The Board will also request a reply as soon as possible due to the fact that if an Ar
Article is to be inserted into the Town Warrant on this matter it would have to have
the information by January 1 as the Warrant closes January il, 1965.
INVITATI~:
The Board was invited to attend a dinner meeting on Thursday, December loth, at 7:00
P.M. at the White Cliffs in Northborough, Mass. for the purpose of.discussing the
financing of ~hi!nter~ta%& Route 495 from Salisbury to Foxber. cugh. This, the ~Ietter
stated, was the last remaining hurdle.
H~BROOK, MASS. REQUEST:
A letter from a DPW Study Committee of Holbrook, Mass. was received requesting infor~a-
regarding the management and set-up of our Board of Public Works. ' The request/was re-
ferred to Mr. Duff y, DPW Superintendent.
APPLICATION TO PEDDLE:
An application 'was received from Alphonse A. Sammataro, 15 Wentworth Ave., North Andover,
to peddle novelties. The applicatiomwas referred to the Chief of Police for investiga-
tion. ' '

Mr. Pimaud, sign maker, appeared before the Board to ask if they wanted the sign read-
ing "Sea~onts Greetings" installed across Maim Street as is done every year.. The
Selectmen voted approval.
The meeting adjourned at 9:15 P.M. ~ _
December 7, 1964.
Board of Selectmen held their regular meeting on this date'with all members present,
~ Selectman RaYmond Rboadheed, Fred P. Cakes and ~airmen William A. Finneran.

Petition was set up for hearing, December 21, 1964, at 7:30 p.m.
Petition received for Joint pole location, no hearing necessary, on Dale Street and
approved, by the Board.

MERRIMACK AND SUfTCN STREETS:
Notice was received from the Route 495 resident engineer that the above-named streets
would be ~opaned for normal traffic as the Eonte 495 work had been completed in that
DEPT. OF 'PUBLIC WORKS:
Copy or Memorandum of contract NO. 22122 (Salem street) was received by the Board;
BUREAU OF ACCOUNTS:
Notice from Bureau of Accounts 'advised the Board that all bills for Snow Removal
emergencies should be received by his office by January lO, 1965.
T~4N COUNSEL - CAPITAL OUT-LAY C~9~ITTEE:
A letter was ~eceived by the Board in answer to their inquiry as to the setting-up
of a Capital Out-nay Committee for the ToM. Mr. Salisbury advised that the Committee,
appointed by the Selectmen, should be comprised of three members from the Advisory Bal.,
one member from the Planning Board, one accountant and two at-large members making a
7 man Committee. it should have a by-law creating it and roughly defining its duties;
an appropriation, a chairman and a secretary, meet in the summer or fall and meet with
the full finance committee occasionally. The objectives of the committee,as per out-
lined in Needham report, would be ~1).To anticipate and schedule capital improvements
over a period of years according to priority of need and consistent with the town's
fiscal procedures and ability to pay. (2). To forecast necessary borrowings and their
probable impact on the operating budget and tax rate of the'town. (3). To maintain the
town as properly balanced with business, industrial and civic uses. --The report of the
capital outlay committee does not commit the town or its officials but is a study of
fin.a~, c.ia.1 matters ,on a long-range basis. Usually a six year period is chosen in which
capxmaA xmprovemenms may ce arranged in order of relative priority. It should be re-
