Mr. Harvey asked Mr. Eillis if he were in favor of~'it...to which Mr. Willis said that he didn't say that. He said that unless they come up 'with some other alternativc, it is his opinion this is the best way. He further stated that* there were complaints abcu~, heavy trucking on Main Street and they, had to come up with sons other 'alternate~,.route'...and they had to get~a route that would affect the least number of people. Mr. Harvey asked MrY Kirk if he 'had the same attitude, to which question, Mr. Kirk nodded his head in the affirmative. Mr. Thomsun was asked by Mr. Harvey how he felt and Mr. Thomson said he would' wait until we heard from' Mr. McCabe 'and Mr. Kent. Mr. Harvey wanted know how long Mr. Thomson 'thought they should wait; ...to which Mr. Thomson replied "Arreasonable length · of time." Mr. Harvey left but said he would see the Board ~' again · :E~ERGENCY HOUSING ACT: " Mr. Faraci, Maple Avenue, came bef~re the ~Hoard~ to find out if the Emergency Housing Act still existed. After considerable discussion, and searching ~nrough the laws, the Hoard felt that this act was no~ in existence in North Andover and Mr.. ,Faraci could only go, to the Board of Appeals but theyedoubted if the Board, of Appeals could do anything forhhim since the, Building Laws prohibit more than two-family dwellings in a General Residential area. Mr. Faraci thanked the Board for giving him so much' of their time. - Mr. ?~illis read .a 'letter fram Mr. Hargreaves- who stated that. the ~two ,nsmber~ ~of: the ~:; Board of ?ire ~gineers refused %o sign the attached hill on ~his oar andl he', submitted · excerPts.from 'the records of the Fire Depar~nent, which were read at:thistime by '" ..Mr. ~illis~ .' Mr~.Willis'said it was nora matter of questioning the bill and if the town made 'tha% agreement, they should put the car back into its original condition. CROSS ,PROGRAM: ..... - .... Mr. :~illiSl~stated that Mr. Cochran is ,setting. up the Red Cross.~progrem andhe felt~ that it, was : a 'very .good program and that, it carries considerable educational qualities to it. ~He thought this Board, should endorse this program, and. thought tt might be-, a good,.idea if the police and fire chiefs urged their~ men to :Join this course. Mr. · Thomson_mentioned the tree dept. ,and thought perhaps the recommendations of the. Board might be ,passed on to various departments. The Board voted unanimously to have the.~,., various~department heads contacted andl=equest~,that they urge persons to attend this ~Red Cross First Aid class which will be given at the Bra~street School Auditorium. CLAIM AGAINST THE TOWN (Executive Session) The Board went into executive session to discuss the letter from Mr. John Cashman who is; entering a claim against the Town (Highway Dept.) for damage to his automobile (approx. damage $300). Mr. Thomson made the motion, seconded by Mr. Kirk, that the matter be referred to the Police Dept. to get statements from each operator of the vehicle, and statement from persons involved and investigation made and. complete written report submitted to the Beard. This was a unanimous vote. PRECINCT OFFICERS: There are two precinct officers to be replaced in Precinct ~ko--DeputyWarden (Herbert Stillings (R) who dies and Deputy.Clerk (Joseph Lumenello (D) who moved out ~f town). Mr. Willis stated that it was the suggestion of the Board ofRegistrars that Alfred Garneau (D) be moved up to Deputy~arden as he is experienced and is agood man..Mr. ~omson suggested that Alice Cavallaro (R) be moved up to fill the position of Deputy Clerk, formerly h~ld by Joseph Lumenellc. Mr. Kirk suggested the name of 'Mrs. Bertha Martin (R) 58 Church StYeet 'and the Board decided to appoint her as Deputy, Znspector. Mr. Willis suggested the name of Constance Boyle (D) 148 Water Street and the Beard voted to appoint her as Deputy Inspector. Harold Ackro~d (R) was m6ved up to Deputy Ballot Clerk (formerly held by AlfredCGaz~au),)a~ddClara Sutcliffe was moved up to Deputy Bsllot Clerk (formerly held byAlice Cavallaro) and Vera Barbette (D) was,moved up t0 Znspec~or (formerly held by Clara Sutcliffe). FEBRUA2~.iS, 1954: Theregular ~eekly'~eeting of the Board of. Selectman was held at 7:30 P.M. with all members present. Weekly, bills and payrolls were approved. UNDERPASS-CHICKERING: EDAD: Domanic Bonanno and Philip Sutcliffe came before the board to oppose the proposed under- pass at Chickering Road. Mr. Bunanno s~ated that he was thinking of the O~good 'Street underpass in Lawrence which is dirty and dangerous~ He said if we have ~to have .an underpass, · we. may as. well'.net'.have anything. - 7 ~ ~, · ~ · .... .Mr. Willis felt'~that we were, a-little .premature'as this bill, is' in committe~" and'M~.y'not ~ come in at this Legislation. He' felt that' Mr.".Bresnahan was mc~e interes~ed~ in :an~ o~erLpass. Mr. Thomson stated that nothing like thi's~ will pass without,notice to the ,local' authorities. Mr. Willis said that an overpass~ will be ;cheaper ~to~build 'and~ that this :board will 'be, happy ' to consider this request at am later date but he did not feel ~that~the~ board could go?on,. record at this time.. -.. -,:.,- · Charles F., .Morgan,. ~6 :Milton Street requested the removal of atree which' is directlyin .the ~ine .of a driveway leading to a new garage,which,he .is building.. Mr. Conners:has checked ,,this lo6ation and, agrees: that,,this- ~ree should be removed. Mr., Kirk: made, a ,motion. that ,the 'matter be referred to the tree warden for posting and hearing. Commissioners are: asking for Legislature for permission, to · borrow t~o.and, one hal$.millmun dollars, and.~up~ards for .'the purpose of,'building a'~new county.l Jail at-Middleton. Mr...Haley has boom, asked..to conduct a poll: of. the Selectmen to see what stand'the,County Association .should take.-' A hsaring is set' for ,February and.Mr. Haley would,.:like .to have a reply from the Selectmen before the hearing.: He sta~ed ~ thaC 'he has contacted nine Boards of Selectman'to date and they are all. opposed. No.tics received from the Planning Board' relative to the hearing held on February 1, 1954' to consider the petition of Effie C. ;Kostandin for approval.of a.proposed amendment of the Zoning By-Laws of the. to~n to change the classification of a parcel of property,"owued by Effie C. Koatandin, from a General Residential to a Business District. ~hs Planning Board voted unanimously to.recommend the chang~ of classification for the above mentioned parcel of property.
