Finneran present. JUR ORS: Fred C. Saucy, 15 Cabot Road, was chosen to serve at Superior Criminal Court, May 18th, at New- bur~ort. Walter O. Kohl, 625 Turnpike Street, was chosen to serve at Superior Criminal Court, May 18th, at Salem. REGIC~L~L pLA~IING CG~SSSION: A request was received by the Board that a 3-member Planning Advisory Co,m,~ittee be appointed by the ~electmen to work with the regional planning commission. The Selectmen will .advise said tenp on Monday, May 4th. A notice was received of meeting to be held on Wednesday, April 29th. PJ~ET LIGHTS: Notice received of street lights installed on Sutton Hill Road, Wood Lane and Meadow Lane. A survey was requested for street lighting in the vicinity of the home of Dr. Pernokas, Sutton Hill Road. ~I~ I~.;LCH REPORT: An affirmative approve! of a certificate of imcorporstion of one Rita Crane for the establish- ment of a kinderg~rden at 33 Johnson ~ms received. R.R. TRACK REMOVAL: A letter from the District High~y Engineer, Jacob Berkover, advised the Board that their re- quest for removal of obsolete railroad tracks on Route 125 and Osgood Street ~ms being invest- igated to see if it was possible. .~!ONAL SCHOOL: Notice received of 47th meeting. ATTIC ~NERGY Notice received of above and referred to Civil Defense Director, Roland Korb and F. Driscoll. SUTTGH H~ILL RG~D REPAZR: A letter received from Joseph D. Caimi, Sutton Hill Road, complained of the poor condition of street mud requested it be repaired. A letter was voted to be sent to the High~,ay Dept. investlgation. CAR DAY,AGE CC~LAINT: Mr. Donald Z.~tt, Main Street, Rowley, Mass. appeared bef~e the Board stating that his new car was badly damaged due to large holes on Route 13~ on April 20th. Re stated he notified the police department so others wouldn't go into. the holes. The matter was referred to the High- ~myBept. for investigation and corrective measures. STREET SIGN REQUEST: A street sign was requested for Gilbert Street and Arthur Pinand ~.~s requested to make and in- stall same; also to repaint street sign at the corner of Youn~ and Herrick Roads. FAP~.~. DUM~: Selectmen Broa~heed requested that a ~opy of letter be sent to Mr. Ferrell on Box~ord Street, return receipt requested, to remind him that corrective measures must be taken to cle~u up his property by ~y 4th or court action would be taken. ~CLEAN-UP. ~EEK: The Board proclaimed the week of April 27th, "C!ean-Up"week. Residents may call Highway Dept. anytime du~ing week when they wish rubbish picked-up. IRA D. CARTY PENSIGN: Attorney Charles W. Trombly appeared before the Board to!p~sent a legislative bill for in- clusion in the November State ballot .'Authorizing the Town of North Andover to pension ira D. Catty on an annual pension of twenty-five hundred to be paid by said to~m in monthly inst ~a!!- manta", subject to the approval of the voters of the Town at the 1964 biennial State election. This bill is pursuant to the directive of theTown contained in the Resolution unanimously ado~ted at the Annual Town Meeting "that the Selectmen take such actiun~ as may be necessa~y rede the said Ira D. carry on snnua! pension not to exceed twant~-five hundred dollars ~ ($2500.00)"on motion duly made and seconded it was unanimously VOTED: That the members of Board of Selectmen sponsor said Bill and sign the Petition accompanying the s~me as parties petitioners. The Board then duly executed said Bill. The Bill reads as follows: AN ACT authorizing the Town of North Andover to pension Ira D. Carty. Be it enacted by the Senate and House of Representative~ in General Court assembled, and by the authority of the same, as follows: SECTION 1. For the purpose of promoting the public .good, the town of North Andover aha! retir~ at the expiration of his present term of office, on an annual Pension of twenty-five hundred ~ dollars to be paid by said town in monthly installments, Ira D. Carty, mbo has be highway survey- or for said town for thirty-one years.. SECTION 2. This act shall be submitted for acc~p,t~lce to the voters of the town of North Andowr at the biennial state election in the current year in the form of the following question, which chall be placed upon the official ballot to be used at said election: --"Shall an act passed by the General Court in the year nineteen hundred sed sixty-four, entitled PAn Act authorizing the town of North Andover to pension Ira D. Carty~, be accepted?" If a majority of the votes in answer to said question is in the affirmative, then this act shall thereupon take full effect, but not otherwise. May 4, 1964 The regular meeting of the Board of Selectmen was held on this date with Selectmen Fred PJ Oakes, Raymond Broadhead and Chairman William A. Finneran present. ' Donald Cummings, 508 Main Street, a plastic tool technician, was dra~m for the June 1st sitting at Superior Civil Court in Salem. PR.TS ON INDUSTPTw. q: :Notice received of annual Prison Zndustries Meeting in Framingham, May 13, 1964, at II A.M. 2REE R~IOVAL REQUEST: ~Petition received from New England Tel. ~& Tel. Co. for removal of a tree at the corner of Boston and ~van Streets. Hearing was set for May 11, 1964, at 7:30 P.N. HIG~dAY DEPT: Letters received on matters of car damage complaint of Donald Matt and the poor condition of Sutton Hill Road advised the Selectmen that holes on Route 133 had been repaired ~and that there was no money in the till to extensively repair Sutton Hill Road this year. Ho~mvar, holes' w~ld be filled and temporary repairs ~mmldntake place. GAS STC~.GE: was set up for May 18, 1964, at 7:30 p.m. on the application of Cyr Oil Co. to store gasoline underground at their station on 1717 Turnpike Street. Petition was referred to Town Clerk for propor processing. STREET RE~OCATION: from Attorne~ ~.arlesW. Trambly advised the Board that he had applied to the~ of Massachusetts requesting the~ reimbursement to the Town for the ~xpenses of Marblehead Street re-location in the amount of $6,450.00. PENSION: letter from Atty. Trombly advised the Board that he hed"delivered to Rep. Arthur Williams the Bill and Petition signed in accordance ithe the ~Vote on April 27, 1964. Mr. W~]tams has agreed to have the Bill submitted by the three local Represeut~tives and Senator James Rurak and feels confident thins are in order. P · 9115th AIR FOR~ RESERVE RECOVERY SQUADRON: 'An invitation was received by the B card to attend Open House on May 16th. As they .stated.the~ expected a crowd of 10,O00 people, the Board-vo~ed that Chief Lawlor be notified to inSUre ~ proper police protection and order. ~ 2-Hour Parking on Main St.: L~tters were received from Merrimack Valley National Bank, Andover Savings Bank, and the North Andover Business Associates approving the Board ~s plans to institute 2-hour parking on Main St. to ~nable citizens doing t~n business to have available convenient parking spaces. A letter from Town Counsel advised Board that they hsd the authority to do so and the matter Was tebled until Board could confer with Chief Lawlor as to exact area and hours for the parking zoning. REGZCHAL SCHOOL DY~TRICT: Notice received of the 48th and 49th meeting.
