Town Clerk and the Board of Registra di~ not notify the Chsirmau of the Democratic Committee or the Republican ittee prior to the changing of order re opening one precinct for the primsi~es instead of the usual four. 2. He stated that the choice of Kittredge School (Precinct 4) would inconvenience voters downtown and surrounding areas, that it was not central enough'i. After considerable discussion between the Board of Registra, Board of Selectmen, and the two party leaders (Republican Chairman, Leonard Windle came down for the conference) it was decided to rescind the previous decision of opening only one precinct and two w~uld be opened for the convenience of the t~nspeople. They will be Kittredge School for Precinct 4 voters and St. Michael's new school for voters of Precints 1, 2, and 3. Workers are %o be evenly distributed tom each precinct. ~W~IMA'CK VALLEY Riv~ P~LUTION: Selectman Broedhead reported to the Board that he and ~illiam Daffy, Public Works, attended the meeting on the above-named matter on Tuesday, February llth at Fanuell Hall. The corrective measure is a sound one and badly needed, he reported, but the cost so prohibitive that only Fed- eral Aid could assure its ~completion. The meeting adjourned at 8:30 p.m. Alice M. Nr. Fred Oakes stete~ that he would attend the meeting as he was particularly interested in having the Samatori~m used for a school for except- ional children. EDUCATIGIAL AID: Ale. tter from Mayur Collins, Boston, advised the Selectmen of a hearing of the Legislative Co~mtttesmon'' Taxation on Bill No. 508 - An Act to provide supplementary aid to cities and towns formunicipal services rendered to private, non-profit educatiamalinstitutions - tobe held on February 26th, 10:30 a.m. , Romm 460 in the State H~e. Representative Albert Petteruto was sent a telegram confirming request of the Selectmen,¢ubmit their interest in. passage of .said u,¥, ,. DEFENSE: Francis P. 'Driscoll, Civil Defense Sector 1-E Director and N.A. Civil Defense Director, Roland C. Eorb met with the Selectmen to discuss and explain s National Operations Plan to be followed in the event of an emergency. He stated that the Board of Selectmen would, at all times, be the ~governing body and responsible for all dec.isio.ns to be made during an emergency. Civil Defense ~.D?.ecto_r wou. ld act only under their authorization. The question of who would be next in charge ~.z~..rme ~oaru of Selectmen were not available. A continuity of government should be set up so ~nere would be a governing authority at ~1l times. The Selectmen said they would bring up the matter with Town Counsel and the By-Law Revision ~olm,~ttee and establish a continuity of govern- ment. Mr.Driscoll advised the Board. also of special classes given by Civil Defense to instruct local volunteers in the techniques of radiological detection. The Selectmen told Korb to try to interest the Special Police volunteers in taking such courses. INSURANCE: The Selectmen, Mr. Andrew ~offin and the Advisory Board met at 8:30 p.m. to discuss the pros and cons of the insurance program for the Town.
