CIVIL DEFUSE:
A letter was received by the Board notifying the Town of a National Air Raid Warning
test for Massachusetts.
URBAN P~N~NAL:
Letter received advising that information or assistance could be requested from the
Department of COmmerce and Development.
CLINIC:
Notice received of a Welfare and Pension Plans Clinic to be held in Lawrence, November 19.
MASS. RAY TRANSPORTATION AUTHORITy:
Notice. of meeting at the Parker House, Boston, Mass., November 23, at 2:00 p.m., Board
invited to attend.
TUrN WAPJtANT OP~NING AND CLOSING:
The Selectmen voted to open the Town Warrent for inclusion of Articles on December 14,
1964, at ?:30 p.m. and close it on January 11, 1965, at 9:00 p.m.
G{RISTMAS CARCL CONMITTEE:
Selectman Fred Oakes reported that the Christmas Carol annual sing wOuld be held indoors
in the High School Auditorium due to several requests from townspeople. Town Clerk Lyons
was .named chairman of the committe assisted by a large group including the school Nusic
Supervisor, Clarence F. Mosher and High School band Director, Milton J. Kimmel.
SANTA CLAUS PARADE:
A group of interested townspeople appeared at the Selectmen 's meeting to discuss 'the
Santa Claus parade scheduled for November 28, at 10:00 a.m. In the event of inclemenm
weather, the parade will be held at 2 p.m., November 29, on a Sunday. The parade will
begind at the elderly housing project on Fountain Drive where Santa Claus will land in
a helicopter. The Parade will then proceed along E. Water,Water and Main Streets, Waverley
Rd and up to First Street hill to the Main Street shopping plaza where candy will be
distributed to the children. Members of the committee will work out arrengemenZS for
the parade during the week, and will attempt to line up float entries as soon as possible.
JI~NK CAR CG~PLAINT:
Building Inspector, Charles Foster, submitted report on his investigation of Guerrera
complaint about storage of Junk cars on property of Richard Boanchesne, Andovor Street.
Foster stated he had given the property owner until December 7 to remove at least 10
Junk cars from his property. Foster said he found there were 11 second ha~d cars stored
on the premises in addition to the owner's two cars and a truck which bear 1964 registra-
tion plates. Zoning laws prohibit the storage of mere than four vehicles in a Residential
Zone. The Board asked Mrs. Guerrera to return to the meeting on Monday, December ?, if the
cars had not been removed as requested.
STATE DECENNIAL CK~SUS:
A letter on the State Census advised the Board that Town Clerks usually were assigned to
supervise the census. The Board voted that Town Clerk be delegated for the Job as is
the past. Suffieient funds will be added to the Town Clerk's budget for the census.
Select.m.~an Fred P. Oakes, Chief Lawlor, Senator James p. Rurak and Reps. Albert Pettoruto
and Arthur Williams met with John Warner, DM~ Commissioner on November 16 at 100 Nashua
Street to discuss the possible correction of. the break-down lanes on Osg~od Street, Rt.
125. The break-down lanes have proven in the past to be an acute safety hazard and town
officials together with Western Electric head personnel~ consider the correction of such
to be urgent. This was so stated to Warner once more by Selectman Oakes. Warner, as in
previous meetings on the mat.tar, presented a luke-warm view re the safety factor end
bluntly stated that there were several other projects throughout the State that he con-
eidered more urgent.' At a previous meeting, however, he had assured the Selectmen that
he might consider sealing the lanes by a new, but inexpensive method. He admitted, also,
· that he had not viewed the road in question during peak traffic hours. Senator Rurak
said Western Electric officials were greatly concerned end highly in favor of removing
the lanes, and he called the proposal, requested by town officials for many years, 'badly
needed :'
ALL NIGHT PARKING BAN:
The Board voted that the all-night parking ban would become effective at 12:01 a.m.

and March unless weather causes the Board to decree otherwise~7, January, February,
