JURORS:
Edmond F. Leland, Jr., 11 Marbleridge Road, was drawn for Superior court duty at Salem
April 4, 1966. Sebastian C. DiSalvo, 91 Beverly St., was drawn for Superior Court
duty at Lawrence, April 4, 1966.
CONDUIT HEARING:
A hearing was set up for petition on conduit locatiom..on Salem Turnpike and Waverley
Road, Monday, March 21, 1966, at 7:30 p.m.
CIVIL DEF]NSE RATION BOARD:
A letter was received thanking the Board for appointing a rationing Roard'J
Consists of the Board of Selectmen.

BUILDING INSPECTOR:
~arles Foster, B.I., sent copy of letter senm to Edwin Matastk regarding storage of
too many cars on his lot. Mr. Foster had told him that he could have only ~our cars
· on his property at 177 C~edwick St., at ~a time, Mr. Matasik was given until March
21st to dispose of the extra vehicles. Further action by Mr. Foster and the Selectmen
could be expected if he did. not comply with the order.
J. BERKOVER - REPLACEMENT OF TREES:
A letter from Mr. Berkover, State District Highway Engineer, requested that the town
had not replaced two trees, al~-ft.and 2Oft.maple tree which the state had granted
permission to be removed in connection with the construction of a drive to the At-
kinson SchoOl with the agreement they would be replaced. The letter was referred to
the School Butlding Co~nittee, for action.
NOTICES:
Notices received on legislation dealing with eminent domain powers, urban renewAl~
and minimum wages. Also notice of hearing regarding requests from the Board _of
and an invttationto attend the Essex Conservation District!a Annual meeting.
A letter from executive secretary urged the Board to promote the installation of

.A. smoke problem, plaguing the town of North Andover since 1946, ~ecame a~much more~,s
serious problem late last week when motorists were forced to travel at a snail .
pace 'over Route'495 due to the heavy pall of smoke from the Lawrence Dump hanging...
over .the high speed h~ghway. ~FLre officials sent.thee pieces of equipment .to cope
with the situation. Apparatus had to be shifted from one station to/the other'to~.'

with a similar cmmplaint and hace been told the City.. would be foreced to move the
dump site to avoid smoke, infiltration of Interstate 495..Nra. Oakes noted the prbhlem
was of long-standing and~ complaints were received year round of smoke deposits
North Andover resident's homes, clothes and cars. The Board voted to send a' letter
to Aldermen McCarthy .inquiring as to what plans the City had for relocating the .
noxious dump.

The Board lifted the winter parking ban because of the muddy condition
of present parking places with the understanding the residents would
cooperate in the event of s heavy snowstorm.
