STATE DEPT. OF PUBEIC WORKS: SID~ALKS ON MASSACHUSETTS AVE.
Replying to a request from the Selectmen, Mr. MacWilliams sent a letter to state that, subject
to approval from the State, his department would be prepared to install sidewalks on Massachusetts
Aveneue on both sides from Waverley Road to Ohickering Road, and will provide funds and do all the
work n~cessary to construct the sidewalk excep the side walk surface. The Selectmen voted to re-
quest the. Highway Surveyor, Mr. carry, to send the Board a letter agreeing to fulfill the follow-
ing stipulations:
1. 'Provide L~ands for and place the sidewalk surface.
2..~ res~onsible for maintenance and snow removal on the completed sidewalk.
3. Be responsible for all slope easement and all grade damage claims by the abutters.
4. Nake no assessments on abutters for work done by the Massachusetts Department of Public
· Works.
HIGHWAY DEPT.
Mr. John Dolan, 1514 Sal6m Street, reported a dangerous traffic hazard existing because of .
poor road conditions on narrow curve at the foot of the hill in the vicinity of his home.
Board voted to request the highway department to repair and oil road to alleviate this condition.
SANTA CLAUS PARADE:
Notice was received of the annual Santa Claus Parade to' be held on November 16th at 9:00 a.m. The
Selectmen were invited to ride in a car heading the floats entered from North Andover.
MASSACHUSETTS ELECTRIC COMPANY:
The Board voted to have lights installed (2) and have (1) light increased in ~.llmmination between
Greene Street and Beech Avenue on Massachusetts Avenue. This was done to honor request of Donald
N; Keiratead, 415 Massachusetts Avenue and twelve Others who submitted a petition for. same to the
Board.
SECRETARY OF STATE:
An application for a certifics~of incorporation was received ~cr me~bers of the .North Andover
Scholarship Foundation,-~. It was referred to the Chief of Police for processing.
TECHNICAL HIGH SCHOOL DISTRICT:
Report of the 25th meeting was received by the Board.
CIVIL DEFENSE AGENCY:
A list of eligible equipment and projects was received by the Board and referred to Roland C.
Kerb. Civil Defense Director.
ANNEAL MEETING OF DEPAR?NENT HEADS:
Letters were v~ed to be sent to all town committees and department heads notifying them of
annual meeting-discuss next year's budgets. The meeting will be held in the company room inthe~
Fire Station, at 8:30 p.m. on Monday, November 4, 1963. Ail are urged to attend.
The meeting adjourned at 8:30 p.m.

The regular meeting of the Board of Selectmen was held on this data with Selectmen~ Ra2mond ,,
B~oedhead, Fred P. Oakes and Chairman William A. Finneran, who presided.
Hearings were set up for Nass. Elec. Co. & New England Tel. & Tel. Ce,om their petitions for Joint
pole locations, October 28, 1963, at 7:30 p.m. and Mass. Electric Company's petition for 7 tree
removals on Salem Street for Monday, October 21, 1963, at 7:30 p.m.
RIC~N CLUB:
The Bo~"d voted to approve installation of improved street lighting on Clark Street, vicinity of
the Richlyn Nits Club. A report of the removal of street lights on Middlesex and Perry stree~l
due to Route 495. conetruction was received also from the Nass.' Electric Company. Selectman
Raimond Broedhead requested a letter be, sent inquiring about the amount of money, these remov-.
als won!~ save the town. '
WILLTAM STREET RESIDENTS: RE BUS RONTE.
The Board received a petition signed by several residents of Williams Street to protest the East-
ern Ness. R7.¢o. using their street as a rerouta for their busses. T~ey stated that ,~he street
was very narrow and. several children living on street would be endangered. The Selectmen voted
ask a representative of the bus company to be present at thei~ next meeting on Monday, October 21s'
to discuss the matter.
FLUORIDATION:
A request seeking information on the merits or demerits of fluoridation was received by the
from a Fitchburg, Mass. resident which waw referred to the Boar~ of Health office.
