HomeMy WebLinkAbout1963-04-22 Board of Selectmen MinutesApril 15, 1963 (continued) 285 ROAD REPA~S MEETING: I meeting with the Selectmen to determine the responsibility of town road repairs was had with representatives of the Highway Dept., Water Dept., Lawrence Gas Co., and Alfred Torrisi of the Ramey Contractors-~hgineers Company. The Selectmen were concerned in the common practice of '~ouck-passing" of the reeponsibili~ty of filling the multiple holes in the various roads. After much discussion, some of it heated, al2 parties concerned promised to back-fill and repair all excavations made by their departments and the Highway dept. agreed that after.a year, the road was their sole responsibility. CON, CT OF INTEREST: The Board will meet with Town Counsel, Salisbury, to discuss the new conflict of Interest Law as it relates to personnel and officials of the town. The regular meeting of the Board of Selectmen was held on this date with all members present, Selectmen Fred P. Oakes, Raymond Broadhead ~ith Chairman Firmeran presiding. HEARING: 7:30 P.M. Upon recomme~dattom of the fire chief, application to store gasoline underground was voted on unanimously by the Board for Bill's Auto Garage, Chickering Road. POLICE APPOINTMENTS: James J. Lustenberger and Thomas J. Gtaquinta were appointed permanent patrolmen by the Board, PAINT BIDS: Home 'Improvement Co., being the low bidder, was awarded the contract but will be asked to present proper insurance and license papers this week. · ~COMNENDATI~ OF FIRE DEPT.: ~ residents of the town sent a l~tter of high praise to the Selectmen for the personnel of the ~Lre Dept; Their prompt action saved their homes:~from possible burning~by prompt action putting .out grass fires. The letter was forwarded to Chief-Daw with appreciation and thanks from the Board. F~ COUNTY SPORTSM~N'S C~UB: An invitation was extended to a member of the Board to represent them at the Club's annual dinner on May 4, 1963. Chairman Finneran was delegated to attend. LA~RENCE GAS COMP~dIY: A petition was received and permitted by the Board to excavate on 544 Johnson Street, Mr. Evans. Board of Health. ~ ~-" ~ ~ -~. -,,~ ~,,,.~,~ ~m ~'~.,srrea '~o ~ne POLZCE RADTO STATICS: A contract for base radio stations for the police and fire departments as advertised by the Civil Defense was awarded to ,Mo%$Mo~acommunicattons and Electronics, Inc. according to Dewey Dyer for $1,480. The equipment will enable the police department to tie in to a Massachusetts State net, and the fire department to tie in to the Essex County fire net, ancor~ing to Mr. Dyer. TO~ REPORT: Representatives of the Recording and Statistical Corp, Boston, were present at this meeting to discuss the additional charges for the Town Report and to give a reason why they were so late in delivery. They admitted the Production Dept. of their company were in error not recognizing the dead line set for delivery. They ha~ no authority to represent the company and the Selectmen reques~ed they send one who would have the authority. 236 April 22, 1963 (continued) APPOINTMENTS: JohnofficersWilson,. 65 Water Street and Richard Holmes, Brooks School, were appointed Special Police HIGHWAY DEPT: DRAIN REPAIRS. The Highwmy Dept. were requested to correct the broken drain or the corner of Perlcy Road and Thorndike Street; remove the old fence corner of Massachuset%s Avenue and Waverley Road and to correct the existing condition on the property of Mr. Minihan, 45 Parker Street, North Andover. C0~NDATION: POLICE DEPT. · Letters of high prais~and commendation were received by the Board from Police ~iefs Charles F. Hart, Lawrence Police Dept~. and Chief Lawlor, North Andover Police Dept. of Officers Rand and. Mawson who apprehended a murder su.spect outside Lynch's Restaurant one hour after the deed had beenappropriate.COmmitted. Chief Lawlor was'~nstructed to commend the n~!cers in a manner he thought INVITATIONS: Invitations were received by the Board to attend the annual Booster ~ub Sports Banquest honoring the school athletes of the To~n and to the New England States Veteran Fireman's Meeting on Satur- day, May 4; the latter banquet to be held on May 9, 1963. SCEOOLBLDG. C~ITTEE : A letter from Chairman Harriman confirm/rig meeting of their committee with the members Board, Planning Board, Highway Department and the Board of Public Works on May 7, 1963, was received by the Board. RESIONATI~: Dana N. Fisher, G~airman of the Fire ~tation Bldg. Committee, submitted his resignation in a letter dated 'April, 22, ~963, stating~ that because of lack of support from the Town in the last five y~ars he thought it would be in the interests of the committee seeking to build anew fire station that he resign. He stated that if the project ware presented in another manner the To~n might possible support it and vote favorabl~/~r the project next year. The Board accepted the resignation, with regret, and voted a letter of appreciation and thanks be sent to Mr. Fisher. MASSA~qUSETTS ELECTRIC COMPANY: A notice was received of installation of street lights at the intersection of Sutton & Osgood Sts REGIONAL VOCATIONAL SG{COL: Notice w~s received of the first meeting of the vocational school.
