeps while the other one drives. He explained that they have
a mai9 clearing at the Osgood Mill and that it can,t be done a~ Stevens Mill as they
haven,t the facilities. They have three places to load and unload a~ the Osgood Mill.
M~.~Willis said that !A-. Harvey attributes the noise to the inadequate mufflers and
that the drivers are probably "cowboyish', amd.gun the motors going up Prescott St.
Mr.McCabeezplained that they have eight to ten tons of freight and they have to
give a certain amount of acceleration 'in order to go up the hill. He said he could
s~op tw@ deisels going up the street at the same time.
Mr. Harvey inquired about the matter of stopping the trucks going up Preecott Street
between ten o,clock in the evening until six o'clock in the morning bu~3Mr.~4cCabe
said this couldn't be done as it would create an unemployment situation. He said the
mills are waiting for these materials and they have to keep things moving.
Mr. Harvey insisted that he felt it was not fair to have these trucks use Prescott
Street Just because there are old people living there who cann6tcome down here to
make complaints.
Mr. Willis informed ~. Harvey that we went through this same thing with the Heming-
way people and that the Selectmen had asked Chief McKee to make a survey and after
he had consulted with Mr. McCabe and made inyestigations he suggested that this
routs was the one best suited. He asked that Mr. Harvey keep this discussion on
and objective and not a subjective matter. He said he realized that all these
people are disturbed but that the Selectmen will help all they can to eliminate the
noise. He said if we change back now that leaves the board where they were before.
