TRAFFIc COMPLAINT: Peters Street and Waverley Road.
A letter from several residents in the vicinity of Peters Street & Waverley Road was received
by the Board. The letter stated that pedestrianssand 26 children's lives were endangered day
after day b~ speeding motorists and lack of traffic control. They requested an investigation
and traffic control to begin with a "Go-Slow - Children" sign. The matter was refer~ed to the
Chief of Police who was requested to send copies to the DPW an~ the Stat~ Police.
Meeting adjourned a~ 8:30 p.m.

SALEM STREETCONSTRUCTION:
Michael Lespasio, Chapter 90 engineer of the D. P.W. appeared before the Board ~o advise
them that bids for the continuance of construction on Salem Street would be advertised
in October, 1964. He stated that actual construction would not begin until next Spring,
1965, but all drainage work would be done this year. The proposed road under construc-
tion would be approximately 2400 feet, 24 feet widewith 5 foot shoulder. He also
stated the sum of ~63,000. had been allotted for this project.
NOTICE: ~APTER 90 ALLOTMENTS.
Notice was received of the annual county hearing re Chapter 90 allotments for 1965 pro-
jects. The Hearing will be held in Salem Court House, 2:30 p.m., October 7, 1964.
INVITATION:
The American LegioEmnd Auxiliary invited the Board to their Joint installation of
officers, September 28th at 8:00 P.M. The Board will attend if the Selectmen's
Meeting is terminated in time.
BUILDING CODES:
Letters and copies of building codes from the cities of Fort Lauderdale, Miami, Florida,
and Dallas, Texas were received from the Board in answer to their request 'of the pre-
vious week. This will enable the new Building Code Comittee, to be appointed in the
near future, mo draw up 'a practicle Building Code for the Town of North Andover.
HIGHWAY DEPT.-CHASSIS DISPOSAL:
A letter from-the Highway Dept. advised the Board that bids were advertisied for the
sale of a truck chassis not needed by their department. One bid was received from
Emile A. Giard, 130 Appleton Street, for $35.00. The Chassis was sold to Mr. Giard
and the check turned over to Town Treasurer.
HIGHWAY DEPT. REPORT OFDRAINAGE COMPLAINT:(V~NTRILL0)
Re complaint of Nicolas Ventrillo, 14 Wood Avenue, who said water during a rain storm
and in due Spring would cascade down from Sutton Street onto Wood Avenue washing out
his driveway every time. The Highway Dept; advised the Board that the only remedy to
the situation would be ko install two new catch basins, one at Wood Avenue and one at
Wright Avenue, to be connected to the main trunk line across the street. A ~ownNeeting
appropriation of funds for such work would be needed; the Board so advised Mr. Ven-
trillo.
FINE DEPT: DISPOSAL OF OLD LADDERS:
A communication from Chief Daw advising the Board that they were going ~o dispose of
old ladders by calling for bids. The Board voted to approve this procedure. Chief
Daw was so notified.
MASSACHUSETTS ELECTRIC CO.:
The Board approved a survey for street lighting in the vicinity of 121 Farnum Street.
The Board also requested the electric company to make surveys in the vicinity of 32
West Bradstreet Rd. and 43 Magnolia Drive.
The Board set up a hearing on petition of the Mass. Electric Co. to construct an under-
ground conduit on Great Pond Road for October 5th, at 7:30 p.m. Abutters to be not~-
lied.
BUILDING INSPECTOR: TRAILER & SERVICE STATION.
Report submitted by Charles Foster on a trailer parked stated that the owner had been
asked to remove it who would do ac as soon as he had purchased some land to put'it on.
BOATS - LAKE COCHICHE~ICK:
Chairm~n Finneran stated that he had received many requests regarding an area 0~.the shores
of the local Lake whereby boats could be launched. The usual place on Pleasant Street
was fenced off last year.

Building Inspector: On the service station complaint, he stated that the service
station has been in continuous use as both a service station and gasoline station
since 1948 and that the o~ners have a non-conforming use which would allow the
storage of any oars upon the lot being repaired upon the premises. He advised the
operator of the station, Mr. Richard Bell that he is allowed to have on the lot only
those cars or trucks that are actually being worked on or that are waiting to be
· worke~ on. No cars are to be allowed there as a source of parts only.
Mass° Electric Co.:
The Board requested clarification of survey for street lighting on Sutton Street
re the cost to the Town.
D.P.W. TOWN PROJECTS: TRAFFIC LIGHTS, RT. 125, AND NASa. AVE. SIDN~ALKS:
Representative William Longworth appeared before the Board ~ith a "progress report'
on two of the requests the Board has been waiting to have action on for over three
years. The letter given to Chairman Finneran, by Longworth, from Commissioner
James D. Fitzgerald stated that the installation of the traffic lights on Main St.
and Route 125 (Chickering Road) was in process and merely awaited the completion
of paper work before starting the installation. The sidewalks requested for the
benefit of the children attending the new school would be of bituminous concrete
mixture and the installation is in the process, it, too, waiting for completion
of paper work. Longworth was thanked for his cooperation, asked for during the
last three years, but only evident in the last two weeks.
ESSEX COUNTY RETIRE~T BOARD: IRVING C. R0~ES:
A letter from Thomas Duffy, Chairman of Retirement Board, stated the Irving C. Howes,
member of the Board of Public Works desired to continue membership on said Board
after he reaches~the age of 70, October 31, 1964. He is permitted to do so as he is
an elected official, and is eligible to retain his membership in the retiremen~ savin
fund until expiration of his term.
TEXTi'LE MUSEUM:
The Board officially recognized the opening of the Merrimack Valley Textile Museum
Saturday, September 19, 1964, by unanimous approval of a reunion by Chairman F~nneran.
Mr. Finneran, who represented the Board at the opening, commended those persons re-
sponsible for locating the museum here~ commenting there were only a few such
ments in the world. The Board conveyed their wishes for continuous good fortune
success in the future to its benefactors, trustees and staff.

An estimate of work dome on contrac~ was received by the Board on Contract #19391,
the amount of $2%203.37 to be paid by the Town of North Andover.

HEARING: GASOLINE W~DS:
A~ contract, awarded annually, for delivery of 12,000 gallons, regular, and 40,000 gall-
ons, premium~ gasoline to be usedby Town vehicles was awarded to Gulf Oil Corporation
of Manchester, New Hampshire, who submitted the lowest bid of .177 regular and .200
premium.
PROCLAMATION:
The Selectmen proclaimed the week of October 12 to 19 as '~atriotic Education Week"
at the request of Miss Jane Valpey, 104 Greene Street, who is President of the Samuel
Osgood chapter of the Children of the American Revolution. Townspeople were urged to
take an active part in affairs of the nation.

A compl~nt from Leonard Albis, Manger of the ~lin~on Trust bank, N~th
advised the Board that the concrete sidewalkwas ba~yinneed of r~air, that~a ~m~
had turned her ankle badly and they feared someone would take a bad fall if the
wa~ ~s not r~air~ ime~ately. The Highway Dept. was instructed to investigate
matter and r~ort to the Board~at co~ective measures would be t~en.
CONSERVATION CG~MITTEE APPOINTMENT:
Mr. Prank Lewis, 14 Highland Terrace, was appointed the seventh member of the C onser-
vasion Committee replacing John Conners who resigned.
LAWRENCE GAS CC~PANY:
Petition to excavate on 29 Hamilton St., 18 Glenwood, Waverly Rd., corner of Green St.
Middlesex Street, corner Waverly P~., and 392 Waverley Rd. was approved by the Board.
