Selectmen Cokes, Broadhead with Chairman Finneran presiding.
HOUSING CC~ETTEE:
At a Joint meeting of the Board of Selectmen and the North Andover Housing Authority, Alvin C.
Watts, 29 Columbia Road, was appointed by unanimous vote, to fill vacancy caused by the death of
Al~rad H. NcEee. Ne will serve until the next annual election in Narch and the unexpired term cf
McKee will be placed on the ballot. Bis term will have expired on March, 1965. Appointments are
for five years duration.
TG~N ~RD PROGRESS REPORT:
Edwin C. Marphy, Chairman of the Town Tard Committee, appeared before the Board and advised them
a seventh possible location for the Town Garage was a 7 acre lot and was being considered
with the Dale Street Site. JNe stated that proper construction cf garage facilities would
a costly project.. Mr.~ Ralph Norrison of the Thomas J. Pearson Associates will view the sites
and prepare a prelimi~ary plan' for the building which will be discussed at the next Town Yard
Committee meeting. Mr. Murphy suggested that the estate of the late John Murphy be notified that
the Committee and Town were still interested in purchasing property adjacent ts the Fire S~atiou
for a new Police Station building and the Selectmen requested the Town Yard Committee secretary,
John J. Lyons, to do so.
AIRPORT MEETING:
Francis A. Jones, Secretary of the Law. Airport Co,~ission and Dr. Thaddeus P. Zimny, liason
car for the T°wn of North Andovar defended the si-port's use of a left-handed pattern in
lng runways and other practices. Arnold R. NacCollum, 126 Colgate Drive, originator of the
es, was the chief spokesman for the group of residents from that area. Ne was accompanied by
George F. Fitzpatrick, 100 Colgate Drive and Richard C. Pandak, 82 Colgate Drive. They were
sent to substantiate charges of safety hazards as outlined in MacCollum's letter to the Board.
After considerable discussion, The Selectmen voted to send letters to the Federal Aviation Agency
in an effort to expedite the phasing out of ranwa~s, specificall7 the north-south runway. The
airport Manager, Melvin S. Kirkman, was advised also to msintin a more vigilant watch over pilots
who used the airport, especially on week-ends when air traffic was heavy.
MASS. ELEC. CO. AND N.E.T.&T. CO.:
A petition for Joint locations of existing poles on Lacy Street, southerly, six poles and on Lacy
Street, northerly, seven poles, was granted by the Board.
ILAWRENCE GAS CC~PAN¥:
A petition to excavate on Appleton Street .and Main Street was granted by the Board with the
stipulation that a policeman be on duty durmng excavation on Natn Street.
TREE REMOVAL NEARING:
A petition for a tree removal was received from Joseph Gaumand, COt. Niddlesex St & Sawyer Rd.
and a hearing for same set for August 12, 1963, at 7:30 P.M. in the Selectmen's O~fice.
P~UEST:
A request for a sign entitled, .~Go-Zlow, Children" was made by Nrs. Donald Clough, ~5 Boston St.
to be placed at end of Boston Street near Thrnpike Street. The request was referred to Chief
Joseph W. Lawlor for recommendation.
BOND AND CC~TRA~T:
An i~emity bond was recived for the E.V. Delduca Constuction Co. for earth removal permit and
a copy of the Chapter 90, Salem Street, contract was received by the Board.
S~CI~E HOUSE MOVING:
Mrs'. ', Sarcione appeared before the Board to request an extension of time regarding the pla,.,cing of
her house on its foundation; the deadline had been August 1, 1963. She stated that Er. ~i~.liam
Deigham, 4 Wood Lane, had been unavoidably held up i~om completing the house removal because of
other committmente. The Board extended the completion date to September 1st but requested that
Mr. Deigham appears'before the Board at the their next meeting on Nonday, AuEuat 12th, at ~:~Op.m.
to discuss the matter.

The Board set the,gas.and elec.trical inspector.ratss, subject to Town Counsel comfirmation,on
s date. They are as follows. Initial permit .... $~.00 Additional gas and electric

'M~ORANDUM OF AGRE~T:
A Memorandum of Agreement was signed by the Selectmen and a copy sent ts R. NacWilliems~ it was
in regard to the maintenance of Main Street, Section 34, Chapter 90, wnrk to be completed by
November 30, 1963; .
SALEMSTREET CGITRAOT:
Three copies of contract re Salem Street, Chapter '90 reconstruction work, between the Town of
North Andover and contractor, Raymond E. LaRochelle, Inc. were signed by the Board and sent back
to the Department cf Public Works. As soon as the contractor receives a copy of the contract,
work is supposed to begin on the project.
