HomeMy WebLinkAbout1963-03-11 Board of Selectmen Minutes· The regular meeting of the Board of Selectmen was held on this date with all members present, Selectmen William A. Finneran, Raymond.B~oadhead and F~ed P. Oakes having been unopposed were re-elected on March 4, 1963 for the ensuing year. The Selectmen, at their organizational meeting, voted upon Selectman Broadhead ts motion that the ~hairmen and clerks from 1962 be retained; William A. Finneran, Chairman of the Board of .~Selectmem, Fred P. Oakes, Chairman of Welfare and Raymond Broadhead as Chairman of the Licens. Lug Board. Finneren, Clerk of Licensing Board, Broadhead, Clerk of WeLfare, and Oakes, Clerk of the Selectmen. BEACONHILL BLVD. AND BAY STATE RGAD: The Selectmen gave a negative decision regarding the adjudication of the above-named streets thereby'con~curring with the recommendations of the Plan~Lug Board and the ~dviscry Board that they were not in favor of having the streets declared a '~ublin Way". The Board stated that it would be willing to arrange a meeting with the School Building Committee and other inter- ested departments who can help determine a course of procedure to have the town accomplish the end result of two properly accepted streets entering into the cow school. HIGHWAY DEPT: The Selectmen, going through the weekly warrant, questioned a bill from Bill's Auto Garage to the Highway Department in the amount cf $1,900.00 for the months of January end February, 1963. Selectmen Oakes requested that Ira Carry, Highway Dept. Supervisor be requested to attend'se? Monday nightts meeting, March 18, 1963, to explai~ the bill. ~OUSE NOVING APPLICATION: N~. Mildre~ Sarcione made an application to move a house from 88 Massachusetts Avenue 'to 404 Andcver Street. It was table~ one week to await recommendations from all. departments invol~d and the utility companies. MASSACHUSETTS ELECTRZC CONPANY: .... Notice was received by the Board that a street light wa~ ~removed on Beechwood Street and anoth- er was installed on S~r Street. FARRELL ~ASE: Arnold Salisbury, T own Counsel, was advised by the Board of Selectmen to dismiss the case without prejudice of the decree pending because the B cards involved decreed that the expense of a court action would not lead to any better conclusion than continued efforts of the local agencies and the cooperation of the principals. NASSACHUSETTS AVENUE REPAIRS: In answer to ~a letter sent to H. MacWllliams regarding the deplorable sta~e of Massachusetts · Avenue, ~. MacWilliams stated that "the foreman in charge of that area has been instructed to keepthe~road in passable condition". Selectman Rroadhead said tha~ such action was not enough; that the road W~uld have to be completely resurfaced to remedy the situation. A will be sent again to that effect. The Selectmen were inreceipt of a letter from Representative Pettoruto that the. Department of Public Works is definityly planning a road from the'Raytheon C ompamy to Waverley Road, 'The Selectmen..unanimously opposed the road at this meeting: According to theplans the proposed rcad is seven,tenths of a mile in length, runs from York Street, Andover, to Waverley Road at a point 700 yards west of 2urnpike Strest. No rotary is planned, but the installation of the rcad~jwnuld require widening operations of the westerly side of Waverley~Rea~.~ Letters opposition will,~be sent to JackRicciardi, Commissioner of Public Works, Rep. Albert utc, Arthur W~lliams, William Longworth and Senator James P. ~Pm~ak. As Selectman Rroadhead stated, '~e was definit~ly~opposed to the road since it would take traffic from Raytheon and dump it onto Waverley Road.:' · GOVERNOR PEABODY'S TAX PRCPOSALS: The Board of Selectmen went on record as-being opposed to Governor Peabody's tax proposals at this meeting. They also objected to a statement issued by the Mass. Selectmen's Association that 88% of the Selectmen favored that proposed tax bill. They stated that no one had asked the North Andover Selectmen for any opi~nio~n on the bill. BOSTON & MAINE RR. CRC~S~NG: Forms to be executed and a lette~ was requested by the above-named company from the Eown Couns el in processing the long-drawn out Marblehead Street Railroad ~ossLug. -~ BLUE CR~S~, BLUE ~IELD PROGRAM: The Board requested Town T~easurer, James Maker~ to include Irving C.
