Electric Co. was set for February 17, 1964 at 7:30 p.m. INVITATION: An invitation was received by the Board to Join Postal Employees in their annual communion and church services and breakfast. Every effort will be made to attend. DIRECTOR OF ACCOUNTS: SNON REMOVAL EMERGENCIES: Contrary to previous action on snow removal emergency requests, Arthur H. MacKinnon, Director of Accounts, advised the Board in a letter dated, January 27, 1964, that he would not approve request for snow removal funds (letter, January 13, 1964) because notification was no~ received liaymn.his office bT January 10th. He quoted G. L. C.44, S. 56 which law states that"all items for ent ,of bills must be in by the 10th of January." Previous years Mr. MacKinnon had honored ~ town~ requests as late as February. This was the first notice of change of procedure the Board had received. Hr. MacKinnon advised that an Article be inserted in the. Town Warrant for Town Meeting for payment of the bills. ~v,~, DEEENSE: A meeting was set for Monday, February 24, 1964, at 8:00 p.m. with State representative of the Civil Defense, Francis Driscoll, Roland Kerb, Town Director and the Board to discuss · defense plan to be established under the National Planning Emergency Preparations report. CEAPTER gO-SALEM.STREET RECONSTRUCTION: A.metlng was arranged with Mr. James Carlin, Assistant County Engineer, the Board and all Salem residents whose land will be affected, for Monday, March 9, 1964, at Bradstreet School, 8:0Op.m. All 52 abutters will be notified by letter of the meeting and that the plans for the proposed reconstruction will be available for their convenience in the Sel$ctmen's Office, Town Building, any time prior to the meeting. CONTRACT: A contract received (21573) from the DPW, dated June il, 1963 .and~ signed bythe Selectmen and co,~..~ssfoners of the DPW was made out to R. Larochelle Contracting Co. of Andover for 1963 pro- ject on Salem Street. Letter of January 31, 1964, stated .that the contract was for work to be done in town of North Andover in 1963. I~ v-'zATION: An invitation 'was received by the Board to attend a conference of the Northeast Association of Board of Health at Rolling Green, North Andover Board of Health, hosts. TRAFFIC SIGNAIS: Selectman Fred P. Oakes stated that a letter from Rep. Pette~u~o advised the Board that the bill introduced by him to install traffic lights at the intersection of Waverley Road and Rt. 114 had been pass ed hythe Mouse, 38 in favo~ and 16 ageinst, and was now. before the Ways and Means Committee. ADJUDICATION HEARINGS FOR ACCEPTANCE C~ STREETS: Mearings were set up for the acceptance of Meadow Lane and Glenncrest D/lye 'On March 2, 1964 at. 7:30 p.m. and 7:35 p.m. respectively. Notices of Intention and Return of Service will be served by a.'Constable to all abutters of the two streets. The Planning Board, Highway Department and Board of. Public Works will be requested to submi~reports as to whether the streets in question are in proper condition for acceptance by the Town. iExplorer' scouts will be welcomed at the February lOth meeting in observance of Scout Week. (Not used) The Board of Selectmen re-opened the town meeting warrant at 4:40 p.m. on this date . Chairman. Finneran called meeting to order in an emergency measure to permit insertion of an article seek ing town authorization to pay Highway Department bills incurred in four snow emergencies in Dec- ember.... The Board also took action to legalize insertion of seven articles sponsored by the Town By-Law committee and the Town Counsel. The warrant was closed at
