COMPLAINT:
Referred to Nick Nicetta, High,my Surveyor, was a. complaint from Charles Mattes that
contructien company was installing a pipe that is inadequate on Sutton Street. A
report was requested for next meeting. ..
B &MRR. CO.: TRAC~S:
A letter was requested to be sent once more t~octhe B. & M. R.R. Co., 160 Causeway St~
Boston, I~ss. to tn~ulrc why the railroad tracks on High Street, Sutton and Osgood St.
crossings had not been repaired as promised.
ROUTE 4~S STREET LIGHTS:
A request will be sent ts Mr. Lovering, DE~, asking why the lights have not been. installe
under the new Route 49S bridge.
M.~SS. AVENUE:
A letter will be sent to Commiesioner Francis Sargent to request a list of proposed
street repairs to be done on Mass. Avenue before the Town will accept it as a Town Way.
The letter will be requested to be sent so an Article to that affect can be prepared for
Town Meeting in March.
SPECIAL TG~N NEETING:
A special Town Meeting was declared by the Board to be held on November 8, 1965, at 8:00
P.M. in the North Andover High School Auditorium. Two Articles will be voted en:
ARTICLE I:
To see if the Town will vote to authorize the Planning Board, in its
discretion, forthwith to expend all ar any part of the $1,015.00 made
av~ilabl~ under Article ~SA of the 1965 Annual To~n Meeting Warrant for
planning studies and services to be performed by th~ gantral Merrimack
Valley Regional PlenningDistrict Commission. Petition of theN.A.
Planning Board, James M. Bannen, Chairman
ARTICLE II: To see if the Towa will vote to amend Section 3.77 of the North Ando~er
Zoning By-Law by adding thereto the following new sub-paragraph: (14)
A certain parcel of land situated in said North Andover,
as follows: Northerly by Sutton Street, four hundred feet more or less;
Easterly by land now or formerly of Kenstandin, four hundred thirty-five
feet more or less; Southerly by other land of Airport Commission of the
City of La~rence, end'~h~ the City of La~rence, 400 feet, more orless;
Westerly by other lend of Airport Cmmmtssien of the City of~ La~mence, and
the City of Lawrence 435 feet more or less'. Being the same premises~~
conveyed by the Airport Commission of theCity of Laurence'end the City of.
La~rence to the Knights of Columbus Assaicatien, Inc., by deed dated
October 19, 1964, recorded in the North Essex Registry of Deeds, Book 102
Page 12~.
(The proposed amendment will change the classification of the area in
~uestton from Country Residence to General Business.)
Petition of Joseph J. Senia, 1518 Great Pond Roadu and others.
Representative Williams reported that's si~n with the name '~orth Audover" will.be
temporarily installed at the intersection of Zu~rstate Route 93 at Route 4~5 at
the request of the Board.
CC~NDATIGIS:
The Board would like to go on record commending the Fire and Police Department for
their excellent work and service in the recent gas explosion on Chapin Road.
INSURANCE PROPOSAL:
N~. Andy Coffin of Coffin Insurance Company, stated to the Board that Town insurance
could be 30% less than the current premiums the Town is paying prudential Insurence,
the present TOwn insurer on employees Life insurance. The Prudentia~ Company will
submit a report~ after which the Board will take the matter under advisement.
