JURORS: Salvatore DePaolaj 5 Beaconhill Blvd., salesman, and BenJsmin B. Cahoon, 240 Andover St., electrical engineer, were drawn for the June 13 sitting at Salem Superior Court. HEARING: Petition was approved for a Joint pole location for one pole on Turnpike~Stre~t. JUDGE PETTC~UTO: ~ "' Invitations were received by the Board to attend the "swearing-in. of .fo~mer ~epresenta- tive, Albert P. Petturuto, Esq. recently elevated to a JudgeShip, which* will take place in Boston, May 23, 1966. The Board .will be represented by Chairmsn_0akes. Mr. Oakes stated Attorney Pettoruto's appointmeut will he s loss ~to the commmX- ity but a gain to the Probate Court. At 7:45 p.m. a meeting was held with the Board, Mr. Bernardin, Vice~Preeid~ of Flynn Sign Co. and ~arles Foster~ Building Inspector. The committee then adjourned to the Board cf Health office to organize their.study committee. STREET LIGHTS: The Board requested that a street light survey be made for Sutton Rill Road beginning at johnson Street and going as far' as the end of the circle. COMPLAINT: Complaints were still being received that cars, unregistered, were being stored on the 01~ Glennie property at the ¢.& C. gar. age, Mass. Ave.: that t~ey wer$ being sprayed by inflammable material and wor~ on the cars had bean ooservea during the night. Chas. Foster was -told by the Board to contact Arnold Salisbury on the matter. May 16, 1966 (continued) 377 BANNAN & YOUNG: Richard ¥oung~ paid advisor and planner of the~ Reg. Cea. Planning Committee appeared be- for the Board with Mr. James Barman to report on what he had been doing regarding wats pollution, economic development of co~mmmtties, Public Works. well field (Federal Aid to Common,ties) National planning Conference. He had a progress report available if towns and cities would pay the fee for printing same. He said it would be available to N.A. for $180. Mr. Finneran asked what they would gain from the book and Mr. Young replied it containeddnformatiou on future access roads to industries, public works proJectg, unemployment remedies, etc. He made,the following statements: Water pollution (Merrimack River) Co~,=mnities could not build Regional treatment plant as it would be illegal until all communities were under central regional plan. Asked how Iong he had known this and he replied, "About a year." He stated legislation.was in progress to try.to unite communities but could not get communities to agree on.~11 pertinent points. No solution as yet had bean achieved on points of disagreement. On the well field, he said Federal Aid would not be available until the Regional Planning Board is recognized and this will not come about until all communities are under- the Ct. Regional Planning District. There is a possiblity of 50% Federal Aid under the Economic Development Program. · N~. Young requested, the Board to appoint as many as 18 members to serve on the Lawrence- Haverhill Economic Development Committee. He stated the prime purpose of th~s committee was to create permanent, new Jobs in the various communities. They had a meeting of this co,.~.~ttee where representatives of the community Boards of Selectmen and City Councils discussed what they could do to make the communities eligible for Federal Economic Aid. Mr. Ted 'Phelan of the Industrial Council had been appointed to the Executive Co,,~ittee at this meeting. During the lengthy report, Mr. Young was asked by, Selectman Finck why. he had Just contacted the Federal representative, Mr. Pshren, last month..Mr. Pahren~ had been in Lawrence for two years. Mr. Young said that there are other representatives ~that he had/~ontacted. RESIGNATI~: The' Board accepted with regret the resignation of School Crossing GuardJ who resigned because of a new Job. They votedto send hera letter of appreciation end thanks for a Job well done during her years of service to the town. '~XCAVATIC~: GAS SER~TCES: A petition to excavate on Summer Street Was approved by the Board; em~Tm (.) 9o Mmos: TwOIetters were received from the DPW; $20,000. for the improvement of Johnson,~Salem~ ~and Dale Streets on condition that at least $10,000. shall be contributed by the ~town ~n&$10,000. by the County ..... $1,000. for the maintenance of Chapter 90 roads inN. A. oncomdttiou that at least $2,000. will be contributed by the town. Afterinspectiun cf roeds¥ contracts covering the proposed work will be'prepared. ~CERTIFIED LIST, RESERVE pATR~: ' T~'eh Civil. Service sent a list of eligible reserve patrolmen from which ,the Board will. .appoint~two permanent patrolmen as soon as they are contacted by. each one 'on the list as 'to"their willingness to serve.~ The appointments were tabled until Monday, May 23. ' AIRPORT ~LAND: '~ A~Ietter was,receive from Lawrence Mayor, D. P. Kiley, Jr. offering 1-~ adjacent' to. the 'Chadwick Street playgroung to 'the town of North Andover for the sum of $58,840.00. The Board voted to reject this 'offer at SUch a price. Se]s ctman Ftnneran' said that if the, City. 6f~ Lawrence's offer was in keeping with the negotiated cost of land previously pur- chased for the present Chadwick Street playground, they would be interested in the of said land. Selectmen Finck stated that the City of Lawrence is act being kind in any way to the Town of North Andover as regards to the welfare of the childen of N. A. Me stated that the only time the City of Lawrence was reasonable and cooperative was when they wanted sometSing from .the Town of North Andover in return. FLAG DAY: A communication regarding the observance 'of mFlag Day", June 14th, from the Mass. Select- men's Association was referred to John Lyons, Town Clerk, for processing. APPOINTMENTS: Leo E. Lafond, Tree Warden, was appointed to the Town Infirmary Committee and a letter notifying the Chairman, Andrew Coffin, was sent re the appointment. At the request of the Director of Civil Defense, John B. Farrell, Mr. George MacKenzie, 27 Dewey Street, was appointed a member of the Auxiliary Police l~m~ce. INVITATi~IS: Club The Board received an invitation to attend the Booster Banquect, May 19th and participate in the Youth League parade, May 29th. The meeting adjourned at 10 P.M. Alice M.
