HomeMy WebLinkAbout1966-08-29 Board of Selectmen Minutes388 ,u st 19ss. The regular meeting of the Board of Selectmen was held on this date with all members present, Chairman 0ekes presiding.' HEARING~.~ A group of residents from Stevens Street appeared before the Board to object toga pole location granted to the Fire Department, said pole to be located in front of the pr~:perty of Mr. VanHeukelon, 474 Stevens St. Mr. Van Heukelon, the spokesman for t~roup, stated he objected to the pole mainly because all other poles ran along~he other side of the street. He further stated he was disturbed at not having received a notice of the hearing, as an abutter. Mr. Finck 'a~ked why Mr. VanHeukelon hod not been notified and was informed by Chairman Oak's that it was because of an error in the list of abutters as received from the Assessor's Office. Fire ~hief Daw testified that he requested the pole on that side of the street after' being informed by the. Motion was unanimously carried. ONE WAY STREET P~UEST: · Thirteen residents from Williams Street appeared before the Board to-request ~at ar. u~o ~zsnop, spokesman zor ~ne group, stated that heavy ~a~ic. was .raahimg ~ up and down the street daily. He further stated that he believed this was happemi~.g . ~ people were attempting to. avoid the traffic lights ~t Mass Ave and ~averl~" "Rd. He said that during school sessions additional traffic:hazards were involved with-the dropping off and picking;up of children by parents. Another resident , stated that surges of traffic seemed to occur"tmice daily evidently from the coming C ;. land going of Western Electric'workers. Mr; Finck suggested that the matter should be discussed with .chief Lawlor. Mr. Fiuneranl stated that' a hezring should be s~t up so that~ all concerned could hear the reco~mmndations of the' Chief. Motion was r. Mr. Flunera~ and seconded by Mr. Finck that a hosting be ~set for two weeks ~hance, Monday, Septl2th, at 7.30 P.M. Motion was unanimously carried. - · :WATER MAI~ ASSES~T: An' anxious group cf~ S~m~er St residents appeared before the Board to vigorously 'object tobills .of assessment they had received for wm~er mains being extended along thair~ street. Mrs. Koedras stated emphaticall~ her hushandts family had lived the~e for a great many years and had been forced forall that time to themselves with water by'artesian wells or excavated ponds. She wanted to know why they all had to pay for water now that they did not need Just because some one individual had a petition signed by ten town members not in the neighborhood for 'the sole purpose of providing himself with water so that his wife could run an automatic washer. Mr. Finck produced records from Town Clerk Lyons showing those present where Article 73 was passed last year at' Town Meeting, making it a law for the town to cherge~ for. water main installations. All three selectmen advised the ectors at that time that they should have been at the meeting to vote on the an~ also ~a~ they should have attended the Advisory Board meetings so that they could be informed as to the conditions, of the Article prior to it s Meeting ........................ Several members of the group' also questioned th~ way in which the mains were being-' installed. Ail three selectmen again expressed their deep conce~m for the expenses being bo~.~.~by the group, but again advised them to present their objections to the Board of Public Works at the ~eat scheduled meeting on Thursday evening. Znvitatiom~was received from Senator Edward Kennedy regarding a meeting te be:.'. held at Bradford Junior College, Sept 6, 1966 at 10.30 a.m., at which time Secretary ' cf ~nterior Udall would discuss river pollution. Et was noted by Mr. 0akes 'that the Board should set a meeting date for the area pollution committee and he suggested that such meeting date be postponed until they had a chance to listen to the remarks and suggestions of Senator Kennedy aud Secretary Udall. Notion was so made by Mr. Oakes, seconded by Mr. Finck and passed unanimouslu that entire Board should attend meeting of Sept 6th. AugM~s$ 29, 1966 (continued) _ 389.' DEPARtMeNT yu~L.TC Ohairman Oakes read a letter from Co~issioner Ribbs of Depart of Public Works regarding the erection of .'Walk- Don't Walk" digns on the existing traffic signals on Mess ]~e an? Waverly Rd. It was suggest that this be incorporated in the reconstruction and repaving of Mess Ave. Commission Ribbs stated the need for the town to adopt the Pedestrian Control Law prior to the date that the town would accept the responsibility of the street as a town way. Motion was made by Mr. Ftnneran to insert an Article in the next Town Meeting regarding this matter, Motion was seconded and carried unanimously. Letter was received from Commissioner Ribbs concerning speed zoning on Salem and Johnson Sts Chairman Oakes stated he had discussed this matter with Chief Lawlor an suggested letter be tabled pending the Chief ts recommendations Mr. Oakes also stated he had .discussed with Chief Lawlor additenal complaints received about truck traffic along Waverly Road and the Chief said he would work, out some form of plans to attempt to reroute traffic. SPEED ZG~iNG Motion was made by Chairman Oakes and uwm~ously carried to request speed xoning on Mass Ave and to write to Mr. Krekorimm regarding same · COUNCIL Chairman Oakes reported to the Board on the very good Job done this summer by the Recreation Council for the children of the town. He mentioned the trip to Pleasure Island and also Field Day. Special mention was made of the performance by the Boston Childran;!s Theater at Carl Thomas Playground. He said it was indeed gratifying to watch the rapt attention of the large number of children at this performance and felt the town had been honored in being singled out for this program. Motion was made by Mr. Finneran and seconded '~.by Nr. Finck to write letter to Recreation Council commending them for their fine ~.rk. Chairman Oakes read s te~legram received from Senator Edward Kennedy informing the Board that the Pubt'ic Works Dept has been awarded an advanee of $191000 for planning.of sewers for flood 'curbing. POLICE APPOINTM~T Mr. Finck made a motion which was second.ed by Mr. Oakes to appoin.t ~lphege' ' ' E.Lacerte of Clark St., as a Special Polmce Officer. Motion carried unanimously.
