The Boned of Selectmen met on this date for their re~er meeting with All members
sent, Chairman Onkes preeiding:
Benjamin J. Buya, 33 Green Hill Ave., a postal clerk, was drawn for Jury duty on October
3, at Salem Superior Court.
HEARING: WILLIA~ STREET.
Chief Lawlor submitted a letter of recommendation re request of Williams Street resid-
ents to have the street made a one-way street. He stated, in brief, that, due to the
increased registration of motor vehicles, the closing of the lower end of Middlesex St.
as a result of Route 495 increasing traffic three-fold on Mass. Ave. and Waverley Rd.,
Williams Street is being used by motor vehicles as a passage way from and to said
streets. Streets running parallel with Williams Street ere also being heavily traveled.
It was opinioned that if Williams Street were made one-way, residents of these other
streets would request the same. He recommended that the street either be widened or
restrict parking on the street to alleviate any traffic conJestien.
After considerable discussion between the residents end the Board, it was suggested
that the street be made one-way during peak traffic hours in the morning and afternoan.
7 to 8:30 A.M. and 3:30 to 5:30 p.m. The residents were agreeable to this arrangement.
The Board stated that they would confer with Chief Lawlor if this arrangement was feas-
iible and would notify the residents of the outcome.
HEARING: POLE LOCATIGI.
A petition was approved for a pole and wire location on Sutton Street.
STREET LIGHTS:
A survey received for street lighting on Belmont Street was held for further study.
Notice received of street light installations on Osgoed, Bradford mud Sullivan Sts...
On mLisa Imue and on Sutton Hill Road.
A request from the electric company for street lights on Turnpike Street was held until
~!/,. a representative from that company could discuss the matter with the Board. This was
requested by Selectwmn Fleck. Selectmen Finneran and Oakes were in favor of approving
Mr. Oakes stated that it was a very derk road and needed lighting, Mr
Finnersn said the new electric plant w~,~ be added revenue to the town and that coo~-

SHAWSNE~N RIVER POLLUTIGI:
A letter from Representative William Bates enclosed a letter from R. Whitton, Federal
Highway Administrator which advised the Board that the DP~ and the Bureau of Public
Roads have agreed to begin construction that would correct the cause of the Shawsheen
River pollution caused by the construction of the Route 495.
HOME RULE: .,
A copy was receive~ by the .Board of texton Home Rule Amendment from Spec. Commission on
Municipal Home Rule.

PARKER STREET:
The Board voted to have Town Counsel advise what steps would be necessary to eliminate
Parker Street,~ a small side lane off Chlckering Rd., opposite the High School. The lane
constituted a traffic hazard to children going to school.
ELM.CREST ESTATES:
The Board approved the tentative agreement of settlement on this controversey and'
executed releases for same, receiving the amount of $500. for the town of North Andover.
The releases (two) were sent back to Town Counsel per request.
PC~LUTI~ MEETING - SEPT. 1~, 1966:
Forty individual letters of invitation to officials of Lawrence, Methuen, Andovar and
North Andower were sent from the'Board to discuss the pollution abatement district
plant of~ the Merrimack River. They will meet in the Selectmen's Office at 8:00 p.m.

STREET LIGHTING:
The Board met ~-ith a representative of the electric company to disuuss the company's
petition for street light installations on Route 1~4, vicinity of their new buildings.
The Board approved and requested installation of same.
Belmont Street lighting survey was held over another week.
Elm Street petition for more lights from Forbes Rockwell of Davis Furber was approved ·
subject ~to notification from the electric company that permission had been granted by the
Davis & Furber company for the electric company to use their underground~.~ducts.
BLUE CROSS - BLUE SHIELD:
N~. Petrie of Blue Cross, Blue Shield appeared before the Board with Town Treasurer, Jim
Maker, to explain the rise 'in cost of said insurance. He stated that the administrative
costs of hospitals .... nurses 'salaries, room rates...had risen so much that it necessitated
a hike in the insurance rate of approximately $5.00. The Board officially approved the
new rate.
POLLUTIC~
Officials of Lawrence, Andover, Methuen and North Andovar convened in the Selectmen's
office to discuss regulations and the forming of a regional pollution abatement district.
The meeting, after much discussion, was dead-locked as before on the question of
