The Board was asked to send a letter requesting that a letter be sent expressing their hope
that the strike would be settled soon to the satisfaction of both sides in the very near
future. Many families in North Andover ere adversely affected and have been for some time
because of the continuation of the strike.
PLAY~ROUND FIELD DAY:
A letter from Bill McEvoy, Recreational Chairman, invited the Selectmen to participate in
the annual Field Day to be held on Wednesday, August 19th.

The;]~oard of Selectman held their regular meeting on Monday evening, August 31, 1964
with the following members present and voting: Chairman William A. Ftnneran, Fred P.
Oakes, Clerk; and Ra2mond Broadhead.
ADVISORY BOARD: '~
Mr. Theodore Peters appeared before the Board as .the new chairman of the Advisory Board,
to familiarize himself with the procedures and also requested some possible means of
having the budgets submitted earlier than they have been in the past, in order to act on
them properly. The Board suggested he contact Town Accountant David Roche, who had
expressed his willingness to meet with the Advisory Board and help out in any way.
JOHNSON STREET MARKING:
Mr. ~dney Coleman, 247 Farnum Street, appeared before the Board stating traffic con-
ditions were still bad on Johnson Street, especially in the vicinity of the Reynolds
residence and Starrett Acres. Ne said the signs did help somewhat, but he' suggested
painting a yellow line. This matter will be referred to the Police Dept.
NEETING ADJOURNED TO LICENSING CC~NISSION:
Mr. John Walsh appeared before the Board regarding the serving of drinks from an ~un-
labelled bottle at Bob White's Restaurant. Mr. Fimneran made a mo~ion to adjourn the
meeting to the Licansing Board. Mr. Oakes seconded the motion and the vote was unani-

Two Jurors were drawn:
1. Fred ZaJac, 360 Waverly Road - Production Supervisor for
duty at Salem Civil Court, 1st session, September 14, 1964.
2. Tom Ingrain, 96 Marbleridge Road - Timekeeper, for duty at
Lawrence Superior Court, September 21, 1964.
NEARING: Pole Location
A petition for a pole location on School Stree~ was approved unanimously. This
· petition was from the N. E. Telephone'& Telegraph Co. and Nassachusetts Electric CO.
Mr. Oakes made the motion to grant, the permission; Mr; Broedhead seconded the motion
and the vote was unanimous.
STREET LI~T R~UEST:
Domanic Messina, 287 Chickering Road and Norman Schroeder, 1474 Turnpike Street re-
quested street' lights. Mr. Broedhead made a motion to request a survey from the
Mass. ~Electric Company. Mr. Oakes seconded the motion and the vote was unanimous.
UNITED NATIONS DAY:
Notice was received from UN DAY National Chairman that a local chairman should be
appointed for U.N. Day (October 24). Mr. Ftnneran recommended Rev. Donald J. Clark,
as was SUggested to him by former chairman Rev. Ernest Brown, Jr. who is moving out
of town. Mr. Broadheed made a motion to appoint Rev. Clark, Mr. Oakes seconded the
motion and the vote was unanimous.
DEPT. OF PUBLIC WORKS:
A letter was received from the State Dept. of Public Works, Office of the Commissioner
regarding the reorganization of the Mass. Dept. of Public Works. Rep. Albur%
Pettoruto, who was in the building holding conferences, was requested to come into
the meeting, was told of the letter and his opinion asked as to requesting another
conferance with the Dept. of Public Works. He said he didn't think it w~ald do any
harm to-try again, but it should be done before election, Nov. 3rd. It .was then

suggested by the Selectmen that a conference be held with the Governor, to which Mr.
Pettornto agreed, suggesting that Sen. Rurak and Gov. Counciler Buckley also be in-
vited. Mr. Oakes extended sincere thanks to Mr. Pettornto, saying he is the only
man who has done his utmost to help and support the desires of the town of North
Andover. Mr. Brosdhead and Mr. Finneran agreed "most heartily".
On motion of Mr. Oakes, a letter will he sent to Governor Peabody re,meeting en'c
immediate conference and listing the requests the Board has mede of the State Dept.
of Public Works for the past four years. Mr. Broadhead seconded the motion and the
vote was unanimous.
A letter was received from the State Executive Office for Administration & Finance
regarding a training program of engineering employees of cities and towns.
An invitation was extended to the Board to attend a farewell dinner honoring Elbert
Moulton, Exec. Vice Pres. of the Greater Law. Chamber of Commerce who has resigned.
This will be held on the evening of Sept. 3rd. Mr. Oakes will attend.
PETITION: Buried Cable:
A petition was received from the New ~gland Telephone & Telegraph CO. for buried
cable across Great Pond Road southeasterly to property line, approx. 43 feet of
buried cable. A hearing is necessary. The hearing will be held on September 14th
at 7:30 P.M.
PETITION: Joint Locations
A petition was granted to the Mass. Electric CO. and N. E. Telephone & Telegraph
0o. for Joint locations - existing poles, on the southerly side of Essex Street
at points approx. 100 feet, 183 feet, 2§9 feet, 389 feet, 4~0 feet, 589 feet, 689
feet, ~0 feet, and 886 feet westerly from Great Pond Road, 9 poles. Mr. Oakes
made the motion to grant the petition, Mr. Broadhend seconded the motion and the
vote was ~-~eni~ous.
PETITIONS: Lawrence Gas ~mpany
Mr. Oakes made a motion to grant permission for the Lawrence Gas Company to
excavate, at the following locations:
a. 431 Johnson Street (and install gas service)
b. 141 Prescott Street (and install gas service)
c. 54 Prospect Street (and install gas service)
d. Johnson corner of Mill Street (and install gas service)
Lot #4, Johnson Street (and install gas service)
e. 193 Sutton Hill Road (and install gas service)
f. 293 Waverly Road (repair gas main)
Herrick corner Buckingham Rd. (repair gas mains)
Patriom at Belmont Street (repair gas mains)
Mr. Broadhead seconded the motion and the ve~e was unanimous.
MAIN STREET LTGHTING:
A letter was received from the Mass. Electric Company not~_fying the Board that
the relighting of the business district of Main Street has been completed.
RSD¢ MEETING:
Notice was received of the 60th meeting of the Regional School District Committee.
BOARD C~ APPEALS:
Copy of a letter which Town Counsel sent to Board of Appeals was received regarding
a court case against the Board of Appeals.
A form letter was received from the Division of Civil Service referring to several
acts .of the Civil Sex, ce Law which became effective in 1964.
CO,PLAINT:
A telephone complaint was received from a woman on Zunes Street (who did not give
her name) that she cannot get through to her property on Booth Avenue, where she
wants to build a home. A w~men who lives on Booth Avenue, hot-topped the street
(which is a paper street) at her own expense and will not allow eny~ne through.
This information will be forwarded to Town Counsel to determine what action can
be taken.
