The Board of Selec~an held their regular meeting on Monday evening, October 2~,
1965 in the Selectmen's Office with the following members preeent and voting:
Raymond Broadhead, Chairman; Fred P. Oakes, gierk and William A. Finneran.
GAS EXCAVATION =
A petition to excavate for gas service installation at 188 High Street was
approved By the Board.
STtLEETLI~HTINSTALLATIONS:
Two letters were received fromM ass. Electric Co. noti/~ing the Board of street
light installations as per their requests.
NIDDLETON PERAMBULATION:
,Astatement of perambulation was received from the Middleton Board of Selectmen
which they requested the Board to sign and return one copy to them.
LAWReNCE-NORTH ANDOVER BODNDARY:
A note was received from Town Counsel Arnold Salisbur7 advising the Board that the
Lawrence City Council had vote~ to sit down with the Board and a representative of
t~e D.P.W. to discuss the matter of the boundary line between North Andover and
L~wrence.
'lV~..,ETING IN ~OSTON=
. It was comfirmed to the Board that they will meet with Commissioner Francis Sargent
ef .the D.P.W. in Boston on Tuesday, Oct. 26th at 2:00 P.M. to discuss negotiations
:necessary for the Town to ultimately take over Mass. Ave. They will also discuSs
*~e matter of having the state make maps regarding the bounds - one of the bounds
had. been knocked down and the State might replace this marker. The bound was located
at the corner of Wavorly Road and Boute 114, across the street from "The Den".
According to G.L.c. 42, Section 7 & 8, it is the duty of the state D.P.W., upon
request, to furnish these maps.
~ The. members discussed'other bounds of their perambulations and noted what they thought
was an open. sewar system at the Shawsheen river bed. A letter will be sent to Mr.
Dully, as he is familiar with this situation, requesting a report for the next meeting
regarding this opan sewer.
· Elections: ?
A letterwasreceivud from Edward R. Greenwood ~ recommending a bill'to change
the election system se that any elected official would have a ten~s of three years.
The Board members agreed and stated ~ they were in favor of the insertion
of such an article, that it was up to the voters.
BOY SCOUTS:
'..A letter was received from the North Essex Council, Boy Scouts of America'thanking
the Selectmen for their cooperation in making it possible for them to hold their
C~mporee at the Town Infirmary. Selectmen Oakes said he visited the site and was
very pleased with the way everything was going.
SUPPLemeNTARY REPORT:
A supplementary report was received to the October, 1965 issue of "The Massachusetts
Selectman". The Board accepted sane and will study it further.
REPORT:
Report of the 94th meeting of the P~DC was received and filed.
ATOMIC ~E~GY COMMISSION S~TE:
A letter was received from Boston Mayor Collins asking the Town's support to
endorsing Haverhill for the Atomic Energy Commission's site. Chairman Broadheed
noted that we have already done so Bywriting to the Congressmen and Senators.
PLANNING BOARD TOWN N~ETING ARTICLE:
Mr. Theodore Peters was present asking clarification of the article sponsored by
the planning Board to give the Merrimack Valley Regicnal District Planning Commission
Jurisdiction cf expanding the $1,015 that had been appropriated at March, 1965
Town Meeting for planning studies. The Planning Beard will be requested to meet
with the Selectmen and Adviscry Board on Monday evening, Nov. 1st at 8:30 P.M. in
order to ~ the same.
