POLITICAL SIGNS:
A copy of a letter sent by the Building Inspector to Robert C. Hahn advised the Board
that at the present time, the only restrictions placed upon signs are that they may
not be posted upon a pole or tree. The Town By-Law does prohibit signs being posted
in e residential ares; at present not being enforced. Starting January l, 1965, no
signs of any nature will be allowed in residential areas.
BOARD OF REGISTRAS:
John Lyons and Mr. McCormack, Bal. of Registra, appeared before the Board advising them
that Precinct Warden 4, Sidney Rea, was ill and could not work in the ~ov. 3 election.
The Selectmen thereby appointed Mrs. Rite Hanlon, temporary Warden of Precinct 4 for
the November 3rd,electian. The Board requested John Lyons ~o check all procedures.

The BOard of Selectmen held their regular meeting on this date with all members present,
Fred p. Oakes, Raymond Broadhead and Chairman William A. Finneran.
Carole Casale, 29 Belmont Street, Secretary was drawn for Jury duty in Superior Court
a~rsulem, Mass., November 30 1964.
Veronica C. Mead, 129 Osgood Street, housewife, was drawn for duty at Superior'Court,
in Lawrence, Mass., on December 7, 1964.
INVITATION:
American Gold Star Mothers, Inc., invited the Board to attend their annual installation
ceremonies on November 8. Fred Oakes said he will be happy to attend. Selectmen Ray-
mond Broadhead and Mr. Finneran will be unable ko do so due ko previous commitments.
COMPLAINT:
Mrs. Frank Guerrera, 31 Carty Circle reported that a Benjamin J. Besuchesne of 312
Andover Street was storing old cars in field behind his house causing eye-sore view
from residences on Carty Circle. Building Inspector will be contacted to investigate
and submit report to Selectmen on November 9th for their meeting.
A reply from Jacob Berkovcr to the Board~s letter advising his department of a stagnant
area of the abandoned portion of the Shawsheen River due to Route 495 construction
stated that he agreed it was "clearly a potential health hazard which will be eliminated
before the ~jecent construction project is completed..,
BOARD OF APPEAISNOTICE: FILETTI:
A notice of a hearing on petition of Joseph Filettirequesting a variance of the zoning
laws so as to permit the addition of a one story building to the existing building on
the south side of First Street.
ADVISORY BOARD:
Notice was received from the Advisory Board that all departments were to compile their
own budgets and have them completed and in the Town Accountan~s office by December 1st.
Any department heads who are going to sponsor articles in the town warrant do so as
soon as possible.
SALeM STREET:
The Board received a Memorandum of Agreement re the Salem Street Construction to be
executed by them in duplicate and sent bac~ to Jacob Berkover, District HighwnyEng-
ineer.
TU~NWARRANTARTICLES:
Articles received for the Town Warrant included om from the T~ee Dept. requesting
appropriation of $3,200 to purchase a brush chipper. One from the Board of Public
Works to raise money suffi~cient to extend the water system on Winter Street from the
present terminus 1800 feet s.easterly.
Selectman Rroadhead commented on an editorie! in the Eagle-Tribune which hsd stated
that the D~Whad "rediscovered,, North Andover regarding the break-down lanes on Route
125. Mr. Broadhead said that it was only because the Board had worked on said project
for man yyoars and the Board wnuld seek a conference appointment withMr. Warner and
would try to see him when they went to the ABC hearing on
