GAS INSPECTOR:
The Board will meet with Gas Inspector, Mitchal Bootman, at 7:30 p.m. next Monday to set fees
for gas inspections as voted by town meeting.
RESIGNATIC~: Personnel Board:
George A. sanford, town employee representative on the Board, submitted" his resignation
was received with regret and appreciation of his services.

Highway Foreman, Walter R. Stamp and William J. Arsenault, proprietor of Btll'~s Auto Servi~ce,
attended the Selectmen's, meeting to discuss a truck repair bill withheld from last week,s war-
rant .byfthe 'Sclectme~. Mr, Stamp appeared for Ira carry, Highway Surveyor, who'was.ill.
Selectman Fred P. Oakes questioned questioned both parties on the exorbitant costs and' high
bills submitted by Mr. Arsenault for repairs of town trucks, particularly for the Highway Dept.
Mr. Oakes also objected stren~aly to the $8.00 per hour labor charge, Mr. Arsenanlt invoked.
Mr.,Arsena~lt had no reply as to why he charged such a high rate compared to sther':~ruck repair
.'-:. garages who charge, at the highest, $5.00 per hour. But he said the high repalr ~lls.ware dUe
to old equipment being used so much~ that the nature .of the work, hauling, .sanding:
caused the trucks to break down often. It was agreed by himto meet with
..a-pl~nto lower.costs on repair bills. Selectman Oakes concluded that there'-was a great need
for the town to have its own maintenance shop to perform light overhaul wnrk; ~e also cautioned
Mr. Arsenault.to lower his-costs mud to.consider giving a discount to the' town on parts, if not
on labor, because of the excessive business t~.e town. [Highway Dept.espeoially) gives .him.

Er. Smith, a member of the Fire Station Building Committee, appeared before the Board to state
he was willing to serve again if the selectmen so desired.and proposed that Chairman Dana
Fisher-be reappointed in view of the fine work he has done in past years. Re' also stated that
Bruce Sinclair and. Danan Hill had indicated a d~sire to serve on the committee.
SPECZAL TG~N MEETING:
The. warrant for a special town meeting was opened at 10:05 p.m. Monday, March 18, 1963 and
was closed on Tuesday, .N~r~ 19, 1963, at 3:00 p.m. The meeting will be held on April 1,
1963, at 8:00 p;m. in the North Andover High School Aud2teriun. T~ Articles to be voted' on
are as follows:
ARTICLE I: To see if the town will vote to raise and appropriate the sum of Forty-five
Thousand Dollars ($45,000.00), to be expended under the direction of the Board
of Fire Engineers to purchase a new ladder truck for the Fire Department.
Petition of the Board of Selectmen upon',.the recommendation of the Board of
Engineers.
ARTICEE II:
To see if the Town will vote to raise and appropriate the sum of
Dollars ($20,000.00), for its Reserve Fund, and to revoke it's~.action taken
under Article 104 of the Warrant for its 1963 Annual Town Meeting.

The Selectmen would like to know whether the $18,000. originally slated for resurfacing of
Greene, Prescott and Johnson Streets should be applied to other streets if work is needed more.

finowremoval emergency notice for Narch 21, 1963, at 12:00 p.m. was received
ghway Department Foreman and duly recorded here. from Walter Stamp,
Mr. Bootman met with the Selectmen on this date with a proposed schedule of rates to be charged
for gas inspections for the town. The schedule was referred to Town Counsel for his recommenda-
tions and ~will be discussed again with Mr. Bootman at 7:00 p.m. on Nonday, April 1, 1963.
RECREATI0~AL CO~NOIL: WILLIAM MCEVOY, CRAIRNAN:
Mr. McEvoy appeared before the Board with an excellent report and submitted a letter outlining
the various events that the playgroands will enjoy. He expressed a wish to have plans started
for a wading pool for the small children of the town. He cited how much enjoyment was realized
by children in the Imwrence areas with the pools installed there.
EASTER SEAL SOCIETY:
A letter requesting the week of April 1, 1963 be set aside as "Crippled Children's Week" was
received by the Board. A proclamation to that effect was submitted by the ~ai~man, William
Finneram, 'and placed on the bulletin hoard, Town Hall.
