March 16, 1964 The regular meeting of the Board of Selectmen was held on this date with Selectmen Fred p. Oakes, Raymond Broadhesd and Chairman William A. Finneran present. HEARING: MASS. E~EOTRZC CO. (2) Petition for pole locations on Mass. Ave. was approved by the Board at this hearing. Peti.tion for pole and wire locations on Marblehead Street was approved by the Board subject to the satisfaction of abutter, Mr. Smith. Mr. Charles Laur~tte, 155 Main Street, of the town Public Works department, ~ms chosen to serve on April 6, 1964 at Superior Civil Court in Salem. VOKE SCHOOL: Report received on 41st meeting. STATE CEFICE OF ~ISTRATI~ & FINANCE: Request for report on certain fees of which the Board asked for clarification. EASTER SEAL SOCIETY: The Board declared March 21, 1964 the date for selling of Easter Seals. OFFICE OF CG~M. OF VETERANSt SERVICES: Announceme.nt of a Veteran's seminar was referred to Veterants Agent, Bernard Blngham, for his ~participatmom in same. PUBLIC ADMiN~STRATION: Not~ce received of seminar to be held on Public Administration and Services. ' ~ ~ Notice received of hearing to be held on April 9, 1964 re discontinuance of PASsenger services to be held in the DM; rooms, 166 State House, Boston, at 10:00 A.M. 'GUARD MAIL F~NCE: Letter received re guard rail fence near Phillips gas station on Mass. Ave. stated that it had · been torn down and there was. danger of children falling in the river at this point. 'Er. Foster,' ·Building Inspector, was alerted to investigate the situation by letter on Harch 10, 1964 end the Board is still waiting for his report. MUNICIPAL ~GINEER]NG ASSOCIATES: Mr, Philip ~hr.itenour, P.E. represented the above-named company and stated that they were ~ffem ing their services of one day a week to cities and towns on all problems that would" concern~a consulting engineer, i.e ..... civil, sanitary~ hydraulic, design, investigations, reports, test- ~ ~ anti, supervision of construction. These services would be under a .yearly contract~:~one day t ours~ per week for $2,000. per year. Selectmen Broadhead stated that this w~uld be a ~'very .,' ~ economical move but thought this year, with the town ftmds at a low ebb because· of th~ schools, that the offer should be tabled for future reference. Ci~ DEFENSE: A letter from Civil Defense Director, Roland Kerb, advised the Board that Chief James Daw had denied him permission to locate a co~mmnicatiou center in the basement of the fire station be- .cause he had other plans for the area. Mr. Kerb urged the Board to make that area available · . because '~ feel that it is in the best interests of the Town, both financially and ilmctienally. If it becomes necess .a.ry.to locate in a different area, tlmds will be required which have · budgeted... Selectman Broadhead suggested that a meeting bearranged with the Board, Mr. Kerb and Mr. Driscoll to determine if the basement of the new elementary school w~uld practical and available. ' · POLICE CAR BIDS: Police Car Bids were~requested to be advertised in the Eagle-Tribune from Article II approved at Town Meeting. TGgN OO01ISEL: : Selectman Finnerun directed that letters be sent to department heads for a meeting at 7:00 p.m., March 23, 1964 for the purpose of appointing Town Counsel. AUX. PGLICE LiEUTENANT: ~ · Selectman Broadhesd made a motion to have a letter of thanks and appreciation sent to Domenick Beunano and the Special Police C~ficers for their unselfish and continuous services to the town. Approval was unanimous. HOME RULE: Atty. Petteruto, State Representative,will be requested to represent the Board in the for Home Rule Bill No. 1384. The Board feels that especially in the setting up of speed zones Town authorities recognize and know the needs of their particular area better that the State would. Sherman, appointed March 9, 1964. iRA CARTY PENSIG~: The Board voted to request Town Counsel to advise them on the proper steps to be taken on a town meeting resolution favoring the establishment of a pension for Surveyor, Ira' D.Carty.
